Why Jamaica

J$ listings, news read abroad and a US$100 customs limit

Jamaican listings are priced in Jamaican dollars, and some property ads are in US dollars. On 31 October 2026 PropertyAdsJa showed a house at JMD$69.0M on the same page as a rental at USD$850, while AutoAdsJa listed cars at J$2,195,000 and J$5,600,000. Similarweb’s rank for JaCars in Jamaica is 55th, and for Jamaica Classified Online 156th (September 2026).

The Jamaica Observer and the Gleaner have more visitors in the US than in Jamaica: 36.49% against 34.61% for the Observer and 40.5% against 31.29% for the Gleaner (Similarweb).

Jamaica Customs charges no duties or taxes on imported goods worth US$100 FOB or less, and charges both on the full CIF value above that. Google handles most searches, 89.50% in September 2026, but Bing took 19.15% on desktops, which produced 65.43% of Jamaican page views that month (StatCounter). SERP proxies has the setup for rank checks on both engines.

Population: 2022 census, preliminary results presented in October 2025; towns are STATIN’s urban areas. Exits come from every parish, Negril, Port Antonio and Morant Bay included, where available. Lookups of addresses on Jamaican networks mostly return Kingston as the city, so open each exit in our IP checker before you rely on its town.

Networks

Flow and Digicel networks reach nine in ten Jamaican users

FLOW’s AS30689 reaches 44.93% of Jamaican internet users in APNIC Labs’ estimate and Digicel’s AS40786 35.17%. Two Cable & Wireless ASNs add 11.03% and Digicel’s second ASN 0.61%; no other terrestrial home or mobile network passes 0.3%.

Users: APNIC Labs, 29 October 2026; Starlink, fourth with 5.17%, is a satellite service and is left out. IPv6: APNIC, to 30 October 2026, when 16.91% of Jamaican users were IPv6-capable. Announced IPv4: RIPEstat, 31 October 2026; AS10278 serves about 167,000 estimated users from 1,280 addresses, so many of them share one. ISP and carrier keys exist for the US, the UK and Germany alone, so a Jamaican exit’s ASN is what tells Flow from Digicel.

Mobile

Subscriptions per 100 Jamaicans at the end of 2025

Jamaican mobile exits run on Digicel and Flow where the pool has them, with current stock on the order page. The regulator counts subscriptions against a population of 2,734,092.

Mobile voice3,310,790 subscriptions, 2,848,840 of them prepaid121.09%
Mobile broadband2,383,860, up 30.15% in the quarter as voice-only users moved to data plans87.19%
Fixed broadband469,040, down 6.55% in the quarter17.16%

Office of Utilities Regulation, market report for October to December 2025 (4 August 2026), which gives no shares by operator. Flow’s parent, Liberty Latin America, reported 1,178,600 Jamaican mobile subscribers and 274,200 internet subscriptions at 31 December 2025. The regulator ties that quarter’s fall in fixed voice lines to Hurricane Melissa in October 2025.

For developers

Keep a Jamaican exit in the parish you need

The login carries the country key -cc-jm and a session key. The script skips exits placed outside Jamaica, keeps the first one in the parishes you list and swaps the registry name for the network people know.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"
# GeoNames spells the parishes three ways, and lookups copy it:
# "Kingston", "Saint Andrew Parish", "St. Elizabeth", "Hanover"
KINGSTON_AREA = {"Kingston", "Saint Andrew Parish"}
NETWORK = {"AS30689": "Flow", "AS10278": "Cable and Wireless", "AS10292": "Cable and Wireless Jamaica",
           "AS40786": "Digicel", "AS33576": "Digicel"}

def jamaican_exit(parishes=None, tries=8):
    for _ in range(tries):
        sid = uuid.uuid4().hex[:8]
        proxy = f"http://ap_a1b2c3-cc-jm-sid-{sid}-time-3600:PASS@{GATE}"
        try:
            geo = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        except requests.RequestException:
            continue # no reply: try another session
        if geo.get("country") != "JM":
            continue # some Jamaican ranges are placed abroad
        if parishes is None or geo.get("region") in parishes:
            return proxy, geo # one exit for the next hour
    return None, None

proxy, geo = jamaican_exit(KINGSTON_AREA)   # Montego Bay: {"Saint James Parish"}
if proxy:
    asn = geo.get("org", "").split(" ")[0]
    print(geo["ip"], geo.get("city"), geo["region"], NETWORK.get(asn, geo.get("org")))

Write the parish as lookups do: Saint James Parish for Montego Bay, Saint Catherine Parish for Spanish Town and Portmore, St. Elizabeth and Hanover as they stand. -time-3600 holds the exit for an hour; values from 60 to 21600 are accepted, and a login with no -sid- part changes exit on every request. Network keys are a US, UK and German option.

A Jamaican quirk

Kingston, Barbados or abroad: what lookups say about Jamaican IPs

Jamaica’s Data Protection Act and Cybercrimes Act

The Data Protection Act, 2020 has applied since 1 December 2023, its official implementation date, under the Office of the Information Commissioner (OIC). Data controllers must register with the OIC before they process personal data (section 15); personal data may leave Jamaica only for a country with adequate protection, unless an exception such as consent applies (section 31); and a company can be fined up to 4% of its annual gross worldwide turnover (section 68). Names and phone numbers in classified or job ads are personal data, so collect prices, counts and rankings instead.

Section 3 of the Cybercrimes Act, 2015 makes it an offence to knowingly obtain unauthorised access to any program or data held in a computer. A first offence tried by a magistrate carries a fine of up to three million dollars or up to three years in prison, and up to seven years on indictment. Nothing in either act, or in any other Jamaican rule we found, registers, licenses or bans the use of a VPN or proxy.

Jamaica proxy questions

A Jamaica proxy has its exit address on a Jamaican network such as Flow or Digicel, so sites see a visit from Jamaica. It lets you read JaCars and PropertyAdsJa listings in J$, load the Observer’s pages from a Jamaican address, track Google results with gl=jm or test your own Jamaican site.

195K+ residential IPs in the pool, October 2026; household connections join and drop out, so the count shifts. No mobile count exists. Mobile exits run on Digicel and Flow where the pool has them, with current stock on the order page.

Jamaican logins take the country key, -cc-jm, and the dashboard generator shows the parishes and towns on offer, where available. To keep an exit in one parish, filter on the region field; the Python tab keeps the Kingston area this way. Lookups of addresses on Jamaican networks mostly return Kingston, so confirm the town in our IP checker.

Homes and phones on Flow and Digicel, whose main networks APNIC credits with 80.10% of Jamaican internet users, plus the Cable & Wireless ASNs. Network keys exist only for the US, the UK and Germany, so read the ASN: AS30689 is Flow, AS10278 and AS10292 Cable & Wireless, AS40786 and AS33576 Digicel.

AS10278 is registered to Cable & Wireless (Barbados) Limited, and lookups print the registered holder. MaxMind’s data puts all its announced addresses in Jamaica, and it carries 10.16% of Jamaican users in APNIC’s estimate. If the country field reads JM, the exit is Jamaican.

Residential with rotation suits classifieds, property and car prices and search. Mobile exits, $0.50 more per GB, fit app tests and phone pages on Digicel or Flow. An ISP proxy stays on one static Jamaican address for the whole rental, for your own accounts and within platform rules; check the order page for stock.

Proxy and VPN use is not mentioned in the Jamaican laws we read, and we found no rule that registers, licenses or bans it. Getting into a computer without authorisation is an offence under section 3 of the Cybercrimes Act, 2015, and personal data you collect falls under the Data Protection Act, 2020, enforced by the OIC. Not legal advice.

You cannot see who runs a free proxy, and that person can log every request and password you send. A Jamaican home or phone line shows Flow, Digicel or Cable & Wireless in the org field; a hosting company there means a server. Keep your logins off it.

In a browser extension, app or script, set gate.aeonproxy.com port 7000 as the HTTP proxy, with the username ap_a1b2c3-cc-jm and your password; add -sid-kin01-time-1800 to keep one exit for 30 minutes. SOCKS5 and other clients are in the docs. The pricing page has the free trial’s current terms.

Car ads on AutoAdsJa are in J$, while PropertyAdsJa mixes JMD and USD on one page, for example JMD$69.0M for a house and USD$850 for a rental on 31 October 2026, so store the currency with every price.
