Temu led Kuwaiti shopping traffic in September 2026, followed by noon, OpenSooq, amazon.com and best.com.kw, the store of Best Al-Yousifi (Similarweb). Across all sites in the country, the electronics retailer Xcite ranked 16th, noon 19th, OpenSooq 24th and best.com.kw 40th. In travel, Jazeera Airways and Kuwait Airways lead.
Shops in Kuwait price in dinars to three decimal places: blink.com.kw and eureka.com.kw show zero as 0.000 KD, so a scraper has to keep all three digits after the point. About 70% of the 5.31 million people living in Kuwait at the end of June 2026 were not Kuwaiti citizens. Indian and Pakistani portals such as magicbricks.com and zameen.com hold four of the top five real-estate places, and indiansinkuwait.com is the 30th most visited site.
Google answered 94.32% of Kuwaiti searches in September 2026 and Bing 4.45%, though Bing’s share on phones was only 0.74% (StatCounter). Phones made up 61.37% of page views, and on them iOS had 48.03%, up from 32.78% in October 2025, against 51.96% for Android. Safari held 30.09% of all browsing, so test Kuwaiti pages on an iPhone as well as on Android.
Kuwait has six governorates. The capital governorate, Al Asimah, and Hawalli have keys, -st-alasimah and -st-hawalli, and so do two cities, -city-kuwaitcity and -city-hawalli. Salmiya, the most populous area, lies in Hawalli governorate. In the other four, ask with -cc-kw and read the region of each exit.
| Governorate | Region in lookups | People, 2021 census | Areas | Keys |
|---|---|---|---|---|
| Al Farwaniyah | Al Farwaniyah | 1,110,560 | Farwaniya 309,871 · Abraq Khaitan | Country key only |
| Hawalli | Hawalli | 926,170 | Salmiya 331,462 · Hawalli 242,214 · Rumaithiya · Salwa · Bayan | -st-hawalli · -city-hawalli |
| Al Ahmadi | Al Aḩmadī | 923,043 | Mahboula 230,854 · Fahaheel · Fintas | Country key only |
| Al Asimah (Capital) | Al Asimah | 574,839 | Kuwait City · Dasma | -st-alasimah · -city-kuwaitcity |
| Al Jahra | Al Jahra Governorate | 566,861 | Jahra | Country key only |
| Mubarak Al-Kabeer | Mubārak al Kabīr | 279,666 | Mubarak Al-Kabeer | Country key only |
Census of 30 June 2021: Central Statistical Bureau, via citypopulation.de, 4,385,717 people in all. Area populations are PACI’s for mid-2025 and cover the five largest areas; the third, Jleeb Al-Shuyoukh with 282,263 people, has no key either. Spellings vary between sources: lookups write Ḩawallī and Al Farwānīyah, OpenSooq Hawally and Farwaniya.
APNIC Labs puts 40.14% of Kuwaiti internet users on Zain, 31.60% on Ooredoo and 31.19% on stc; the fixed-line ISPs together reach about 4.5%. Kuwaiti exits, home and mobile alike, sit on these networks, and lookups print the operators’ registered company names in place of the brands.
| Brand | Registered company | ASN | Share of Kuwaiti users | IPv6 |
|---|---|---|---|---|
| Zain | Mobile Telecommunications Company K.S.C.P. | AS42961 | 40.14% | 0.53% |
| Ooredoo | National Mobile Telecommunications Company K.S.C.P. | AS29357 | 31.6% | 89.19% |
| stc | Kuwait Telecommunications Company K.S.C.C. | AS47589 | 31.19% | 0.47% |
| FASTtelco | Fast Communication Company Ltd | AS21050 | 2.5% | 1.14% |
| Qualitynet | Quality Net General Trading & Contracting Company | AS9155 | 1.42% | 0.83% |
| Gulfnet | Gulfnet Communications Co. WLL | AS3225 | 0.46% | 0.83% |
APNIC Labs’ user estimates of 27 October 2026 overlap, so the share column adds up to more than 100%. IPv6: APNIC’s 30-day figure for each network to 28 October 2026. Brands and companies: RIPE database records read on 29 October 2026, in which Ooredoo’s network still carries the name WATANIYATELECOM-AS. Zain reported 2.6 million Kuwaiti customers at the end of June 2026. Zajil and Wireless Mobile Data Company also supply Kuwaiti exits; campus, government, oil-sector and hosting networks are left out.

Kuwait has four location keys. Lookups print some city names with diacritics, Ḩawallī for Hawalli, so the code strips them, checks the country first and then compares governorate and city.

https://ipinfo.io/jsonAPNIC places nearly all Kuwaiti users on Zain, Ooredoo or stc, so home connections run mostly over the same networks as phones. A residential exit and a mobile exit in Kuwait therefore often share an operator and an ASN, and a site cannot tell them apart by network name.
CITRA’s 2026 report finds internet in 99.4% of households. A national fibre network is only now being procured: in February 2026 Kuwait’s partnership authority chose Bahrain’s Beyon as investor in a 50-year project worth more than $2.8 billion, which is to reach 90% of available plots at 10 Gbps.
APNIC measured 26.98% of Kuwaiti users as IPv6-capable on 28 October 2026, an average of very different networks: Ooredoo’s stood at 89.19%, Zain’s at 0.53% and stc’s at 0.47%. Expect IPv6 on Ooredoo exits and rarely on the other two, and compare a target over both protocols if it treats them differently. Our IP checker shows the network and type of any exit.
Law No. 37 of 2014, amended by Law No. 98 of 2015, set up the Communication and Information Technology Regulatory Authority (CITRA). Its Article 73 punishes setting up, operating or managing a public telecoms network to provide public services without a licence with up to three years in prison and/or a fine of KD 5,000 to 50,000; for a private network run in breach of the law, the limits are one year and KD 500 to 5,000. Article 74 punishes using a network unlawfully, or connecting one’s network to another network without right, with up to two years and/or KD 500 to 20,000. Use of AeonProxy that conflicts with these articles is not supported.
Neither this law nor any other Kuwaiti rule we found mentions proxies or VPNs. The law does provide for blocking: Article 8 lets CITRA require licensees to install equipment that blocks violating material, links and websites, and under Article 53 the Public Prosecutor or the head of the competent criminal court can order sites blocked during an investigation, two weeks at a time. Do not use AeonProxy to reach a site blocked in Kuwait.
Personal data held by telecoms and IT licensees falls under CITRA’s Data Privacy Protection Regulation, Resolution No. 26 of 2024, which replaced Resolution No. 42 of 2021: explicit consent before collection, use limited to the stated purpose, and breach reports to CITRA within 24 hours.

A Kuwaiti exit address for your requests. Sites then answer as they would answer someone in Kuwait: dinar prices on Xcite and noon, local ads on OpenSooq, Kuwaiti Google results, or your own app as it runs there.
219K+ residential IPs in the pool, October 2026. No mobile count is published for Kuwait. Mobile exits, where the pool has them, are on Zain, Ooredoo or stc; see the order page for what is available now.
Kuwait City, yes, where available: -city-kuwaitcity, or the capital governorate with -st-alasimah. Salmiya has no key of its own but lies in Hawalli governorate, covered by -st-hawalli, and Hawalli also has -city-hawalli. Farwaniya has no key: ask with -cc-kw and keep exits in the governorate you need. Area names differ from one geolocation database to another, so confirm each exit’s governorate in our IP checker.
Mostly Zain, Ooredoo and stc, the networks Kuwaiti households and phones are on, with 40.14%, 31.60% and 31.19% of users in APNIC’s count. Fixed-line ISPs such as FASTtelco, Qualitynet, Gulfnet and Zajil add a few more. A Kuwaiti login cannot pick the operator, so read it from each exit’s lookup.
Zain, Ooredoo and stc carry nearly all Kuwaiti internet users, and the fixed-line ISPs reach only about 4.5% between them. A residential exit in Kuwait will usually carry one of the three operator names, as a mobile exit does.
That is Ooredoo’s registered company. Lookups print the holder of the address block: Mobile Telecommunications Company K.S.C.P. is Zain (AS42961), National Mobile Telecommunications Company K.S.C.P. is Ooredoo (AS29357), and Kuwait Telecommunications Company K.S.C.C. is stc (AS47589).
In Kuwait both mostly run on Zain, Ooredoo and stc, so choose by the job. Rotate residential exits for prices and listings on Xcite, noon and OpenSooq; take mobile, at $0.50 per GB more on every tier, for app and phone-page tests. For your own accounts within platform rules, an ISP proxy stays on one static address for the rental; check the order page for Kuwaiti stock first.
Kuwait’s telecoms law, Law No. 37 of 2014, punishes running a public telecoms network without a licence and connecting networks without right, and it lets the authorities order sites blocked. AeonProxy does not support use that conflicts with it, reaching blocked sites included. The law does not mention proxies or VPNs, and no other Kuwaiti rule we found does. Not legal advice.
Free proxies have owners you cannot identify, and they can log every request. Before trusting a “Kuwaiti” one, look up its network: APNIC’s Kuwaiti table includes Cloudflare’s network, and an address there is a Cloudflare server. Keep passwords off it.
Connect to gate.aeonproxy.com on port 7000 with the username ap_a1b2c3-cc-kw, followed by any governorate, city or session keys, and your password. Browser extensions, apps and code all take these settings; the docs show where each goes. The free trial’s current terms are posted on the pricing page.
