Dahaboo, a free classifieds site, prints its prices in francs. On 5 November 2026 its front page had a 2020 Nissan Kicks at 1,800,000 FDJ, an F4 flat in Gabode at 120,000 FDJ and a 160 m² plot in Barwaqo at 5,200,000 FDJ, each ad with its own view count.
The Constitution names Arabic and French as official languages. In Ahrefs’ October 2026 list, ranked by estimated search traffic, the Arabic sports site kooora.com is 10th and allocine.fr 12th. The list prints 83 domains in its top 100: 17 end in .fr and 5 in .dj, with presidence.dj first of those at 34th. Maersk is 52nd on the same list and the currency converter xe.com 16th.
Google took 95.49% of searches in October 2026 and 99.49% on phones (StatCounter). On desktops Bing held 20.77%, so a desktop rank check needs both engines. More under SERP proxies.
The census of 20 May 2024 counted 1,066,809 people in Djibouti City and five regions. Balbala, one commune of the capital, holds more than half of them. No key here goes below the country (-cc-dj); the dashboard generator lists the regions and towns on offer.
| Place | Region | Share of population | Residents, 2024 census |
|---|---|---|---|
| Balbala | Djibouti City | 51.29% | 547,129 |
| Boulaos | Djibouti City | 19.88% | 212,074 |
| Ali-Sabieh | Ali-Sabieh | 4.23% | 45,092 |
| Obock | Obock | 2.81% | 29,954 |
| Dikhil | Dikhil | 2.6% | 27,722 |
| Tadjourah | Tadjourah | 1.83% | 19,527 |
| Ali-Adeh | Ali-Sabieh | 1.2% | 12,763 |
| Arta | Arta | 1.07% | 11,462 |
| Rasdika | Djibouti City | 0.75% | 8,047 |
Census figures: INSTAD, final results, as tabulated by citypopulation.de. Region totals: Djibouti City 767,250, Ali-Sabieh 76,414, Dikhil 66,196, Tadjourah 60,645, Arta 48,922, Obock 47,382. Household and phone exits, where available, sit in places such as Djibouti City, Balbala, Obock and Tadjourah. With 334 addresses a smaller town may have none at a given hour, so check an exit in our IP checker before you rely on its town.
APNIC Labs estimates 1,403,144 users on Djibouti Telecom and 4,790 on Afrifiber. For mobile, the French Treasury called Djibouti Telecom the only telecom and mobile network operator in June 2022, with close to 434,035 mobile subscriptions in 2020; we could not open a newer regulator count.
| Network | Registered as | ASN | Share of Djiboutian users | IPv6-capable | Mobile |
|---|---|---|---|---|---|
| Djibouti Telecom | DJIBOUTI TELECOM S.A. | AS30990 | 130.51% | 0.05% | Mobile and fixed |
| Afrifiber | Afrifiber SAS | AS329140 | 0.45% | 0.00% | Not shown |
User figures: APNIC Labs, dated 2 November 2026, over 60 days. APNIC’s estimate for AS30990 is larger than its estimate for the whole country and larger than the census, which gives the 130.51%: treat it as nearly every user. IPv6: APNIC to 3 November 2026, when 0.17% of Djiboutian users were capable, against 4.90% for Eastern Africa. RIPEstat shows AS30990 announcing 43,776 IPv4 addresses once overlapping prefixes are merged, about 32 estimated users per address on 5 November 2026. The table leaves out Starlink (satellite) and the server networks Cloudflare and Djibouti Data Center. Picking a carrier or ISP at login works in the US, the UK and Germany only, so read the ASN from a lookup.

Sessions here run 30 minutes on -cc-dj. The script throws out any exit whose lookup does not say DJ, tidies the town name and converts a price at the fixed rate.

https://ipinfo.io/jsonDjibouti runs a currency board: each franc issued is covered by its value in dollars. A local price therefore converts at one fixed rate, whichever day you collected it.
The territory leaves the Franc Zone on 17 March, and a decree of 20 March creates the franc at this parity.
The franc rises 7.895% when the dollar is devalued.
The rate that still holds. A Nissan at 1,800,000 FDJ is 10,128 US dollars, a 120,000 FDJ flat 675 and a 200,000 FDJ flat 1,125.
Parity: the central bank’s history of the franc, read 5 November 2026.
Law 019/AN/23/9ème L, the Digital Code, appears in the Journal Officiel (edition no. 04 of 6 July 2025) and is written in French. Its first book covers personal data and creates a National Commission; MoFo’s privacy library lists that body as not yet established. Article 4 reaches controllers abroad that offer goods or services to people in Djibouti or follow their behaviour there. Article 135 caps the Commission’s fines at 70,000,000 DJF or, for a company, 5% of worldwide turnover, whichever is higher, and Article 147 punishes collecting personal data by fraudulent, unfair or illicit means with up to 10 years in prison and 7,000,000 to 35,000,000 DJF.
Article 555 punishes fraudulent access to a computer system with up to three years, up to 10,000,000 DJF, or either one. The official text, searched in full and read at its definitions, names no VPN or proxy. Article 346 leaves the use of cryptology tools free, and Articles 347 and 348 ask suppliers for a prior declaration. Article 640 bars online gambling without authorisation, so gambling sites are not supported here.

A Djiboutian IP address on a home or mobile line, which your requests leave from. You would use one to read Dahaboo ads, see google.com results set to Djibouti, or check how a page or an advert looks to someone there.
334 residential IPs in the pool, October 2026: few enough that a rotating login keeps meeting the same addresses, and they are home lines, so the list moves during the day. Reading a handful of Dahaboo ads or Djibouti Telecom’s bundle page fits that number. Walking every Dahaboo listing does not. Mobile lines have no separate count; see the order page.
A login selects the country and goes no finer. For regions and towns on offer, where available, see the dashboard generator. Look each exit up in our IP checker if the town matters.
GeoLite files 36 entries under AS30990, all in Djibouti: 17 with no town, 8 in Balbala, 6 in Djibouti, then Ali Sabih, Arta, Tadjoura and Obock. Balbala is a commune of the capital with 547,129 residents, so both names can mean the same city. Accept an exit on its country field, DJ.
Households and phones on Djibouti Telecom, which APNIC credits with practically every user. Afrifiber, at 0.45%, is the only other network in its list that is neither hosting nor satellite. Mobile exits run on Djibouti Telecom where the pool has them: the French Treasury called it the only mobile network operator in June 2022, and Selectra’s guide, updated on 21 October 2026, cites that note and says it found no newer source announcing a second. The order page shows availability. You cannot pick a network at login, because those keys are for the US, the UK and Germany.
Here the options are residential and mobile; the order page lists the countries with static IPs. Residential is the cheaper of the two and suits listings and search. Phones made 76.86% of Djiboutian page views in October 2026, so pages built for them can justify mobile at $0.50 more per GB.
Prices per GB fall with volume: residential from $3.49 to $1.69, mobile from $3.99 to $2.19. Static IPs, $4.00 for ISP and $2.00 for datacenter per month, apply only in the countries on the order page. The pricing page lists every tier and the current terms of the free trial.
They are the same franc under two labels. Dahaboo prints FDJ, while Djibouti Telecom and the Digital Code print DJF, so a parser has to accept both. Divide by 177.721 for US dollars, the parity in place since 13 February 1973.
The Digital Code, in the French text we read, has no article on proxies or VPNs, and no article we read asks their users to register or hold a licence. Article 555 still applies to fraudulent access and Article 147 to personal data gathered by unfair means, so collect prices and leave people’s details out. Not legal advice.
Nobody can tell you who runs them, and whoever does can read or change what passes through, passwords included. A real local line answers as AS30990 with country DJ. A hosting company in the same field means a rented server.
