36K+ residential IPs in the pool, October 2026, on the two networks that carry nearly every Panamanian user: Cable & Wireless, sold as +Móvil, and Cable Onda, now Tigo. A GB of residential traffic is $3.49 at the smallest size and $1.69 from 1,000 GB; mobile costs $0.50 more at each tier. Every Panamanian exit is chosen by country, -cc-pa, and the dashboard generator lists what it has by province and city.
Panamanian home addresses in the pool, October 2026.
The lowest share in Central America on 30 October 2026 (APNIC Labs), so expect an IPv4 address from a Panamanian exit.
Panamá and Panamá Oeste had 2,093,240 of the 4,064,780 people the 2023 census assigned to districts.
Add -sid- and -time- (60 to 21600 seconds) to keep one Panamanian exit; without them each request rotates.

temu.com is the 10th most visited site in Panama and the first shopping site in Similarweb’s September 2026 ranking; amazon.com is 25th overall and second in shopping. The furniture store Jamar, 34th, and the Super Xtra supermarket, 38th, are the local retailers in the national top 50.
Encuentra24 is second among classifieds and fifth in shopping. compreoalquile.com leads real estate, pedidosya.com.pa food delivery, and Computrabajo and Konzerta the job boards.
Computers produced 63.68% of Panamanian page views in September 2026, and Bing’s 9.70% of searches that month was its highest in twelve months, against Google’s 88.75% (StatCounter). On phones Bing had 2.32%. For rank checks on both engines, see SERP proxies.
The census of 8 January 2023 counted 4,202,572 people. Of those, 137,792 came from administrative registers and belong to no district, so the districts add up to 4,064,780. The only targeting key for Panama is the country’s, -cc-pa; the provinces and cities on offer are in the dashboard generator.

Population: INEC, census of 2023, by district. Province names are the GeoNames forms that lookups print. Betania, Pacora and Bocas del Toro are among the other places exits may come from, where available. One address can sit in different towns in different databases, so look up where an exit lands in our IP checker before you count on its town.
APNIC Labs puts 47.92% of Panamanian internet users on Cable & Wireless, the company behind +Móvil, and 40.39% and 15.30% on Cable Onda’s two networks, which serve Tigo customers. Apart from Starlink’s satellite service, no other network reaches 1.2%.

Users: APNIC Labs, 29 October 2026, 60-day window; the 55 Panamanian rows overlap and total 110.70%. IPv6: APNIC, to 30 October 2026. Starlink, the regional carrier Ufinet (0.91% of users) and hosting networks are left out. “Liberty Technologies Corp.” is the network of Wipet, a small ISP; Cable & Wireless Panama, owned by Liberty Latin America, is AS11556. Carrier and ISP keys work only for US, UK and German logins, so a Panamanian exit’s network is read from its ASN.
ASEP counted more than 5 million active mobile lines at the end of 2025, 79% of them prepaid (DPL News). With two operators left, a Panamanian mobile exit is on +Móvil or Tigo; the order page shows availability.
Cable & Wireless Panama, part of Liberty Latin America, buys América Móvil’s operations in Panama.
Digicel’s mobile concession ends after the company said it would hand it back; it had a little over 300,000 subscribers, by DPL News’ estimate.
Tigo has 2,946,000 mobile subscribers (Millicom, as reported by DPL News) and +Móvil 1,991,100 (Liberty Latin America).
ASEP’s tender for 40 MHz at 3.5 GHz over 20 years, meant for a third operator, receives no bid at prequalification.

https://ipinfo.io/jsonThe Constitution rules out forced-tender paper money (article 262), the US dollar is legal tender under the Fiscal Code, and since 1904 one dollar has counted as one balboa, as La Estrella de Panamá set out in 2022.
Shop prices are in dollars, as their pages showed on 31 October 2026: Super Xtra had a 500 ml bottle of La Parmigiana olive oil at $ 6.08, Jamar a side table at $49 against a regular $335, and Do it Center free delivery on orders over $100. Super Xtra and Jamar tag their prices as USD in the page data.
Laws count in balboas. Ley 81 of 2019 sets data protection fines at B/.1,000 to B/.10,000, and Ley 527 of 2026 allows fines of up to one million balboas. A price in B/. and one in $ are the same amount, so collected prices need no conversion.
Ley 81 of 26 March 2019 governs personal data and has applied since March 2021. The Autoridad Nacional de Transparencia y Acceso a la Información (ANTAI) enforces it and fines from B/.1,000 to B/.10,000 (article 36). Processing needs consent or another legal basis (article 6), but data from public-domain sources or public media needs no authorisation (article 8). Confidential, sensitive or restricted data from Panama may be stored or sent abroad only where the recipient meets the law’s standards, unless an exception such as consent applies (article 5).
Article 289 of the Penal Code punishes anyone who improperly enters or uses a database, network or computer system with two to four years in prison, and article 290 does the same for improperly copying or using stored data or data in transit. Since Ley 527 of May 2026, the gaming board can order access to unlicensed betting sites blocked, down to domains and IP addresses; reaching such sites is not a supported use. No registration, licence or ban applies to VPN or proxy use under any Panamanian rule we found.
Not legal advice. For court decisions on scraping, 2022–2026, see our guide.Join @aeonprox, link our bot and test residential or mobile proxies for 72 hours. No card needed.
A Panama proxy puts a Panamanian address, on +Móvil or Tigo, in front of your requests, and sites treat the visit as local. Use it for Encuentra24 listings, Super Xtra and Jamar prices, Copa fares and google.com.pa rankings, or to see your own site as Panamanian visitors do.
36K+ residential IPs in the pool, October 2026. We publish no mobile figure: mobile exits run on +Móvil and Tigo where the pool has them, and the order page shows what is available now.
A Panamanian login holds only the country key, -cc-pa; provinces and cities on offer, where available, show up in the dashboard generator. In code you can keep only some towns, as the Python tab does for Panama City, San Miguelito and Tocumen. The town of any exit is in our IP checker; confirm it there first, as databases disagree.
Households and phones on Cable & Wireless (+Móvil) and Cable Onda (Tigo), the two groups that carry nearly every Panamanian user in APNIC’s table, and small ISPs such as Trans Ocean Network, Wipet and Ovnicom. Network choice in the login exists only for the US, the UK and Germany, so read the ASN of each Panamanian exit.
Cable Onda became Tigo in 2021, and its two networks, AS18809 and AS14709, are still registered as Cable Onda, with host names under cableonda.net. +Móvil works the same way: lookups show “Cable & Wireless Panama” on AS11556.
No. Cable & Wireless Panama bought Claro’s Panamanian business on 1 July 2022, and Digicel’s concession ended on 19 June 2024. Two mobile operators remain, +Móvil and Tigo, and ASEP’s tender for a third drew no bidders in August 2026.
For Encuentra24 listings, shop prices and search pages, rotating residential exits will do; mobile exits on +Móvil or Tigo, at $0.50 more per GB at every tier, are for checking apps and phone pages. Your own accounts, within platform rules, can sit on a single static ISP address; the order page shows Panamanian stock.
Nothing we found in Panamanian law bans or licenses proxy or VPN use. Ley 81 of 2019 covers any personal data you collect and is enforced by ANTAI, and article 289 of the Penal Code punishes improper entry into a database, network or computer system. Unlicensed betting sites can be blocked under Ley 527; reaching them is not a supported use. Not legal advice.
You cannot identify whoever operates one, and everything you send through it, passwords included, can be logged. Panamanian home lines are on AS11556, AS18809, AS14709 or a small local ISP; a free proxy whose lookup shows a hosting network is a server, whatever country it claims.
In any tool that accepts an HTTP proxy, set host gate.aeonproxy.com and port 7000, then use ap_a1b2c3-cc-pa and your password as the login. To hold one exit, append a session such as -sid-pty01-time-1800, good for 30 minutes. The docs explain SOCKS5; free-trial terms are on the pricing page.
In both, at par: one balboa equals one US dollar. Super Xtra, Jamar and Do it Center price in dollars, and laws such as Ley 81 set fines in balboas.
