Why Haiti

French football sites, Haitian plan prices and phones

French sites run through Ahrefs’ October 2026 list for Haiti, by estimated organic search traffic: footmercato.net is 7th, transfermarkt.fr 8th, eurosport.fr 9th and lequipe.fr 13th. Sixteen of the top 100 domains end in .fr and one in .ht, the national weather service at 58th. Shopping appears through amazon.fr (39th), amazon.com (59th) and shein.com (63rd), so a Haitian IP shows what those shops offer a buyer there.

Google answered 96.81% of searches in October 2026 and 99.71% on phones, according to StatCounter, while Bing reached 13.54% on desktops. Follow results with gl=ht, in French with hl=fr and in Creole with hl=ht. More under SERP proxies.

Local sites run in several languages. Immobilier Haiti lists property and businesses by town, in English, French or Creole, and Sunrise Airways offers English, Spanish, Creole and French menus.

IHSI, the national statistics institute, estimates 11,867,032 people for 2024; the last census was in 2003. Ouest, the capital’s department, holds 34.03% of them. A login can say -cc-ht and nothing narrower; check the dashboard generator for the departments and towns on offer.

Networks

Natcom and Digicel, then Access Haiti

APNIC Labs places 58.46% of Haitian users on Natcom and 32.91% on Digicel, whose network is registered as Alpha Communications Network. These two are the mobile operators in CONATEL’s 2024 quality tests. Access Haiti, at 2.64%, sells fibre, AirFiber, mobile and TV.

Users: APNIC Labs, 2 November 2026; each share is its own estimate. IPv6: to 3 November 2026, when 9.75% of Haitian users were capable against 25.00% in the Caribbean, nearly all of them on a satellite service that is not in this table. Natcom says it has more than 2 million subscribers. CONATEL’s site would not open on 5 November 2026, so no operator shares are printed. Network keys are limited to US, UK and German logins.

Shared addresses

Many Natcom and Digicel users behind each IPv4 address

Natcom and Digicel announce few addresses for the users APNIC credits them with, which points to customers sharing them. A site that reads one of these IPs may be looking at many households and phones at once.

For developers

Find a Haitian exit, then label its carrier

Each session on -cc-ht lasts 30 minutes. The script drops lookups outside HT and labels the rest from the ASN.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"
# Country key only. Digicel's ASN is registered as Alpha Communications Network, and lookups
# print Pétionville where IHSI writes Pétion-Ville, so label both before you store them.
CARRIER = {"AS52260": "Natcom", "AS27653": "Digicel", "AS27759": "Access Haiti"}
SPELLING = {"Pétionville": "Pétion-Ville"}

def haitian_exit(tries=15):
    for _ in range(tries):
        proxy = f"http://ap_a1b2c3-cc-ht-sid-{uuid.uuid4().hex[:8]}-time-1800:PASS@{GATE}"
        try:
            info = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        except requests.RequestException:
            continue # no reply: try a new session
        if info.get("country") != "HT":
            continue
        carrier = CARRIER.get(info.get("org", "").split(" ")[0], info.get("org"))
        return proxy, carrier, SPELLING.get(info.get("city"), info.get("city"))
    return None, None, None # no Haitian exit in this run

proxy, carrier, town = haitian_exit()
if proxy:
    print(carrier, town)

With no -sid- the address changes on each request; with one, -time- can be anything from 60 to 21600 seconds.

A Haitian quirk

Gourdes, US dollars and the “Haitian dollar”

Two currencies can share one screen. Natcom lists fibre in USD and a router in gourdes, Digicel sells prepaid in HTG, and Access Haiti quotes fibre in USD before and after tax. The central bank’s reference rate on 5 November 2026 was 130.7644 gourdes to the US dollar.

The third unit is informal. Five gourdes are often called a “Haitian dollar”, and Wikipedia’s entry on the gourde says many prices are given in these dollars and must be multiplied by five, so a figure with a dollar sign needs a second look before it goes into a dataset.

Language shifts from page to page as well. Delimart’s slogan is in Creole and its menus in French, Rezo Nòdwès runs Creole headlines among French ones, and Digicel’s French pages use plan names such as DigiPaleNèt. Give each record its own fields for currency, tax treatment and language.

Haiti’s 2018 data order and the 2020 Penal Code

DLA Piper’s Haiti chapter, last modified on 16 January 2025, names an order on personal data, the Arrêté fixant les règles relatives à la protection des données à caractère personnel (Le Moniteur No. 87, 15 May 2018). Its Article 4 forbids releasing personal data likely to infringe a person’s rights and freedoms, and DLA Piper says no data protection authority exists yet. So collect prices and plans, with no names or phone numbers.

Articles 587 to 590, 592 and 593 of the 2020 Penal Code (Le Moniteur Special No. 10, 24 June 2020) cover computer offences; Article 587 sets one to two years in prison and 25,000 to 50,000 gourdes for unauthorised access. DLA Piper reports that the code’s start has been postponed indefinitely, and that the older code still in effect has no digital provisions. CONATEL licenses telecom services. Its site would not open on 5 November 2026, so we have not read its rules and cannot say what they provide on VPN or proxy use. Betting sites are not a supported use.

Not legal advice. We read DLA Piper’s summary, not the Gazette texts. Our case review covers scraping rulings from 2022 to 2026.

Haiti proxy questions

A Haitian IP address that your requests leave from, on a home or mobile line in the country. Use one to read Natcom’s and Digicel’s plan pages, local sites such as Immobilier Haiti and Delimart, and Google results as someone in Haiti gets them.

Our figure is 2K+ residential IPs in the pool, October 2026, and it rises and falls with the households online. Natcom and Digicel mobile exits have no count of their own, so check the order page before you plan around them.

A login picks the country only, with -cc-ht. Check your dashboard generator for any departments and towns on offer, where available. Databases often name towns around the capital, so look the exit up in our IP checker before you count on a place.

Natcom, Digicel and Access Haiti households supply the home exits, and Natcom and Digicel phones the mobile ones where the pool has them; the order page shows availability. No login can choose among them, as carrier keys are offered only for the US, the UK and Germany.

That is how AS27653 is registered, and LACNIC’s record names Unigestion Holding SA Digicel as a contact. Match on the ASN, as the Python tab does, and keep the brand as your own label.

Haiti has those two; static IPs are for the countries listed on the order page. Plan pages, listings and search are fine on residential, which costs less. Phones made 71.73% of Haitian page views in October 2026, so pages built for them are the case for mobile, at $0.50 more per GB.

Residential starts at $3.49 per GB and falls to $1.69 at the largest tier, and mobile goes from $3.99 to $2.19. Static IPs are sold in other countries, as the order page shows: $4.00 a month for ISP and $2.00 for datacenter. See the pricing page for every tier and the current free trial terms.

It can mean the US dollar, as on Natcom’s fibre plans where the page says USD, or the informal Haitian dollar of five gourdes. Where a page shows only a sign and a number, check another price on the site against the day’s rate before you store it.

DLA Piper’s summary of the 2018 data order and the 2020 Penal Code says nothing on proxies or VPNs, but we could not open CONATEL’s telecom rules, so we cannot tell you those are silent. Keep to public pages, leave out personal data and ask CONATEL if your use depends on it. Not legal advice.

Traffic through a free proxy can be recorded or altered by an operator you usually cannot name, logins included. Run a lookup first: AS52260, AS27653 or AS27759 with country HT points to a local line, and a hosting company in that field points to a rented server.

Point your browser extension, app or HTTP client at gate.aeonproxy.com, port 7000, and log in with ap_a1b2c3-cc-ht and your password. For one exit over an hour, the username becomes ap_a1b2c3-cc-ht-sid-pap01-time-3600. SOCKS5 settings are in the docs.
