Why a Qatari IP

Delivery apps, hypermarkets, car ads and fares

talabat.com was the 23rd most visited site in Qatar in September 2026 and first in Similarweb’s food-and-drink list. snoonu.com, which also takes restaurant orders for delivery, was 28th. jarir.com (27th), the phone shop alaneesqatar.qa (29th) and carrefourqatar.com (46th) are in the national top 50 as well, and Panda Hypermarket’s panda.qa leads the grocery list.

qatarsale.com leads the vehicles list, with car listings that include Doha dealer showrooms. propertyfinder.qa, 66th overall, lists property for sale across Qatar, and qatarairways.com, 30th, comes first in travel.

Google handled 93.38% of Qatari searches in September 2026 and Bing 5.14% (StatCounter), so a rank check needs both engines. Phones produced 62.01% of page views; Android ran 73.09% of mobile traffic and iOS 26.91%, and Safari had 16.34% of all browsing.

Non-Qataris made up 94.3% of employed people in 2024, by the National Planning Council’s labour force survey. In Similarweb’s Qatari classifieds list, the Sri Lankan site ikman.lk comes first and India’s olx.in third.

Coverage

Doha and the other seven municipalities

Qatar’s December 2020 census counted 2,846,118 people in eight municipalities, 41.7% of them in Doha and 29.0% in Al Rayyan; the CRA puts the 2025 population at 3.1 million. Keys exist for Doha only: -city-doha, and -st-baladiyataddawhah for the municipality, named as in GeoNames.

Population: census of December 2020 by the Planning and Statistics Authority, now the National Planning Council, as tabulated by GLMM. Exits also come from Al Wakrah and Al Khor, but no key selects those towns: -cc-qa returns an exit anywhere in the Qatari pool. ipinfo.io gives Al Khor’s town as Al Khawr and names some addresses in Doha’s municipality after a locality, such as Nu‘ayjah. Confirm the town of any exit in our IP checker before relying on it.

Networks

Two operators, three networks

In APNIC Labs’ estimate, Ooredoo and Vodafone Qatar reach 95% of Qatari internet users between them. Ooredoo has one national network, AS8781, registered as the ISP for the State of Qatar, and its addresses carry no reverse-DNS names that would tell fibre from mobile. Vodafone Qatar has AS48728 and a smaller network registered in 2021.

Share of users: APNIC Labs, 27 October 2026 (60-day average). IPv6: APNIC’s Qatar table to 28 October 2026. IPv4 addresses: RIPEstat, 29 October 2026. AS211559, registered on 25 March 2021, has “ISP” in its registry name. Names in lookups: ipinfo.io, 29 October 2026.

Mobile

Two mobile networks, 5G for 99% of people

The Communications Regulatory Authority (CRA) counted about 4.75 million mobile subscriptions in 2025, a penetration rate of 152%, and 4.7 million mobile broadband subscriptions. Vodafone Qatar had 2.1 million mobile customers at 30 September 2026, 1.2% more than a year before; the CRA’s 2025 report gives no shares by operator.

5G covers 99.0% of the population by the CRA’s count, and fibre to the premises reaches all of it. Mobile exits run on Ooredoo and Vodafone Qatar where the pool has them, and the order page shows availability.

Vodafone serves its 2.1 million mobile customers from about 33,500 announced IPv4 addresses, so on IPv4 many of its phones share each public address, while 70.54% of its users are IPv6-capable.

For developers

Doha through the municipality key, checked in Python

Doha’s region key is the municipality’s GeoNames name in lowercase, -st-baladiyataddawhah; the city key is -city-doha. The script asks for the municipality, confirms the country and then the region, and keeps the session.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"
# the region key is Doha municipality's GeoNames name; ipinfo.io prints it as the region,
# also for addresses it names after a locality inside it, such as Nu‘ayjah
REGION = "Baladiyat ad Dawhah"

def doha_exit(tries=6):
    for _ in range(tries):
        sid = uuid.uuid4().hex[:8]
        proxy = f"http://ap_a1b2c3-cc-qa-st-baladiyataddawhah-sid-{sid}-time-21600:PASS@{GATE}"
        try:
            geo = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        except requests.RequestException:
            continue # timeout or refusal: next session
        if geo.get("country") != "QA":
            continue # country before anything else
        if geo.get("region") == REGION:
            return proxy, geo # the same address for up to 6 hours
    return None, None

proxy, geo = doha_exit()
if proxy:
    print(geo["ip"], geo["city"], geo["region"], geo["org"])
# org names the operator: "AS8781 Ooredoo Q.S.C." or "AS48728 Vodafone Qatar P.Q.S.C"

The two keys for Qatar are baladiyataddawhah (region) and doha (city). Al Rayyan, Al Wakrah, Umm Salal and Lusail have no key, and -cc-qa on its own does not choose a town; the dashboard generator lists the locations on offer. Network keys exist only in the US, the UK and Germany, so read Ooredoo (AS8781) or Vodafone Qatar (AS48728, AS211559) from the org field.

A Qatari quirk

IPv6 from under a third of users to half in two years

By APNIC’s count, half of Qatari users can now reach a site over IPv6. Sites can treat IPv6 and IPv4 visitors differently, so compare what a target shows over both before you trust one set of results.

29.41%

APNIC’s count of IPv6-capable Qatari users.

38.33%

Almost nine points up in a year.

3G switched off

By this month the CRA had carried out the mandatory shutdown of legacy 3G networks. Phones that support only 2G or 3G can no longer be imported, and the regulator’s report puts IPv6 adoption for 2025 at 41.2%.

48.31%

Up from 40.41% on 1 January.

50.41%

47.68% of users also prefer IPv6. Vodafone Qatar’s AS48728 is at 70.54% and Ooredoo’s AS8781 at 43.69%; Saudi Arabia stands at 74.74% and the UAE at 50.43%.

Data protection and image privacy rules in Qatar

Qatar’s Law No. 13 of 2016 on Personal Data Privacy Protection covers personal data processed electronically (Article 2). The National Data Privacy Office of the National Cyber Security Agency enforces it; in binding decision No. 2 of 2024 it found an e-commerce company in breach of Articles 8, 13 and 14, on consent, protection measures, data accuracy and oversight of processors. Fines reach QR 1 million under Article 23 and QR 5 million under Article 24.

Article 8 bis of the Cybercrime Prevention Law, added by Law No. 11 of 2025 and in force since 4 August 2025, punishes publishing or circulating images or videos of people in a public place without their consent with up to a year in prison, a fine of up to QR 100,000, or both. Neither law names proxies or VPNs, and we found no other Qatari rule that does. Collect prices and listings from public pages under each site’s terms, and leave people’s data and pictures out.

Not legal advice. Rulings on scraping elsewhere: our case guide, 2022–2026.

Qatar proxy questions

With one, your requests leave from an address on Ooredoo or Vodafone Qatar, and talabat, Carrefour or Qatarsale show you the prices people in Qatar see. It is also how you check Google results for Doha or test how your own site loads in Qatar.

36K+ residential IPs in the pool, October 2026. The count shifts as home connections come and go. We publish no mobile count; the order page shows which Ooredoo and Vodafone Qatar mobile exits are available.

Only Doha has keys: -city-doha and -st-baladiyataddawhah, where available. Al Rayyan, Al Wakrah, Umm Salal and Lusail have none, and -cc-qa gives an exit somewhere in Qatar without letting you pick the town; the dashboard generator lists the locations on offer. Town-level placement differs between geolocation databases; our IP checker shows where an exit lands.

It is the GeoNames name of Doha municipality, Baladiyat ad Dawhah, which ipinfo.io also prints as the region. In lowercase without spaces that becomes -st-baladiyataddawhah; the gateway does not take the short name Doha as a region. For the city, -city-doha works.

Geolocation places most of them in Doha’s municipality. In ipinfo.io lookups of Ooredoo and Vodafone addresses on 29 October 2026, all but one came back in Baladiyat ad Dawhah, the exception in Al Khor, while the municipality held 41.7% of residents at the 2020 census. Confirm the town when it matters.

Home and phone lines on Ooredoo (AS8781), which APNIC credits with 69.03% of Qatari users, and Vodafone Qatar (AS48728 and AS211559, 26.24% together). A network cannot be picked by key outside the US, the UK and Germany; sort Qatari exits by the ASN in the lookup instead.

For prices, listings and search results, rotating residential exits are enough. Mobile exits, $0.50 per GB more at every tier, are the match for app and phone-layout checks, since phones make 62.01% of Qatari page views. Your own accounts, used within each platform’s rules, can sit on a static ISP IP for the whole rental; the order page shows Qatari stock.

Law No. 13 of 2016 governs personal data, and the National Data Privacy Office enforces it; since August 2025 publishing images of people in public places without consent is an offence. Neither law mentions proxies or VPNs, and no other Qatari rule we found does. This is not legal advice.

You cannot tell who runs a free proxy, and its operator can read and log your traffic. Some “Qatari” addresses are not home lines at all: APNIC’s Qatar table lists Cloudflare’s WARP relay (0.44% of users) and the hosting network Datacamp (0.05%). Look up the ASN of any exit before you use it.

About half. On 28 October 2026, 50.41% of Qatari users were IPv6-capable in APNIC’s data; on Vodafone Qatar’s main network the figure was 70.54%.

Set the proxy host to gate.aeonproxy.com and the port to 7000, then log in with ap_a1b2c3-cc-qa and your password. Add -city-doha and a session key such as -sid-doh01-time-3600 to hold one exit for an hour; sessions run up to 21600 seconds. The docs describe SOCKS5, and a free trial exists, with current terms on the pricing page.
