amazon.sa, noon.com and haraj.com.sa were the three busiest shopping sites in Saudi Arabia in September 2026, with Temu and AliExpress behind them (Similarweb). amazon.sa ranks fourth among all Saudi websites. Haraj sorts its classified ads into sections by city, from Riyadh and Dammam to Abha.
For fares, saudia.com leads the Saudi travel ranking, and flynas.com and flyadeal.com hold third and fourth place beside booking.com and trip.com. Jarir Bookstore and Nahdi Pharmacy are among the 30 busiest sites in the country.
Phones produced 68.27% of Saudi page views in September 2026 (StatCounter). Google handles 94.46% of searches, Bing 3.75% and Yandex 1.06%.
The 2022 census counted 32.2 million people, 21.5 million of them in the Riyadh, Makkah and Eastern regions. Our keys follow the English region names ipinfo.io uses; the last column counts the exits of our untargeted sample in each region.
| Region as ipinfo names it | Region key | City keys | Population, census 2022 | Exits in our sample |
|---|---|---|---|---|
| Riyadh Region | riyadhregion | riyadh | 8,591,748 | 16 |
| Mecca Region | meccaregion | jeddah | 7,769,994 | 9 |
| Eastern Province | easternprovince | dammam · khobar | 5,125,254 | 8 |

Region requests: 23 of 24 exits were placed in the region asked; the miss was a Medina Region request that ipinfo.io placed in Qurayyat, in Al Jawf. City targeting matched 20 of 24. Dammam requests went once to Khobar and once to Al Jubayl, both in the Eastern Province, a Jeddah request to Makkah, and a Medina request to Qurayyat. The gateway refuses mecca as a city key and riyadh, makkah or makkahregion as region keys, so for Makkah ask for meccaregion and check the city that comes back. ipinfo.io spells the two cities Makkah and Madinah. The other exits fell in Al-Qassim and Jazan, one each.
stc appears twice in APNIC Labs’ count of Saudi users, once for phones and once for home broadband. After stc, Mobily, Zain and Salam, no network reaches 1% of the users APNIC measures.
| Operator | Line type | ASN | Users (APNIC) | IPv6-capable | In our 27 October samples |
|---|---|---|---|---|---|
| stc mobile | Mobile | AS39891 | 40.36% | 87.3% | 6 mobile |
| stc home broadband | Fixed | AS25019 | 26.99% | 64.0% | 33 |
| Mobily | Mobile and home | AS35819 | 24.27% | 72.5% | 4, and 2 mobile |
| Zain KSA | Mobile | AS43766 | 15.5% | 67.0% | 3 mobile |
| Salam | Home lines in our sample | AS35753 | 4.28% | 66.1% | 3 |
APNIC Labs estimates users per network (25 October 2026); the estimates overlap, so the figures sum past 100%. The IPv6 column is APNIC’s 30-day average to 26 October 2026. Our counts come from 40 residential and 11 mobile exits on 27 October 2026, located by ipinfo.io, and describe that sample only.

https://ipinfo.io/jsoniOS ran 51.6% of Saudi mobile page views in September 2026 and Android 48.37%, while Safari took 36.14% of all browsing (StatCounter). Plan mobile page and app checks with Safari on an iPhone first.
DataReportal’s Digital 2026 report counts 48.7 million mobile connections, 140% of the population, and puts Snapchat’s ad reach at 25.3 million, close to YouTube’s 27.5 million. CST’s Saudi Internet 2025 report gives a median mobile download speed of 216 Mbps and internet penetration of 99.6%.
Our mobile sample of 11 exits on 27 October 2026 came from stc (6, on AS39891), Zain KSA (3) and Mobily (2). If you check social apps, use your own accounts within each platform’s rules.
Article 24 of the Telecommunication and Information Technology Act, issued by Royal Decree M/106 of 2/11/1443 AH (2022), gives CST the power to filter internet content. Article 24(2) prohibits getting round that filtering, including through a proxy or a VPN, and providing the means to do so; Article 27 allows fines of up to SAR 25 million. That use of AeonProxy is not supported.
Personal data falls under the Personal Data Protection Law, in force since September 2023 and enforced by SDAIA, the Saudi Data and AI Authority. Its Article 2 covers processing in the Kingdom and processing of residents’ data from abroad. Breaches carry a warning or a fine of up to SAR 5 million (Article 36); disclosing sensitive data to harm someone can bring up to two years in prison, a fine of up to SAR 3 million, or both (Article 35).

An exit inside the Kingdom, usually a home line, that your requests leave from. Use one when a site answers Saudi visitors differently: prices on amazon.sa and noon, Haraj ads by city, fares on saudia.com and flynas.com, Google results for Riyadh, or your own app as people in Saudi Arabia meet it.
50K+ residential IPs in the pool, October 2026; the figure changes as home connections join and leave. There is no separate mobile count; the 11 mobile exits we sampled on 27 October 2026 were stc, Zain KSA and Mobily. There is a free trial, with its current terms on the pricing page.
Yes, where available. City keys: -city-riyadh, -city-jeddah, -city-dammam, -city-khobar and -city-medina. Region keys: -st-riyadhregion, -st-meccaregion, -st-easternprovince and -st-medinaregion. In our 27 October 2026 test, 23 of 24 region requests and 20 of 24 city requests ended where asked, according to ipinfo.io, so check the city before you rely on it.
The gateway refused mecca as a city key in our test, and makkah is not on the list of accepted city names. Ask for -st-meccaregion instead and keep the exits ipinfo.io places in Makkah. Jeddah and Makkah are both in Mecca Region, and one of our Jeddah requests was placed in Makkah, so check the city on every exit.
Mostly stc. Of the 40 exits in our 27 October 2026 sample, 33 came from stc’s home network (AS25019), 4 from Mobily and 3 from Salam. stc also leads APNIC Labs’ count of Saudi users. Choosing a carrier or ISP by key is offered only in the US, the UK and Germany, so here you sort exits by ASN after the fact.
Home-line residential exits suit amazon.sa and noon prices, Haraj ads and Google checks. Pick mobile when the test is an app or a phone layout, as 68% of Saudi page views come from phones. An ISP proxy gives a static address for long work on your own accounts; check the order page for Saudi ISP stock.
Using a proxy or VPN to get round CST’s internet filtering is prohibited by Article 24(2) of the 2022 Telecommunication and Information Technology Act, and so is offering the means to do it; Article 27 allows fines of up to SAR 25 million. That use is not supported on AeonProxy. Personal data falls under the PDPL, enforced by SDAIA. This is not legal advice; ask a Saudi lawyer before a sensitive project.
Whoever runs a free proxy sees your traffic and can keep it, and you rarely know who that is. Look up the ASN of any free “Saudi” exit: ipinfo.io counts 20,445 hosting IPs and four VPN providers in the country, and an exit on one of those belongs to a data centre or a VPN service.
Set gate.aeonproxy.com, port 7000, as the proxy in your client or browser extension and log in as ap_a1b2c3-cc-sa with your password. Region, city and session parts (-sid-…-ttl-…) follow the country code. The developer tabs give Python and cURL; the docs describe the other protocols.
Most Saudi users reach sites over IPv6: APNIC measured 74.67% as IPv6-capable on 26 October 2026, and 87.3% on stc’s mobile network. A site can treat IPv6 and IPv4 visitors differently, so compare what it shows over both before you trust one set of results.
