The Netherlands has far more servers than its 18.1 million people would suggest. ipinfo.io counts 10.75 million hosting addresses among 55.96 million Dutch IPs, and the biggest Dutch-registered network by address count is Akamai’s AS20940, with 13.9 million.
Hosting even shows up where people should be. In APNIC Labs’ table of the networks Dutch internet users sit on, Scaleway, Zenlayer and WorldStream rank sixth to eighth, right after the five big consumer ASNs, and Leaseweb is 14th. By our count of the names, cloud and server networks hold about 11% of APNIC’s estimated Dutch users, against about 3% in France: people whose VPN or relay exits in a Dutch data centre.
Shops, housing sites and search engines know those ranges. For Dutch prices, listings and results you want the vantage point of a home on KPN, VodafoneZiggo, Odido or DELTA, and a quick lookup tells the two apart.

In our test the misses were scattered: two Utrecht requests came out in Amsterdam, two for The Hague in Gorredijk and Emmen, and one Amsterdam request in Frankfurt.
Five ASNs hold about 82% of Dutch internet users in APNIC Labs’ data, and they differ sharply on IPv6.

User shares and IPv6: APNIC Labs, 24–25 October 2026. The test column counts the residential exits of 26 October 2026 that ipinfo.io placed in the Netherlands (four more came from smaller regional networks) and the mobile exits of the same day; it does not measure how big each network is in the pool.
KPN lines are 84.6% IPv6-capable and VodafoneZiggo 70.6%, while Odido sits at 0.6% on every one of its ASNs, so its customers reach nearly every site over IPv4. The country average climbed from 36.6% to 53.1% in the year to October 2026 (APNIC Labs).
Odido is the former T-Mobile Netherlands; T-Mobile and Tele2 took the Odido name on 5 September 2023, according to Wikipedia. PeeringDB still labels AS31615 as formerly T-Mobile Netherlands and AS50266 as formerly T-Mobile Thuis, and nine of our ten Dutch mobile test exits came from AS31615. On a mobile network with almost no IPv6 that usually means shared public IPv4 addresses, so go easy on any single exit.
Ziggo’s own ASN, AS9143, is no longer announced. Ziggo cable homes now appear under Vodafone Libertel’s AS33915, the same number Vodafone phones use, so an exit on AS33915 can be a cable modem or a handset.

The GDPR applies together with the Dutch implementation act (UAVG), enforced by the Autoriteit Persoonsgegevens. Its scraping guidance of April 2025 says scraping almost always collects personal data and that a private organisation will usually have only legitimate interest to rely on, even for information anyone can see online. The AP fined Clearview AI €30.5 million in September 2024 for a face database built from scraped photos, and Uber €290 million in August 2024 over driver data sent to the US.
Prices, stock, rankings and listing counts without personal data are outside that guidance, though site terms still count: in Ryanair v PR Aviation, referred by the Dutch Supreme Court, the EU Court of Justice held in January 2015 that a site could restrict scraping of its flight data by contract (as summarised by Pinsent Masons). We know of no Dutch law aimed at proxies or VPNs.
