Why Timor-Leste

US dollar prices, read in Tetum, Portuguese and Indonesian

The central bank calls the US dollar the official currency and legal tender for all cash payments. Since 10 November 2003 it has issued its own centavo coins, each worth one US cent. A Timorese price tag therefore needs no conversion: Timor Telecom’s store listed a Samsung Galaxy S25 at $960 on 5 November 2026, and the official tourism site puts the fee for 30 days’ entry on arrival by air at USD $30, cash only.

Under the Constitution Tetum and Portuguese are the official languages (Article 13), with Indonesian and English as working languages in the public administration (Article 159). Timor Telecom and Telemor open in Tetum. The Tatoli news agency switches between English, Portuguese and Indonesian editions.

Searches often land abroad. Ahrefs’ October 2026 list by estimated organic search traffic has google.pt 15th and the Indonesian news site detik.com 16th, with kompas.com 34th. Its shopping filter holds only amazon.com and shopee.co.id, and its news filter has no .tl address.

Google answered 92.47% of Timorese searches in October 2026 (StatCounter) and 99.25% of those on phones, while desktop users gave Bing 17.22%. For rank checks, see SERP proxies.

Coverage

Dili, Ermera, Baucau and the other Timorese municipalities

The 2022 census counted 1,341,737 people in 14 municipalities. Dili has 324,738 of them, and 267,623 of the country’s 383,416 urban residents, or 69.80%. -cc-tl is as fine as a login goes, and the dashboard generator shows any regions and towns on offer.

Population: INETL, Census 2022, Tables 4.01 and 4.03. Exits can come from places such as Dili, Baucau, Maliana and Ainaro, where available. GeoNames still lists 13 areas, with no Atauro, and writes Cova Lima for Covalima. A pool this size may have no exit in a given town, and databases disagree on the town, so open each exit in our IP checker before you rely on its place.

Networks

Telemor, Telkomcel and Timor Telecom, then the small ISPs

ANC’s register has 22 companies, three of them mobile operators, and it publishes no share per operator. APNIC Labs’ estimate of users is the nearest thing: 42.81% on Telemor, 28.64% on Telkomcel and 18.71% on Timor Telecom. Sacomtel, registered at Tibar in Liquiçá, follows with 2.18%.

Users: APNIC Labs, 2 November 2026; each share is a separate estimate. IPv6 reached 10.31% of Timorese users on 3 November 2026, from 3.73% a year earlier, with almost none of it on these six networks. Satellite, government and cloud networks are left out. Merged IPv4 addresses (RIPEstat, 5 November 2026): Telemor 12,800 for 178,823 estimated users, about 14 per address; Telkomcel 4,608 for 119,646, about 26; Timor Telecom 6,144 for 78,165, about 13. Logins cannot pick a network: ISP and carrier keys exist for the US, the UK and Germany only.

A Timorese quirk

A first submarine cable and a new owner for Timor Telecom

Tatoli describes a long-standing dependence on satellite internet before the cable, so date any comparison: figures from before July 2026 describe an older network.

Trial with ministries

Cabos de Timor-Leste (CTL) begins testing the cable with state institutions.

Trial reaches operators

Tatoli reports the test extended to the three operators, on 10 Gbps bought from Vocus in Australia, 2 Gbps of it for Timor Telecom.

Timor Telecom changes hands

ANC approves Esperanca Timor Oan Lda buying 57.06% of Timor Telecom S.A., which makes it the majority shareholder once the sale completes.

Commercial launch

The Timor-Leste South Submarine Cable System opens commercially, with its first international link through Australia. The government plans links with Indonesia next.

ANC’s indicators for 2025: 64.7 Gbit/s of international bandwidth in use, and 4G and 5G each at 80% of the population, with 5G in Dili Municipality only. Sources: Tatoli; ANC notice 01/KI-ANC/II/2026, in Tetum.

Personal data and a cybercrime law in preparation in Timor-Leste

Article 38 of the Constitution lets people see and correct personal data held on them and forbids processing data on private life, beliefs, party or union membership and ethnic origin without consent, and it leaves the rest to a law. We did not find a general data-protection act or a data regulator in the Jornal da República’s search or on ANC’s legislation page, so leave names and phone numbers out of what you collect.

Article 268 of the Penal Code (Decree-Law 19/2009) punishes computer fraud, meaning gain by tampering with data processing or using unauthorised data, with up to three years in prison or a fine. On 23 July 2026 the Prime Minister said a draft had gone to Parliament so the Government can approve a decree-law on cybercrime, and Timor-Leste signed the UN Convention against Cybercrime in September 2026 (both Tatoli). We could not find the draft’s text.

Decree-Law 15/2012 on telecommunications, amended by Decree-Law 31/2024 and supervised by ANC, does not use the words VPN or proxy in the Portuguese text we searched, the definitions in Article 3 included. Its registration rules are for operators of telecom networks and services. Betting and gambling sites are outside what we support.

Timor-Leste proxy questions

A Timorese IP address your traffic leaves from. You need one to see a Telemor plan page, a Tetum news site or a Google result as someone in the country would, or to check your own ad or page there.

63 residential IPs in the pool, October 2026. With so few, rotation comes straight back to the same addresses, and as they are people’s own connections the group changes through the day. One Timor Telecom store price, a Telemor package page or a single Google search fits that size; a whole news archive from Tatoli does not. Mobile has no count of its own, and the order page shows availability.

A login here picks the country. To see which regions and towns are on offer, look in the dashboard generator, and treat a town as “where available”. Then test the exit in our IP checker, since GeoLite names no town for 8 of Telemor’s 14 blocks.

Three operators on ANC’s register run mobile networks: Telemor (Viettel Timor), Telkomcel (Telin) and Timor Telecom. Mobile exits run on them where the pool has them, and the order page shows availability. Household exits use the same networks and small ISPs such as Sacomtel. You cannot pick one at login.

You can choose residential or mobile in this country; static IPs are sold only in the countries the order page lists. Residential costs $0.50 less per GB and covers news sites, search and shop pages. Phones made 54.46% of Timorese page views in October 2026; use mobile where a page is built for them.

Residential is $3.49 per GB at the smallest tier and $1.69 at the largest; mobile is $3.99 to $2.19. For the countries on the order page, ISP IPs are $4.00 and datacenter IPs $2.00 per month. All tiers, and the current terms of the free trial, are on the pricing page.

Telemor’s AS133606 is registered as Viettel Timor Leste and Telkomcel’s AS58731 as Telekomunikasi Indonesia International (T.L.), so the company name looks foreign. GeoLite also places one Telemor block in Vietnam, one in Kupang and one Timor Telecom block in Singapore (data of 3 November 2026). Accept an exit on its country field, TL, as the Python tab does.

In dollars. The US dollar is the official currency and centavo coins equal US cents, so a scraper can store USD with no conversion.

The Timorese texts we read do not mention proxies or VPNs, and the telecom decree-law’s registration rules are for operators. The Penal Code’s computer fraud article is about gain through tampering. A cybercrime law is being prepared, so check again before a long project. Not legal advice.

Their operators are unknown to you and can read or change what passes through, logins included. A hosting company in a lookup’s org field points to a rented server; AS133606, AS58731 or AS38077 with country TL is a local network.

In a browser extension or your code, set gate.aeonproxy.com as the host and 7000 as the port, then sign in with ap_a1b2c3-cc-tl and your password. For a 30-minute hold the username becomes ap_a1b2c3-cc-tl-sid-dili01-time-1800. The docs cover SOCKS5.
