Coverage

Thimphu, Phuentsholing, Paro and the largest dzongkhags

The 2017 census, still the latest, counted 727,145 people, 114,551 of them in Thimphu Thromde, 27,658 in Phuentsholing, 9,858 in Gelephu and 9,325 in Samdrup Jongkhar. NSB projects 790,718 for 2026. A Bhutan login picks the country with -cc-bt, and the regions and towns on offer are listed in the dashboard generator.

Users: APNIC Labs, 2 November 2026, each share a separate estimate; TashiCell’s IPv6 figure is AS137412’s (AS23955 reads 0.53%). Subscribers: NSB Yearbook 2025, Tables 8.16 and 8.17; TashiCell reports 59,135 users on 5G and B-Mobile 37,364. Bhutan Telecom has 9,860 active fixed lines and 1,987 broadband connections. AS137412 announced 256 IPv4 addresses (merged, RIPEstat, 5 November 2026) for 158,782 estimated users, about 620 per address. Government, hosting and satellite networks are left out. A login cannot choose among these, since ISP and carrier keys stop at the US, the UK and Germany; a lookup’s ASN names the network.

A Bhutanese quirk

One price in ngultrum, rupees or dollars, with 5% GST on top

Bhutan’s ICM Act, the data framework and the Penal Code

The Information, Communications and Media Act of Bhutan 2018 is supervised by the Bhutan InfoComm and Media Authority (BICMA), and the Rules and Regulations on Content 2019 sit beside it. BICMA’s website refused connections on 5 November 2026 and we found no other copy, so we could not read either text and make no statement on what they say about VPNs or proxies. Ask BICMA or a Bhutanese lawyer before you start a project. BBS reported in October 2025 that the authorities were reviewing the Act.

The National Data Governance Framework, in effect since 11 July 2025, applies to anyone collecting or using data and records the “absence of a national regulations for data privacy and protection”. Its rules include avoiding personal data you do not need and getting informed consent, so collect prices and leave out names and phone numbers.

The Penal Code’s old computer offences, sections 472 to 477, were repealed by the Penal Code (Amendment) Act of Bhutan 2021. Section 468, on unlawfully intercepting or accessing an electronic communication, is not listed in that Act or in the 2011 amendment. We do not support use on gambling sites.

Bhutan proxy questions

An IP address in Bhutan that your requests leave from. It shows you Bhutan Telecom’s handset prices, Drukair’s pages or a Google result as a person in the country sees them, and lets you check how your own page or ad appears there.

There are 530 residential IPs in the pool, October 2026. A rotating login soon meets addresses it has already used, and since these are home connections the group online changes through the day. That is enough to read a Bhutan Telecom handset price, follow a Drukair fare or see one Google result. A crawl of every Flipkart category is too much for 530 addresses. Mobile is not counted apart, and the order page shows availability.

A Bhutan login picks the country and nothing finer. Any regions and towns on offer appear in the dashboard generator, “where available”. Check an exit in our IP checker before relying on its town, because GeoLite gives no town for most Bhutan Telecom blocks.

Bhutan has two mobile operators: Bhutan Telecom’s B-Mobile with 509,220 subscribers and TashiCell with 336,439 (NSB, 2025). Mobile exits use them where the pool has them, and the order page shows availability. Household exits also come from DrukNet and small ISPs such as Sigma. You cannot choose one at login.

Pick between residential and mobile, the two options in this country; the order page lists where static IPs are sold. Residential is $0.50 cheaper per GB and handles shops, news and search. For pages built for phones, which made 68.27% of Bhutanese page views in October 2026, take mobile.

A gigabyte of residential traffic costs $3.49 on the smallest order and $1.69 on the largest, and mobile $3.99 to $2.19. ISP IPs are $4.00 and datacenter IPs $2.00 a month in the countries on the order page. The pricing page has every tier and the present terms of the free trial.

GeoLite (data of 3 November 2026) places one block of TashiCell’s AS23955 in Dhaka and the IPv4 block of Gelephu Digital Network in Thimphu. Accept an exit when the country reads BT, as the Python tab does, and treat the town as a hint.

The ngultrum is 1:1 with the rupee, according to the official tourism site. GST depends on the page: Bhutan Telecom prints “+ 5% GST” after the price and TashiCell notes that 5% applies, so treat those figures as net until you have read the tag.

We cannot give a full answer. The ICM Act 2018 and the Rules and Regulations on Content 2019 are the texts most likely to speak to this, and we could not open them. The data framework and the Penal Code with its 2021 amendment, which we did read, do not mention proxies or VPNs. Ask BICMA or a local lawyer. Not legal advice.

The person behind one can see or alter your traffic, and you have no way to learn who that is. Look the address up: AS137412, AS18024 or AS17660 with country BT is a local network, and a hosting company’s name points to a rented server.

Use host gate.aeonproxy.com, port 7000, username ap_a1b2c3-cc-bt and your password in a browser extension or HTTP client. With -sid-thimphu01-time-1800 on the username, the address stays for 30 minutes. The docs explain SOCKS5.
