What teams check from inside India

India’s busiest shopping sites in September 2026 were amazon.in, flipkart.com, meesho.com, shopsy.in and indiamart.com, in that order (Similarweb). Around them sits quick commerce: Blinkit, Swiggy Instamart and Zepto deliver groceries from neighbourhood dark stores, so the shelf a shopper sees depends on where the phone is.

Location moves prices too. MediaNama tracked 13 grocery items on the three apps in Mumbai, Delhi and Bengaluru over December 2024 and January 2025. Zepto’s whole wheat flour cost Rs 66 more in Bengaluru than in Delhi, and no city came out cheapest every time. Android and iOS users were also quoted different prices.

Search is a phone habit here. Google has 96.63% of Indian searches, and 77.3% of Indian page views came from mobile devices in September 2026 (StatCounter). Indian rank checks are mostly mobile checks, run from the target city.

States, keys and what our test returned

Ask for a state with -st- and a city with -city-. These are the names we tested on 26 October 2026, next to each state’s internet subscribers as TRAI counted them at the end of June 2026.

In the same test ipinfo.io placed 20 of 22 state-targeted exits (91%) and 22 of 23 city-targeted ones (96%) where asked. The misses landed in Safidon, Haryana (asked: Delhi), Sankeshwar, Karnataka (Tamil Nadu) and Virar, Maharashtra (Mumbai). Region delhi and city bangalore are refused. Untargeted, Delhi gave 6 of 40 exits, Bengaluru and Chennai 3 each. India has 28 states and 8 union territories, and its last census was in 2011, so subscriber counts stand in for population.

Networks

Indian networks by share of users

Jio and Airtel reach 85.5% of the Indian users APNIC Labs measures, on phones and home lines together. Behind them come BSNL and a long tail of regional providers: 1,579 operators reported broadband subscribers to TRAI for August 2026.

Shares: APNIC Labs, users per network on 24 October 2026; IPv6: share of each network’s users able to use it, 30 days to 25 October 2026; ACT’s share adds its four ASNs. Last column: exits in our sample of 40 on 26 October 2026 (Airtel’s backbone AS9498 gave two more). APNIC’s count for Vodafone Idea fell by about 95% in mid-January 2026, while TRAI still gave Vi 15.43% of mobile subscribers in August, so treat that row with care. ISP and carrier keys exist for the US, UK and Germany only; in India, read each exit’s ASN.

Mobile India

Four operators and 22 licence circles

TRAI counted 1.29 billion mobile connections at the end of August 2026, machine SIMs included: Jio 39.31%, Airtel 38.01%, Vodafone Idea 15.43% and the state-owned BSNL 7.24%. 5G carried 44.36% of mobile data between April and June 2026, and the average mobile data user went through 28.39 GB a month.

Licences follow 22 service areas, or circles, instead of states: Mumbai and Kolkata are circles of their own and Uttar Pradesh is split in two. Our gateway uses states and cities as ipinfo.io names them.

Home internet is moving onto the same radios: TRAI counted 13.45 million 5G fixed wireless homes in August 2026 (Jio 9.42 million, Airtel 4.03 million) against 48.63 million wired lines. Our mobile sample of 12 exits came from Jio (6), Airtel (5) and Vodafone Idea (1).

For developers

Ask for Mumbai, confirm it, keep it

Ask for Mumbai, let ipinfo.io confirm the city, and keep the session key for an hour once it matches.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"

def indian_exit(city_key, city_name, tries=5):
    for _ in range(tries):
        sid = uuid.uuid4().hex[:8]
        proxy = f"http://ap_a1b2c3-cc-in-city-{city_key}-sid-{sid}-ttl-60:PASS@{GATE}"
        geo = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        if geo.get("city") == city_name:
            return proxy, geo # same exit for up to 60 minutes
    return None, None

proxy, geo = indian_exit("mumbai", "Mumbai")
print(geo["ip"], geo["city"], geo["region"], geo["org"])
# 49.36.XX.182 Mumbai Maharashtra AS55836 Reliance Jio Infocomm Limited

City keys are the dashboard’s names in lowercase letters and digits: bengaluru works, bangalore is refused with 407. For the capital use delhi or newdelhi; ipinfo.io files both under the region "Delhi", so accept either city name in the check. A lookup costs a few kilobytes of traffic.

An Indian quirk

IPv6 on phones, IPv4 on cable

Share of each network’s users who can use IPv6, APNIC Labs, 30 days to 25 October 2026. India as a whole stood at 76.07%.

Reliance JioMobile and home, AS5583695.9%
Airtel mobileAS4560989.6%
Vodafone IdeaAS3826682.1%
Airtel Xstream FiberAS2456076.9%

ACT FibernetAS2430942.5%
BSNLAS982923.6%
ExcitelAS1339827.5%
HathwayAS174881.4%

If a target treats IPv4 and IPv6 differently, the exit’s network picks the path: about 96 in 100 Jio users have IPv6, about one in 100 on Hathway or Alliance cable.

Data protection and proxy rules in India

The Digital Personal Data Protection Act, 2023 covers digital personal data. Its section 3(c)(ii) leaves out personal data that the person concerned made public, or that someone was legally obliged to publish. The DPDP Rules were notified on 14 November 2025 with an eighteen-month phase-in, and penalties reach ₹250 crore.

CERT-In’s directions of 28 April 2022 oblige VPN providers, defined in CERT-In’s FAQ as firms offering “Internet proxy like services” to the public, along with data centres and cloud providers, to keep validated customer records for five years and logs for 180 days. The FAQ adds that individual citizens are not covered. Section 69A of the IT Act lets the government block apps and sites; it was the basis for blocking TikTok and 58 other apps in June 2020.

Prices, stock, listings and rankings, collected logged out within each site’s terms, are the safe core.

Not legal advice. Court cases on scraping, 2022–2026.

India proxy questions

A gateway login that sends your requests out through an internet connection in India, so sites answer as they would answer an Indian visitor. You need one for marketplace prices and delivery promises, quick-commerce stock in one city, Indian Google results, or your own app and ads as Indian users see them.

600K+ residential IPs in the pool, October 2026. The figure is a size, since household connections come and go through the day. We publish no separate mobile count for India; in our 26 October sample the mobile exits came from Jio, Airtel and Vodafone Idea. A free trial exists, and the pricing page shows the current terms.

Yes, where available. Add a state such as -st-maharashtra or -st-karnataka, or a city such as -city-mumbai, -city-bengaluru or -city-hyderabad. In our 26 October 2026 test ipinfo.io placed 20 of 22 state-targeted exits and 22 of 23 city-targeted ones where asked. Delhi’s state key is -st-nationalcapitalterritoryofdelhi; delhi on its own works only as a city.

Household connections, so mostly the networks Indians use. In a sample of 40 exits, Airtel’s home broadband gave 11, Jio 9, and Excitel, BSNL and Airtel’s AS9498 two each; the rest came from regional providers such as ACT Fibernet, Asianet and ONE Broadband. Picking the network is not possible in India; network keys exist only on our US, UK and Germany pages.

Residential for price, stock and search checks from Indian homes. Mobile for apps and mobile pages: phones made 77.3% of Indian page views and Android ran 93.89% of mobile ones in September 2026 (StatCounter). ISP proxies give one static address for long-running work on your own accounts; Indian availability is on the order page.

CERT-In’s 2022 directions put record-keeping duties on firms that offer VPN and proxy-like services to Indian users, and its FAQ says individual citizens are not covered. Collecting public, non-personal data within each site’s terms is the safe core; personal data falls under the DPDP Act. This is not legal advice.

Whoever runs a free proxy sees where your traffic goes and can read anything sent unencrypted, and a free proxy sold as Indian may sit on a hosting network rather than a home line: ipinfo.io counts 1.7 million hosting IPs in India. Look up the ASN before you trust any exit; our IP check guide shows how.

Point your browser or HTTP client at gate.aeonproxy.com, port 7000, and sign in with your login plus -cc-in, adding a state, a city or a session key if needed. The tabs above show code; the docs list the other protocol options.

ipinfo.io keeps Delhi and New Delhi as two cities inside the region it calls Delhi. Both city keys work on our gateway, so accept either name in your check when the capital is what you need.

For the five exits at the top of this page, the round trip between the exit and Frankfurt, where our gateway runs, was 137 to 280 ms on 26 October 2026. The target’s own response time comes on top.
