Leboncoin, a classifieds site, was the second most visited shopping site in France in September 2026, behind Amazon.fr and ahead of AliExpress, Temu and Cdiscount (Similarweb). Vinted led fashion; SeLoger and Bien’ici led property.
Much French data work is therefore about asking prices, ad counts and how fast things sell, place by place. A household exit in France sees those pages as a French buyer does.
The ads carry names and phone numbers next to the price. Collect the listing and leave the person out: French regulators and courts have acted on both personal data and copied listings, as the legal box below sets out.
Eight cities are accepted as city keys and five regions as region keys. INSEE counts the commune itself, far smaller than the built-up area around it.
| City | Region (geolocation name) | Population, 1 Jan 2023 | City key |
|---|---|---|---|
| Paris | Île-de-France | 2,103,778 | -city-paris |

| Toulouse | Occitanie | 514,819 | -city-toulouse |
| Nice | Provence-Alpes-Côte d’Azur | 357,737 | -city-nice |

Region keys accepted on 26 October 2026: -st-iledefrance, -st-provencealpescotedazur, -st-occitanie, -st-hautsdefrance, -st-grandest. Auvergne-Rhône-Alpes and Nouvelle-Aquitaine were refused, so reach Lyon and Bordeaux with the city key alone. In our test, Marseille misses landed in Aix-en-Provence and Salon-de-Provence, a Lyon miss in Saint-Étienne, and Toulouse misses as far off as Toulon and Paris. Populations: INSEE, populations de référence 2023.
Orange, Free, Bouygues Telecom and SFR, with Free Mobile, account for about 95% of French internet users in APNIC Labs’ measurements. Our test exits came from the same four.
| Network | Access | ASN | Share of French users | IPv6 | Exits in our test |
|---|---|---|---|---|---|
| Orange | Home broadband and mobile | AS3215 | 36.2% | 92.7% | 8 of 40 |
| Free (Iliad) | Home broadband | AS12322 | 19.3% | 92.8% | 15 of 40 |
| Bouygues Telecom | Home broadband and mobile | AS5410 | 18% | 89.5% | 9 of 40 |
| SFR | Home broadband and mobile | AS15557 | 16.5% | 81.6% | 6 of 40 |
| Free Mobile | Mobile | AS51207 | 4.9% | 86.9% | 8 of 12 mobile |

User shares and IPv6: APNIC Labs, 24–25 October 2026. The last column is our test of 26 October 2026 and says nothing about each network’s size in the pool. One residential exit came from Alsace Connexia, a regional operator.
Orange, SFR and Bouygues Telecom route phones and home lines through one ASN each: the sample mobile addresses ipinfo.io lists for France resolve to AS3215, AS15557 and AS5410. Free keeps them apart, with Freebox lines on AS12322 and phones on Free Mobile’s AS51207.
IPv6 is ordinary here: APNIC Labs measured 85.9% of French users as IPv6-capable in October 2026, up from 77.6% a year earlier, with each of the four operators above 80%.
The list may shrink to three. On 6 June 2026 Bouygues Telecom, Iliad and Orange agreed to buy SFR from Altice France for €20.35 billion, and the Autorité de la concurrence took up the review in July. Match networks by ASN in your code and recheck once the deal is decided.

Orange said it would shut its copper network in lots (Arcep).
Copper closed in 763 communes across 54 départements, close to 900,000 premises, according to Banque des Territoires.
Commercial closure took effect in 25,951 communes, 70% of the total (Banque des Territoires).
Arcep counted 2.58 million DSL subscriptions, down from 4.21 million a year earlier.
About 2,145 communes and 2.5 million premises are due to lose copper (Banque des Territoires).
Completion of Orange’s plan, per Arcep.
Most French household exits are therefore fibre lines. DataReportal put the median fixed download at about 308 Mbps at the end of 2025, above the US, UK and German medians in the same reports.
Réunion, Guadeloupe, Martinique, French Guiana and Mayotte are French regions, yet APNIC Labs and geolocation databases treat them as separate countries: RE, GP, MQ, GF and YT, with New Caledonia as NC. Orange leads in three of them and is second in Réunion, on the same AS3215.
An Orange ASN alone does not put an address in mainland France, so read the country field too. All 40 exits in our -cc-fr test were in mainland towns, from Noyelles-sous-Lens in the north to Lannemezan near the Pyrenees.
New Caledonia saw the one recent platform block: TikTok was cut there during the riots of May 2024, and on 1 April 2025 the Conseil d’État found that decision unlawful as taken.
Personal data falls under the GDPR and the Loi Informatique et Libertés of 6 January 1978, enforced by the CNIL. Its €240,000 fine on KASPR (December 2024) concerned a browser extension that took contact details from LinkedIn profiles, including restricted ones; by March 2026 KASPR had deleted the database.
CNIL guidance judges scraping case by case and says sites refusing it through robots.txt or a CAPTCHA must be left out. Listings have database protection too: the Court of Cassation confirmed Leboncoin’s rights as maker of its listings database in February 2024 (Dreyfus law firm), and Leboncoin won against Jinka at the Versailles Court of Appeal on 14 April 2026, €250,000 (OnlineMarketplaces). We know of no French law banning proxies or VPNs as such; in May 2025 a Paris court ordered five VPN providers to block 203 pirate sports-streaming domains (Connexion France).

A connection that sends your requests out through a French IP address, so French sites answer as they would a local visitor. It matters when a page depends on location: listings by area, drive slots at a store, French Google results.
1.14M+ residential IPs in the pool, October 2026. It is a moving set of household connections, so the count changes daily.
Yes, where available. Region keys: -st-iledefrance, -st-provencealpescotedazur, -st-occitanie, -st-hautsdefrance, -st-grandest. City keys: paris, marseille, lyon, toulouse, nice, nantes, bordeaux, lille, as in -city-nantes. In our 26 October test ipinfo.io placed 92% of region-targeted and 71% of city-targeted exits where asked, so check the exit before relying on it.
Household lines on the four national operators: in 40 test exits on 26 October 2026, Free 15, Bouygues Telecom 9, Orange 8 and SFR 6, plus one Starlink user and one regional operator. Network keys in the login exist only for the US, the UK and Germany, so in France read each exit’s ASN.
Rotating residential for listings, prices and search. Mobile to see what phones see; our French mobile test exits were mostly Free Mobile. A static ISP IP when your own account should keep one address for weeks.
We know of no French law against proxies or VPNs as such. What you collect through one falls under the GDPR and CNIL guidance, and site terms and database rights still apply. This is not legal advice.
A free proxy is run by someone you do not know, who can log what you send, and many are hosting servers in Roubaix or Gravelines. Look an address up in our IP checker first.
In code, point your client at gate.aeonproxy.com:7000 with the targeting in the login, as in the examples above. In a browser, enter the same host, port, login and password in the proxy settings or an extension. A free trial exists; the pricing page shows its current terms.
Auvergne-Rhône-Alpes and Nouvelle-Aquitaine were refused as region keys when we probed the gateway on 26 October 2026. Send -city-lyon or -city-bordeaux instead.
Orange runs its overseas networks under the same AS3215 as in mainland France, while geolocation databases file those addresses under RE, GP, MQ or GF. Check the country field as well as the ASN.
