Why Paraguay
Ciudad del Este stores, Asunción listings and prices in guaraníes
Paraguayan shops quote guaraníes, with dots between the thousands: Tupi, a department store that Similarweb ranked 22nd among Paraguayan sites in September 2026, lists goods at Gs. 139.000 or Gs. 1.642.000. Property is mostly priced in dollars. On 31 October 2026, 19 of the 21 Asunción properties for sale on InfoCasas’ first results page were in U$S, while flats to rent split 11 in guaraníes and 10 in dollars.
Ciudad del Este sells across two borders. Shopping China titles its home page in Portuguese, “Compras no Paraguai”, and Brazil sent it 33.58% of its traffic in September 2026, Argentina 15.89%. Nissei had 28.9% of its visits from Brazil, and Mercado Libre’s Paraguayan site 24.29%.

The 2022 census counted 6,109,903 people. Asunción has 462,241 of them and Central, the department wrapped around the capital, 1,883,927, so the two hold 38.4% of the country. Targeting is by country with -cc-py; which departments and cities are on offer is listed in the dashboard generator.

Shares of the 9,199,013 mobile lines in CONATEL’s count for December 2025, 6,600,175 of them prepaid. Paraguayan mobile exits run on these three networks where the pool has them; availability is on the order page.
Vox, registered as the state-owned Hola Paraguay S.A., had 356,557 lines in September 2025 and no figures from October on. CONATEL Resolution 1628/2026 selected Telecel and Núcleo for 5G spectrum at 2.3 and 3.5 GHz; Claro and Nubicom took the first 5G tender in 2025.

Reading a Paraguayan exit: Argentine names, shared addresses, long prices
- Claro’s network, AS11664, is registered to Techtel LMDS Comunicaciones Interactivas S.A., an Argentine company, and also carries Claro’s lines in Argentina and Uruguay. Its Paraguayan blocks are registered to AMX Paraguay SA at LACNIC. Keep such an exit when the country reads PY.
- Personal’s addresses are shared. It announces 34,304 IPv4 addresses for about 1.37 million users in APNIC’s estimate, some 40 users per address, against about 2.5 on Tigo (RIPEstat, 31 October 2026).
- IPv6 depends on the network: 80.27% of Claro users are IPv6-capable, 62.88% on Personal, 36.57% on Tigo and 0.97% on Copaco (APNIC, 30 October 2026).
- Guaraní prices run to ten digits: a car on Clasipar listed at Gs. 115.000.000, an Asunción property for sale on InfoCasas at Gs. 1.800.000.000. Strip the dots before you store a price as a number.
Paraguay’s data law and the computer offences in its Penal Code
Ley 7593/2025, promulgated at the end of November 2025, is Paraguay’s first general data protection law and takes effect 24 months after its official publication. It sets up the Agencia Nacional de Protección de Datos Personales under MITIC, the ICT ministry, which can fine from 20 to 2,500 minimum daily wages, and more where sensitive data is involved. Controllers abroad who process data of people in Paraguay are covered too. For a price or listing file, leave out sellers’ names and phone numbers.
Ley 4439/2011 put two access offences into the Penal Code: getting at data specially protected against access by breaking its security (article 146 b), and entering a computer system under your own or someone else’s identity or beyond an authorisation (article 174 b). Each carries up to three years in prison or a fine. Under the 2025 gambling law, Ley 7438/2025, Conajzar has unlicensed betting sites blocked; reaching them is not a supported use. Nothing in the Paraguayan texts we read makes VPN or proxy users register or hold a licence, and nothing bans such use.

Homes and phones on Tigo, Personal and Claro, the three networks APNIC credits with 78.16% of Paraguayan users, and on local ISPs such as Sol, Neo Telecom, Giganet, Wind Net and Flytec. Network keys exist for the US, the UK and Germany only, so sort Paraguayan exits by ASN: AS23201 is Tigo, AS27895 Personal, AS11664 Claro.
Claro’s Paraguayan lines use AS11664, a network registered to an Argentine company, Techtel LMDS Comunicaciones Interactivas S.A., and Claro uses the same AS for its customers in Argentina and Uruguay. A Paraguayan Claro address can still carry a claro.com.py host name, and the country field, the one to trust, reads PY.
Tupi’s catalogue, Clasipar ads and google.com.py results all work on rotating residential exits. Take mobile for app checks and phone layouts. An ISP proxy keeps one static address for the rental, for your own accounts within each platform’s rules; the order page shows Paraguayan stock.
Proxy and VPN use needs no licence or registration under the Paraguayan rules we read, and none bans it. Breaking into protected data or systems is a crime under articles 146 b and 174 b of the Penal Code, and Ley 7593/2025 will govern personal data once its 24-month lead-in ends. Not legal advice.
