Matangi Tonga, a news site based in Nuku’alofa, keeps a table of job vacancies and public notices with the advertiser, the closing date and a listing number. Its articles stay free for three days and then join an archive of more than 18,201 articles, sold in New Zealand dollars at NZD 85 a year.
Property Tonga asks $435,000 TOP for three flats at Tofoa with about 22 years of lease left, and $455k TOP for a house at Havelu on a 40-year lease. Its land-law page says all land belongs to the Crown and that leases need Cabinet’s consent, so a Tongan listing has two numbers to compare: the price and the years.
TCC sells 1 GB for 24 hours at $3 TOP, 40 GB for 3 days at $20 TOP and unlimited ADSL at $99 pa’anga a month. On its About page TCC claims 100% of fixed telephone lines and 70% of broadband internet, with no date.
In the 2021 census 44,088 of the 76,610 residents aged 10 and over used the internet; 40,696 named social media among their reasons and 1,550 shopping or product information. StatCounter’s October 2026 figures give Google 77.98% of searches and Bing 18.79%, and on desktops 57.6% against 37.67%. Phones and desktops are level at 49.94% and 48.3% of page views. See SERP proxies for rank tracking.
Tongatapu holds 74.19% of the 100,179 people counted in 2021, and the two Nuku’alofa districts of Kolofo’ou and Kolomotu’a, known together as Greater Nuku’alofa, hold 34.08%. The login key, -cc-to, selects the country; for the divisions and towns on offer, look in the dashboard generator.
Population: Tonga Statistics Department, Census 2021, Table G 1; a 2026 census is in preparation. GeoLite’s data of 3 November 2026 files TCC and Digicel Tonga blocks under Nuku’alofa, Nukunuku or no town at all, so a Neiafu line can look like Tongatapu. Town placement is where available: open the exit in our IP checker before you rely on the place.
APNIC Labs places 58.47% of Tongan users on TCC, the Tonga Communications Corporation, and 29.54% on Digicel Tonga, with TokoWireless on 2.57%. In the census 47,814 people aged 10 and over owned a phone: 44.19% used TCC alone, 43.74% Digicel alone and 12.07% both.
| Network | Registered as | ASN | Share of Tongan users | IPv6-capable | Phone owners, 2021 |
|---|---|---|---|---|---|
| TCC | Tonga Communications Internet Network | AS38201 | 58.47% | 31.60% | 44.19% only |
| Digicel Tonga | Digicel Tonga Ltd | AS38198 | 29.54% | 0.34% | 43.74% only |
| TokoWireless | TokoWireless Limited | AS132831 | 2.57% | 0.00% | Not listed |
APNIC Labs’ user shares cover a 60-day window to 2 November 2026, each its own estimate. IPv6: 30-day network table; Tonga read 32.58% on 3 November 2026, up from 13.84% a year earlier, against 18.84% for Polynesia. Addresses: TCC announced 4,608 IPv4 addresses (merged, RIPEstat, 5 November 2026) against APNIC’s 26,865 users, about 6 per address, and Digicel Tonga 2,048 against 13,574, about 7. Satellite and cloud networks are left out. A lookup’s ASN shows the network you got; ISP and carrier keys are limited to US, UK and German logins.

Query with gl=to. Phones give Google 97.55% and desktops leave Bing 37.67%, so run both. In the census 84.96% of those aged 5 and over spoke only Tongan at home. Our guide covers rank checks by place.
Similarweb has no free Tonga list and Ahrefs Top no Tonga page, so ranks are not given. Prices as read on 5 November 2026. Collect what a logged-out reader can open; each site’s terms apply.
Sessions here last an hour on -cc-to. The code drops any exit whose lookup is not TO, names the network from the ASN and requests Matangi Tonga’s vacancies page once.

https://ipinfo.io/jsonWhich carrier a Tongan uses depends on the island. The 2021 census found TCC nearly alone in Ongo Niua and ahead in Ha’apai, while Digicel led in Vava’u and ’Eua and Tongatapu was split. In Neiafu nearly three times as many owners used Digicel alone as TCC alone, and on Niuatoputapu none used Digicel.
Tonga Statistics Department, Census 2021, Table G 51, private households, aged 10 and over; bars show the share on TCC alone. Districts go further: Lulunga in Ha’apai had 338 owners on TCC and 1 on Digicel, and Mu’omu’a 192 and none. These are 2021 figures, and the order page shows mobile availability through us.
The Privacy Act 2025 (Act 34 of 2025) reaches controllers established in Tonga, processing there, and offers or monitoring aimed at people there (section 5). It sets up a Privacy Commission, and section 54 caps a first pecuniary penalty at $5000 for an individual and $30,000 for an organisation. Section 1 leaves the start to a Cabinet proclamation. The Attorney General’s list dates the Act 17 December 2025. We found no proclamation in the five 2026 extraordinary gazettes and did not read the ordinary gazettes, so we cannot say the Act has started. Personal information includes names and online identifiers, so collect prices and dates and leave those out.
Under section 6 of the Computer Crimes Act 2025 (Act 15 of 2025, in force 1 October 2025), knowingly causing unauthorised access to computer data carries a fine of up to $10,000, up to 3 years in prison, or both; for a company the fine goes up to $50,000. Neither that Act, the Cybersecurity Act 2025 nor the Communications Act 2015 mentions proxies or VPNs, and no text we read sets a registration, a licence or a ban for users. Cabinet proclaimed the Communications Commission Act on 20 April 2026, and the regulator’s members were appointed with effect from 30 June 2026.

A Tonga proxy sends your traffic out through a line in Tonga, so sites treat you as a visitor there. Typical uses are reading Matangi Tonga’s notices, comparing TCC and Digicel plans in pa’anga, and seeing what google.to returns.
There are 243 residential IPs in the pool, October 2026, on people’s home connections. Which ones answer shifts through the day, and rotation soon brings back an address you have had. That suits one Matangi Tonga notice, a Property Tonga lease or a TCC plan price, and it will not carry high-volume collection. Mobile is not counted separately; see the order page for availability.
A login picks the country. Divisions and towns on offer, where available, are in the dashboard generator. A lookup may place a Vava’u line in Tongatapu, so check the exit in our IP checker before you depend on the town.
Homes on TCC, Digicel Tonga and TokoWireless, and phones on TCC and Digicel Tonga, the two operators the census names. Mobile exits use them where the pool has them, and the order page shows availability. No login key selects a network, as those are limited to the US, the UK and Germany.
Tonga has residential and mobile; the order page lists the countries with static IPs. Notices, listings and plan pages sit fine on residential, the cheaper one. Pages built for phones, which made 49.94% of Tongan page views in October 2026, are the case for mobile at $0.50 more per GB.
The smallest residential order is $3.49 per GB, falling to $1.69 at the largest; mobile goes from $3.99 to $2.19. ISP ($4.00) and datacenter ($2.00) IPs are billed per IP per month in the countries the order page lists. Every tier and the current free trial terms are on the pricing page.
Property Tonga’s land-law page says all land is the property of the Crown and that the Minister of Lands grants leases with Cabinet’s consent. A listing therefore pairs a price with a term, from about 22 years at Tofoa to about 93 at Longolongo. Keep both when you compare asking prices.
The ending does not tell you. The registry, TONIC Domains, says .to names work worldwide like .com names. Matangi Tonga and TCC are Tongan sites on .to, while Kaniva Tonga, also Tongan news, is on .co.nz.
The Computer Crimes Act 2025, the Cybersecurity Act 2025 and the Communications Act 2015 do not mention proxies or VPNs, and nothing we read requires users to register them. Section 6 of the Computer Crimes Act covers unauthorised access, and the Privacy Act 2025 covers personal information once it starts. Not legal advice.
Free proxy lists are run by people you cannot identify, and they can log your traffic or change it. A Tongan line looks up as AS38201 or AS38198 with country TO. A hosting name in the org field means a rented server.
Set the host to gate.aeonproxy.com, the port to 7000, the username to ap_a1b2c3-cc-to and the password to yours, in any browser extension or HTTP client. To keep an exit for an hour, end the username with -sid-nuku01-time-3600. The docs cover SOCKS5.
