A Senegalese quirk

Tigo, Free, Yas: one network under three names

Senegal’s second mobile operator has changed brand twice since 2019 while its network kept one registered name, so lookups, carrier lists and older pages disagree on what to call it.

Tigo becomes Free

The operator starts selling under the Free brand through an agreement with the French operator, with investments put at about USD 150 million.

Free becomes Yas

The brand changes to Yas, and some of the group’s activities move under Mixx by Yas.

24.35% of lines

ARTP puts Yas second of the five mobile operators, with 24.35% of lines.

Saga Africa in lookups

AS37649 is still registered to SAGA AFRICA HOLDINGS LIMITED, the name ipinfo.io prints, while PeeringDB gives yas.sn as its website.

Personal data, computer crime and cryptology rules in Senegal

Loi n° 2008-12 of 25 January 2008 governs personal data. It creates the Commission des Données Personnelles (CDP), an independent authority (article 5), requires most processing to be declared to it (article 18) and lets it impose fines of 1 million to 100 million CFA francs (article 30). Data may leave for a third country only if that country protects it adequately, and the CDP must be informed beforehand (article 49). Sellers’ names and phone numbers in Senegalese ads are personal data under this law, and a price survey does not need them.

Loi n° 2008-11 wrote computer offences into the Penal Code. Its article 431-8 punishes fraudulently accessing, or trying to access, all or part of a computer system with six months to three years in prison and a fine of 1,000,000 to 10,000,000 francs. Loi n° 2008-41 on cryptology declares the use of cryptology free (article 12), with conditions where it provides confidentiality, and regulates supply, import and export. No Senegalese text we found makes proxy or VPN users register or obtain a licence, and none forbids the use.

Senegal proxy questions

You borrow an address on a Senegalese network such as Orange, Yas or Expresso, and websites treat your requests as coming from Senegal. Typical jobs are reading CoinAfrique and Expat-Dakar listings in CFA francs, checking google.sn results in French and testing your own site on Senegalese lines.

41K+ residential IPs in the pool, October 2026; the figure changes from day to day with the devices online. Phones are not counted apart. Mobile exits run on Orange, Yas and Expresso where the pool has them; the order page says what is in stock now.

A Senegalese login selects the country, -cc-sn, and the dashboard generator shows which regions and towns are on offer, where available. Spellings differ from the census: ipinfo.io wrote the Thiès region as “Thies”, and GeoNames calls Touba’s region “Diourbel Region”. Location databases rarely agree on the town, so check where our IP checker places an exit before you rely on it.

Senegalese households and phones on Sonatel’s Orange network, which APNIC credits with 93.17% of Senegalese users, on Yas and Expresso, and on small ISPs such as WAW Telecom. A Senegalese exit shows its network as an ASN: AS8346 for Orange, AS37649 for Yas, AS37196 for Expresso.

Orange Bissau’s AS37559 appears in APNIC’s Senegalese user table with 5.81%, yet when we looked up 18 addresses on that network on ipinfo.io on 31 October 2026, 17 were placed in Bissau. Use an exit only if its country reads SN; the Python tab runs that check.

AS37649 is still registered as SAGA AFRICA HOLDINGS LIMITED. The network was Tigo until 1 October 2019 and Free until 26 November 2024, when it became Yas, so sources may use any of these names.

Rotating residential exits suit classifieds, property prices and search results. Mobile exits are for app checks and mobile layouts; Android produced 77.65% of Senegalese mobile traffic in September 2026. If your own accounts need one fixed Senegalese address, used within each platform’s rules, rent an ISP proxy; the order page has the stock.

Senegal’s cryptology law, Loi n° 2008-41, declares the use of cryptology free, and none of the texts we read sets a registration, licence or ban for proxies or VPNs. Fraudulent entry into a computer system is punished under article 431-8 of the Penal Code, and personal data falls under Loi n° 2008-12, enforced by the CDP. Not legal advice.

A free proxy runs on a machine you cannot check, operated by someone who sees every page and password you send. Look it up before you use it: Sonatel, Saga Africa or Expresso with the country SN means a Senegalese line, and a hosting or cloud company points to a server in a data centre.

Your tool needs an HTTP proxy at gate.aeonproxy.com, port 7000; log in as ap_a1b2c3-cc-sn plus your password. Put -sid-dkr01-time-7200 after the country key and the same exit stays for two hours. The docs show SOCKS5 setups, and the free trial’s present terms are on the pricing page.
