Why Sao Tome and Principe
Phone and power tariffs in dobras, hotel rates in euros
CST’s Netfone 1GB is 80 Dbs for 30 days and Netfone Diário 10 Dbs for 100 MB over 24 hours. Unitel STP’s Maxibin costs 10 Db a day, 50 a week or 150 a month. EMAE, the water and power company, charges homes 1.67 dobras per kWh up to 100 kWh, 2.45 up to 300 kWh and 3.84 above that.
Travel pages move to euros. The Pestana São Tomé quoted a Standard Room from 222 € a night and a Sea View Room from 266 € on 5 November 2026. STP Airways, flown by euroAtlantic Airways, lists São Tomé to Lisbon and São Tomé to Príncipe.
In October 2026 Google answered 97.35% of Santomean searches and 99.83% on phones, according to StatCounter; Bing reached 13.27% on desktops. Those desktops made 67.94% of page views against 31.59% for phones, most of them Android (91.53% of mobile traffic). More on SERP proxies.

INE’s 2024 census counted 209,607 residents, 95.3% on São Tomé island and 4.7% on Príncipe. Targeting works on the country alone through -cc-st; the generator shows which districts and towns are on offer.

Príncipe is an autonomous region. Exits come from homes and phones in places such as the city of São Tomé, where available, and a small district may have none at a given moment.

CST leads Unitel STP on every service
APNIC Labs places 94.50% of users on CST, the historic operator, and 13.85% on Unitel STP, in the market since 2013. AGER’s latest published count, for December 2023, gives Unitel a larger part: 35% of mobile lines, 40% of mobile broadband and 39% of fixed broadband.

Users: APNIC Labs, 2 November 2026; each row is its own estimate, so the column passes 100%. Active mobile lines fell by a quarter in 2023
AGER counted 196,384 active lines in 2022 and 146,497 a year later, or 65 per 100 residents against 89. Its report suggests, as a hypothesis, emigration after entry visas for Portugal became easier to obtain. Mobile broadband still grew 5% that year.

Telecom tariffs that wait for the regulator
Any change to the speed, price, data allowance or conditions of a telecom offer needs approval from AGER, CST said in a statement of 26 October 2026. By its account the Netfone packs date from August 2023, and in January 2025 it asked to double the data in Netfone Diário and cut the 2 GB pack from 150 to 100 dobras, with no approval 22 months later. AGER replied with a note of clarification that cites consumer complaints about data allowances running out quickly.
So a price on CST’s site can be three years old and still current. Record the day you read it, along with any date the operator prints.
The central bank’s table for 5 November 2026 shows the euro at 24.5000 for buying and for selling, which puts Netfone 1GB at about 3.27 euros.
Law 03/2016 on personal data and Article 7 on illegitimate access
Law 03/2016 of 10 May 2016 protects personal data, under the National Data Protection Agency (ANPDP). Miranda Alliance’s alert of 21 June 2016 describes notification and registration duties for processing and for transfers abroad, with administrative fines of USD 1,250 to USD 50,000. We read the law in a French translation on the AFAPDP site, not in the Portuguese original. Leave names and phone numbers out of what you collect.
Article 7 of the Lei sobre Cibercrime, Law 15/2017 (Diário da República No. 147, 6 October 2017), sets up to one year in prison or a fine of up to 120 days for entering a computer system without legal permission or the owner’s authorisation. It rises to three years or a fine if security rules were broken, and to one to five years if the person learned trade secrets or legally protected confidential data or gained a considerably high sum. Their definitions articles and a text search find neither proxy nor VPN in that law or in the Basic Telecommunications Law 3/2004. Use on gambling sites is not supported.

Sao Tome and Principe proxy questions
Your requests leave through a line in the islands, on a network such as CST or Unitel STP, so a site treats you as someone there. It lets you read dobra tariffs at either operator, Téla Nón’s notices or Google’s results for the country.
We have 2K+ residential IPs in the pool, October 2026. That figure changes through the day as people’s connections come and go. No separate count exists for mobile, and the order page shows availability.
Not with a login key: -cc-st selects the country only. Any districts and towns on offer are listed in the dashboard generator, where available. Príncipe has 4.7% of the population, so exits there may be scarce. Confirm the place in our IP checker.
There are two: CST, with 65% of mobile lines, and Unitel STP, with 35% (AGER, end of 2023). Mobile exits run on them where the pool has them, and the order page shows availability. Home lines come from those companies too. Network keys exist only for the US, the UK and Germany, so a login cannot pick one.
They count different things. APNIC estimates users per network, and on 2 November 2026 it gave Unitel 13.85%. AGER counts active lines, and at the end of 2023 it gave Unitel 35%.
Choose between residential and mobile here; the order page names the countries that have static IPs. Residential is cheaper and handles tariff pages, news and search. For $0.50 more per GB, mobile suits checks of phone layouts; phones made 31.59% of page views in October 2026.

Mostly dobras, written Dbs at CST and Db at Unitel; the bank code is STN. Hotel pages can quote euros, as the Pestana São Tomé does, so store the currency beside each price.
