Why Burundi

Imported cars, public tenders and pages in French

Japanese used-car exporters rank high for Burundian searches. In Ahrefs’ list for October 2026, ordered by estimated search traffic, BE FORWARD is 25th, SBT Japan 47th and SBI Motor 86th. BE FORWARD lists Burundi among its destinations and filters prices in US dollars.

That list prints 80 domains in its top 100. Fourteen end in .fr and one in .bi, the national weather service’s igebu.bi at 29th. Local pages mostly sit outside it: the daily Le Renouveau posts tenders, recruitment notices and public contracts at lerenouveau.bi, and the national broadcaster RTNB publishes in French, English, Swahili and Kirundi.

ISOKO sells in BIF at isoko.bi and delivers free above 75,000 BIF; its six departments held 26 products on 5 November 2026. A notice from ARCT dated 26 June 2026 says selling online in the country needs a prior declaration of conformity.

Desktops made 41.55% of page views in October 2026, and Android ran 91.65% of mobile traffic (StatCounter). Bing took 7.08% of desktop searches, so run desktop rank checks on both engines; SERP proxies has more.

Bujumbura, Gitega and the largest communes of Burundi

Final census results, published on 20 October 2026, count 12,332,977 people. Figures for places come from the earlier release, which totals 12,332,788 across five provinces and 42 communes. Logins go no finer than -cc-bi; for regions and cities on offer, see the dashboard generator.

Networks

Lumitel carries most Burundian users, then Econet Leo and the ISPs

APNIC Labs puts 846,969 users on Viettel Burundi, the company behind the Lumitel brand, and 11,458 on Econet Leo, next in this table. RIPEstat shows AS327799 announcing 17,408 IPv4 addresses once overlaps are merged, or about 49 estimated users per address.

User shares are APNIC Labs’ of 2 November 2026 (60-day window). The 113.49% is APNIC’s figure: its estimate for AS327799 is above its estimate for the whole country, so read it as nearly every user. IPv6: APNIC to 3 November 2026, when 2.51% of Burundian users were capable, against 4.90% for Eastern Africa. Starlink (5.14% of users, 55.27% IPv6), a research network and Cloudflare are left out. Only US, UK and German logins can pick an ISP or carrier; on a Burundian exit, read the network from the ASN in a lookup.

Mobile

Burundian mobile proxies: the operators ARCT names

ARCT counted 8,215,572 mobile subscriptions at the end of 2025, down from 8,657,968 a quarter earlier, all but 5,590 of them prepaid. It publishes no shares by operator. Mobile exits run on the three working at the end of 2025, where the pool has them; the order page shows availability.

Check the country, then file the exit under its new province

The session below holds 30 minutes on -cc-bi. The script rejects any exit that does not say BI and maps the town it reports to one of the five provinces in force since the 2023 reform.

A Burundian quirk

Five provinces on the map, older names in the lookups

Burundi redrew its map in 2023, and databases have not all followed. GeoNames, read on 5 November 2026, still lists 16 first-level names such as Bujumbura Mairie, Bujumbura Rural and Rumonge.

Organic Law 1/05

Sets today’s provinces and communes: five and 42.

Census day

The early total, 12,332,788, is tabulated on the new map, and ARCT uses it for penetration rates.

Final results

The government publishes 12,332,977 residents, 45.5% of them under 15.

GeoLite, data of 3 November 2026, places AS327799 blocks in Bujumbura, Gitega, Muyinga, Cibitoke and Ruhwa. Under the reform Cibitoke and Bubanza belong to Bujumbura province, Muyinga to Buhumuza, Ngozi and Kirundo to Butanyerera.

Burundi’s 2026 data law and the 2022 cybercrime law

Law 1/03 of 10 March 2026 on personal data, printed in French and Kirundi, took effect on promulgation (Article 55) and gives private-sector processing six months to comply (Article 53). A decree sets the remit of its data protection agency (Article 42). The law also reaches controllers abroad that use processing means in Burundi (Article 2). Under Article 48, unfair or illicit collection costs a person six months to five years, a fine of BIF 500,000 to 10 million, or either, and a private company BIF 5 to 20 million.

Law 1/10 of 16 March 2022 on cybercrime covers acts abroad whose effects are felt in Burundi (Article 1). Article 16 punishes fraudulent access to a computer system with six months to two years, BIF 2 to 5 million, or either. Article 29 matters for data collection: reproducing, extracting or copying computer data that belongs to someone else, on purpose and without right, carries five to ten years, BIF 10 to 15 million, or either. In the French texts we read, neither this law nor the Electronic Communications and Postal Code (Law 1/22 of 22 August 2024) names a VPN or a proxy; the Code’s authorisation and declaration rules (Articles 21 and 29) concern those who run services. Betting sites are not supported.

Burundi proxy questions

It is a Burundian IP address on a household or phone line that carries your requests. Use one to read Le Renouveau’s tender notices or a used-car exporter’s page from inside the country, see search results set to Burundi, or look at an advert as someone there would.

600 residential IPs in the pool, October 2026. All are home connections, so the list shifts as the day goes on, and a rotating login soon meets the same addresses again. That is enough for one look at Le Renouveau’s tender page or a BE FORWARD price list from Burundi, and too few for collecting at volume. Mobile has no separate count; the order page shows availability.

Logins here stop at the country. See what the dashboard generator offers for regions and cities, where available, and open the exit in our IP checker before relying on its town, since databases disagree.

Homes and phones on the networks people there use: Lumitel above all, then Econet Leo, BBS, CBINET and Spidernet. Mobile exits, where the pool has them, use Viettel Burundi, Econet Leo or Onatel. A login cannot choose among them, as network keys are limited to the US, the UK and Germany.

Yes. The regulator and APNIC use the company name, and the brand customers see is Lumitel; its site speaks of a “Lumitel number”. In a lookup expect AS327799 and the Viettel name.

For Burundi you can buy residential or mobile; the order page lists the countries with static IPs. Residential suits car listings, news and search. Pages built for phones, 57.68% of Burundian page views in October 2026, suit mobile at an extra $0.50 per GB.

Residential costs $3.49 per GB at the smallest tier and $1.69 at the largest. Mobile goes from $3.99 to $2.19. For the countries on the order page, ISP IPs are $4.00 and datacenter IPs $2.00 per month. The pricing page has all tiers and the current free trial terms.

The French texts we read and searched do not name proxies or VPNs, and none asks the people using them for a licence; the 2024 Code’s authorisation rules concern those who run services in Burundi. Article 29 of the 2022 cybercrime law makes copying someone else’s computer data without right an offence, and Article 48 of the 2026 data law covers unfair collection. Stay on public pages, follow each site’s terms and leave personal details out. Not legal advice.

Free lists name no operator, and the operator can log or alter what you send, logins included. Test the address first: AS327799, AS37336 or AS37545 with country BI points to a local line, and a hosting company points to a rented server.

Use host gate.aeonproxy.com, port 7000, username ap_a1b2c3-cc-bi and your password in your browser, tool or code. Adding -sid-buj01-time-3600 to the username keeps the address for an hour. The docs explain SOCKS5.
