45K+ residential IPs in the pool, October 2026, on the networks most Costa Ricans use: Telecable, Kölbi, Liberty, Claro and Tigo, plus Metrocom and the rural electricity cooperatives. Buy 1,000 GB or more and residential costs $1.69 per GB, mobile $2.19. You target the country with -cc-cr, and what is on offer by province and city appears in the dashboard generator.
Costa Rican household addresses in the pool, October 2026.
SUTEL’s figures for the end of 2025: Liberty 40.2%, Kölbi 38.1% and Claro 21.8% of 7.12 million subscriptions.
APNIC Labs, 30 October 2026, against 52.19% across Central America. Telecable, Kölbi and Cabletica users are almost all on IPv4.
With a session key one Costa Rican address stays yours for 60 to 21600 seconds; without it, every request rotates.

amazon.com was the 10th most visited site in Costa Rica in September 2026 and the first in Similarweb’s shopping list, with temu.com 25th overall. walmart.co.cr is 33rd, with prices in colones, and epaenlinea.com 46th.
Encuentra24 heads the classifieds list and comes fourth among all shopping sites, after Amazon, Temu and eBay. Vehicles have sites of their own: crmotos.com is first in that category, and crautos.com had 11,217 used vehicles for sale on 31 October 2026.
INEC puts the population at 5,044,197 for 2022. The census that year covered only part of the population, so these are its estimates. San José and Alajuela provinces hold 52.3% of the people between them. Country targeting, -cc-cr, is the only option in the login; province and city availability is in the dashboard generator.
Shares and canton populations: INEC, Estimación de Población y Vivienda 2022. Lookups call the capital’s province plain “San José” and add “Province” to the other six. The pool can also place exits in towns such as Jacó, Quepos, La Fortuna and Guápiles, where available; databases often disagree about the town, so confirm it in our IP checker first.
In APNIC Labs’ estimate Telecable, ICE (the company behind Kölbi) and Liberty’s Cabletica network each reach about a fifth of Costa Rican internet users. SUTEL’s 2025 home-internet shares: Telecable 24%, Liberty 22%, ICE 20%, Tigo 12%, Claro 8%.

Users: APNIC Labs, 29 October 2026; the 74 rows total 107.13% because APNIC estimates every network separately. IPv6: APNIC, to 30 October 2026. Ufinet is a regional carrier that local ISPs run on, so exits on its addresses show AS52468; Starlink, a satellite network, is left out. Network keys exist for US, UK and German logins only; a Costa Rican exit shows its network through the ASN in the lookup.
SUTEL counted 7.12 million mobile subscriptions at the end of 2025, shared by three operators. They are the networks behind Costa Rican mobile exits in the pool; the order page shows current stock.
SUTEL counts 137.2 lines per 100 inhabitants, 56% of them postpaid. Spectrum for 5G was auctioned in January 2025; SUTEL links the 28.4% rise in number portings in 2025, to 334,906, to new technology such as 5G and to bundled offers.

Here -cc-cr and a 30-minute session make up the login, and the province filter runs on what ipinfo.io returns. Exits outside CR are dropped; the first match is kept and labelled with its brand in place of the registry name.

https://ipinfo.io/jsonLey 8968 of 7 July 2011 protects personal data, and the Agencia de Protección de Datos de los Habitantes (Prodhab), part of the Ministry of Justice and Peace, enforces it. Collecting personal data needs the person’s express consent, except for unrestricted-access data taken from sources open to the general public (article 5). Article 9 keeps exact home addresses, photographs and private phone numbers out of that exception. The gravest breaches cost 15 to 30 base salaries and up to six months’ suspension of the database (article 28).
Ley 9048 of July 2012 rewrote the computer crimes in the Penal Code. Article 196 bis sets three to six years in prison for taking, copying or collecting people’s data from computer systems without their authorisation, in a way that endangers or harms their privacy; article 231 sets the same term for copying information of commercial value without its holder’s consent. As for VPNs and proxies, we found no Costa Rican rule that bans them or makes their users register or hold a licence.

An address on a Costa Rican network, such as Telecable, Kölbi or Liberty, that your requests leave from, so the site treats the visit as local. You need one for Encuentra24 and crautos listings, colón prices on walmart.co.cr, google.co.cr results or a look at your own site as Costa Ricans see it.
45K+ residential IPs in the pool, October 2026. Mobile has no separate count; Costa Rican mobile exits sit on Liberty, Kölbi or Claro, the three operators SUTEL counts, when the pool has them, and the order page shows what is available.
The login sets the country, -cc-cr, and nothing finer. Provinces and cities on offer, where available, are in the dashboard generator. To keep one province, match the region field in the ipinfo.io reply, as the Python tab does: “San José” for the capital’s province, “Guanacaste Province” for the north-west. Town names differ between geolocation databases, so check each exit in our IP checker.
From homes and phones on the networks most Costa Ricans use: Telecable, ICE (Kölbi) and Liberty’s Cabletica network, each with about a fifth of users in APNIC’s estimate, then Claro, Tigo, Metrocom and electricity cooperatives such as Coopelesca. Carrier keys work only in the US, the UK and Germany; in Costa Rica the ASN identifies the network, AS52263 for Telecable or AS11830 for ICE, for example.
Claro’s Costa Rican address blocks, registered to Claro CR Telecomunicaciones S.A., are announced by AS14754, the network of Claro’s Guatemalan company. Lookups therefore print “TELECOMUNICACIONES DE GUATEMALA, SOCIEDAD ANONIMA” and a host name ending in .net.gt, while the city and country read Costa Rican.
Rotating residential exits cover listing, price and search jobs. For app checks and phone layouts, take mobile exits on Liberty, Kölbi or Claro and start with Android, which carried 69.25% of Costa Rican mobile traffic in September 2026. A static ISP IP keeps one address for the whole rental and suits your own accounts, used within each platform’s rules; Costa Rican stock is on the order page.
Costa Rica has no rule on VPN or proxy use that we could find. Ley 8968, enforced by Prodhab, applies to personal data you collect, and article 196 bis of the Penal Code makes it a crime to take people’s data from computer systems without their authorisation. Not legal advice.
The risk is the operator, who stays unknown to you and can read and keep everything you send, passwords included. Before trying one, look up its network: Telecable, ICE, Cable Tica, Claro’s AS14754 or a cooperative points to a Costa Rican line, a hosting company to a server.
Any extension, app or script with proxy settings works with these values: HTTP proxy gate.aeonproxy.com, port 7000, login ap_a1b2c3-cc-cr and your password. Written as ap_a1b2c3-cc-cr-sid-sjo01-time-1800, the login keeps one exit for 30 minutes. SOCKS5 setup is in the docs, and the pricing page has the current free-trial terms.
Both, depending on the site and the item: walmart.co.cr prices in colones, crmotos.com lists motorbikes in ₡ or $, and crautos.com gives colones with a dollar estimate at its own rate. Even the colón sign varies, ₡ on some sites and ¢ on others.
