Indonesians shop through a handful of marketplaces. Similarweb’s September 2026 e-commerce ranking puts Shopee first, then Tokopedia, Lazada, Blibli and the classifieds site OLX; Shopee is also the ninth most visited site of any kind. Travel belongs to Traveloka, tiket.com and the railway’s kai.id.
Seen from Indonesia, these sites answer in rupiah and Bahasa Indonesia with local sellers and promotions. Teams use Indonesian exits to follow listing prices and seller counts, compare fares for set dates, read property asking prices, and check their own shop or app as local users meet it. Bukalapak, which DealStreetAsia reported on 7 January 2025 would stop selling physical goods, is missing from the top five, so product research mostly means comparing Shopee with Tokopedia.
BPS’s 2025 inter-census survey (SUPAS) counts 284.67 million Indonesians, 55.65% of them on Java, according to GoodStats’ May 2026 summary of the results. Eight of the ten most frequent cities in our sample are on Java, two on Sumatra.
| City | Province | Exits in the sample |
|---|---|---|
| Surabaya | East Java | 7 |

| Tangerang | Banten | 2 |
| Semarang | Central Java | 2 |

40 exits asked for -cc-id on 26 October 2026, all placed in Indonesia by ipinfo.io: 25 cities, 15 provinces. A sample shows where exits tend to appear, not how many IPs a city has.
We asked for Jakarta, West Java, East Java and Central Java in 24 sessions with -st- keys, and ipinfo.io placed 21 exits in the requested province, 88%. The three misses stayed on Java: two West Java requests came out in Blitar (East Java) and Boyolali (Central Java), a Central Java one in Jember (East Java).
City keys were weaker: 16 of 24 sessions over Jakarta, Surabaya, Bandung and Medan came out in the city asked for, 67%. Medan never missed, while five of the eight misses were Jakarta requests that surfaced in Depok, Surakarta, Surabaya and two Central Java towns. For Jakarta, ask for the province with -st-jakarta, which missed nothing in our test, and read the city back before keeping an exit.
Telkomsel and Telkom together reach about 42% of Indonesia’s internet users in APNIC Labs’ estimates. Indosat and the three XLSMART networks add roughly another quarter, and the rest is spread over thousands of smaller ISPs.
| Network | Access | ASN | Share of Indonesian users | IPv6 |
|---|---|---|---|---|
| Telkomsel | Mobile | AS23693 | 24.8% | 58.9% |
| Telkom (IndiHome) | Fixed broadband | AS7713 | 16.9% | 46.8% |
| Indosat Ooredoo Hutchison (IM3, Tri) | Mobile and fixed | AS4761 | 13.1% | 2.7% |
| XL and AXIS (XLSMART) | Mobile | AS24203 | 6.3% | 42.0% |
| MyRepublic | Fixed broadband | AS63859 | 5.5% | 51.5% |
| Smartfren (XLSMART) | Mobile | AS18004 | 2.6% | 50.7% |
| Biznet | Fixed broadband | AS17451 | 2.3% | 36.6% |
| XL Home (XLSMART) | Fibre to the home | AS139994 | 2% | 3.8% |
| ICONNET (PLN Icon Plus) | Fixed broadband | AS9341 | 1.8% | 0.3% |
| Starlink Indonesia | Satellite, plus older NAP Info ranges | AS45700 | 1.6% | 16.8% |
| CBN | Fixed broadband | AS135478 | 1.2% | 44.2% |
| First Media (Link Net) | Fixed broadband | AS23700 | 0.8% | 0.6% |
Shares are APNIC Labs’ estimated users per network (24 October 2026); IPv6 is the part of each network’s users able to use it (30 days to 25 October 2026). XL Axiata and Smartfren merged into XLSMART on 16 April 2025. AS45700 is registered to PT Starlink Services Indonesia. Of the 40 exits placed in Indonesia in our residential sample, Telkomsel gave 9, Telkom 6, XL Home and MyRepublic 4 each, and Biznet, CBN, First Media and Jala Lintas Media 2 each.

https://ipinfo.io/jsonShare of each network’s users that can use IPv6, APNIC Labs, 30 days to 25 October 2026. Across Indonesia the figure is 29.5%.
Half of our 12-exit mobile sample on 26 October 2026 came from Indosat, the rest from Telkomsel and XL. With so little IPv6, Indosat phones almost certainly share IPv4 addresses among many subscribers, so pace requests on such an exit. New SIMs have needed the holder’s ID number and a face scan since Komdigi regulation 7/2026 (January 2026, six-month transition), with at most three prepaid numbers per identity on each operator.
APNIC Labs counts 2,340 networks with measured Indonesian users; from the thirteenth down, each reaches under 1% of the country, mostly small local ISPs with almost no IPv6. JKT-IX and IIX in Jakarta each connect more than 800 networks on PeeringDB. An exit on a company name you do not recognise, such as PT Jala Lintas Media, is ordinary here. Judge it by ASN and type with an IP check.
The country also spans three time zones. On test lookups ipinfo.io returned Asia/Jakarta for a Jakarta address, Asia/Makassar for South Sulawesi and West Nusa Tenggara, and Asia/Jayapura for Timika in Central Papua. If a test compares the clock with the IP, take the zone from the exit’s own lookup. Region names come back in English: West Java, East Java, Yogyakarta.
Law 27 of 2022 on personal data protection gave organisations two years from 17 October 2022 to comply, so it has bound them in full since October 2024. Its Article 67(1) makes it a crime to obtain or collect another person’s personal data unlawfully, for gain, in a way that can harm them: up to five years in prison, a fine of up to Rp5 billion, or both. Prices, stock, fares and rankings are the safe core of Indonesian projects; names, phone numbers and profiles are not.
Services used in Indonesia must register with Komdigi, the communications ministry, under Regulation 5 of 2020. Unregistered ones can be blocked (Article 7(2)), and content that explains how to reach prohibited material, or gives access to it, is prohibited too (Article 9(4)(c)). Komdigi briefly froze TikTok’s registration in October 2025 until it handed over requested data. Using an Indonesian exit to reach blocked content is not supported.

A connection that reaches the web from an Indonesian address, so sites reply as they do to people in Indonesia: rupiah prices, Bahasa pages, local sellers and Indonesian search results. You need one when the Indonesian version is what you are measuring.
1.04M+ residential IPs in the pool, October 2026; household connections come and go, so the figure moves daily. Mobile exits come from Indonesian carriers, without a separate published count.
Yes, with keys such as -st-eastjava or -city-surabaya, where available. On 26 October 2026, ipinfo.io placed 21 of 24 province requests (88%) and 16 of 24 city requests (67%) where asked. Jakarta city requests missed most, so check each exit first.
Expect Telkom (IndiHome), Telkomsel, MyRepublic, Biznet, XL Home and many local ISPs; the table above gives each one’s share of users. Network keys in the login exist only for the US, the UK and Germany, so read the ASN of each Indonesian exit instead.
Rotating residential for prices, listings and search. Mobile for app checks and the phone experience; Android has 79.12% of Indonesian mobile page views (StatCounter, September 2026). ISP for a static address that stays yours, for long sessions on your own accounts within each platform’s rules.
Collecting public, non-personal data through a proxy is the usual case. The limits sit elsewhere: the 2022 data law punishes unlawful collection of other people’s data, and Komdigi blocks unregistered or prohibited services. We do not support using Indonesian exits to reach blocked content. Not legal advice.
Free web proxies are popular in Indonesia; one ranked twentieth among all sites Indonesians visited in September 2026 (Similarweb). You cannot see who runs such a server or what it keeps, so look its address up in the IP checker and send nothing private through it.
Host gate.aeonproxy.com, port 7000, with -cc-id in the login: in a browser’s proxy settings or extension, or in code as above. A free trial exists; the pricing page shows the current terms.
Indonesia has three time zones and geolocation returns the exit’s own: Asia/Makassar for South Sulawesi in our lookups, Asia/Jayapura for Central Papua. Match your clock to the exit you hold.
APNIC Labs measures users on 2,340 Indonesian networks, and below the top twelve each has under 1% of the country. Small regional ISPs are normal for household traffic; a hosting provider’s ASN on a residential exit is not.
The five exits at the top of this page measured 179 to 197 ms round trip between the exit and Frankfurt, where our gateway runs, on 26 October 2026, before the target site responds.
