Why Nauru

Phone plans, official notices and two search engines

Phone plans

Two operators, one currency

“Australian dollars is the legal tender”, the government’s visitor page says. Digicel’s Super Magmein costs $30 for 50 GB over 7 days and its daily All In One starts at AUD $5. A Galaxy A17 5G is $439. Neotel’s site has prepaid, postpaid, data bundle and roaming sections, with price fields labelled AUD.

Official notices

Gazette and bulletin on naurugov.nr

The government site posts its Gazette for 2024 to 2026, a directory and the Naoero Bulletin, a fortnightly paper first published in October 2009. From a Nauruan IP you can read them, or check an advert, as someone on the island would.

Search and devices

Google on phones, Bing on a quarter of desktops

StatCounter gave Google 96.25% of searches in October 2026, rising to 98.73% on phones, where Baidu had 0.85% and Yandex 0.42%. Desktops split Google 75% and Bing 25%. Phones made 60.41% of page views and Android ran 80.91% of mobile traffic. Both engines are covered under SERP proxies.

Coverage

Meneng, Location, Aiwo and the other Nauruan districts

The 2021 census counted 11,680 people in 14 districts and Location, which its tables list on their own. Logins name only the country, -cc-nr; districts on offer, where available, appear in the dashboard generator. The last column comes from the same census.

Nauru Bureau of Statistics, 2021 census, Table 1 and analytical report Table 49. GeoNames spells Baitsi as Baiti and has no Location. GeoLite’s city names for Digicel blocks include Denigomodu, Baitsi, Nibok, Boe and Yaren, and four of the ten have none, so open an exit in our IP checker before you rely on the place.

Networks

Digicel, then Cenpac, with Neotel outside APNIC’s list

APNIC Labs puts Digicel far ahead of the other Nauruan companies. The largest entry on its Nauru list is a satellite network, left out here along with hosting and cloud networks. Each share is a separate estimate, and across everything APNIC lists they pass 100%, so read them as a rough order. Neotel, the trading name of Telikom Nauru Corporation, is the second mobile operator and has no line of its own in that table.

Users: APNIC Labs, 2 November 2026. IPv6 per ASN: read 5 November 2026. The country reading rose from 4.88% on 1 November 2025 to 47.64% on 3 November 2026. Digicel’s own figure is 0.09%, so the rise sits on networks outside this table. Digicel’s AS140504 announced 1,536 IPv4 addresses and Cenpac’s AS55722 8,192 (merged, RIPEstat, 5 November 2026). The ICT department serves government offices, schools and clinics. The government’s 2025 digital strategy ties Neotel’s launch to a satellite community gateway, and neotel.nr itself sits on a satellite company’s network (RIPEstat, 5 November 2026), so a lookup of a Neotel line may name one. We found no published share for either operator. ISP and carrier keys exist only for the US, the UK and Germany.

For developers

Take a Nauruan exit and count both spellings of the name

A login on -cc-nr holds its address for 20 minutes here. The script accepts an exit only when the lookup says NR, labels it by ASN, then reads Digicel’s bundle prices and counts how often the page says Nauru and Naoero.

import re, requests, uuid
GATE = "gate.aeonproxy.com:7000"
# Country key only. Digicel reports AS140504 and Cenpac AS55722. Another ASN can still be in
# Nauru, so the country field decides and the company name is only a label.
COMPANY = {"AS140504": "Digicel", "AS55722": "Cenpac"}
SPELLINGS = ("Nauru", "Naoero") # the law changed in May 2026 and pages print both

def nauru_exit(tries=5):
    for _ in range(tries):
        sid = uuid.uuid4().hex[:8]
        proxy = f"http://ap_a1b2c3-cc-nr-sid-{sid}-time-1200:PASS@{GATE}"
        try:
            geo = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        except requests.RequestException:
            continue # no answer: next session
        if geo.get("country") == "NR":
            return proxy, geo # this address stays for 20 minutes
    return None, None

proxy, geo = nauru_exit()
if proxy:
    asn = geo.get("org", "").split(" ")[0]
    print(geo["ip"], geo.get("city"), COMPANY.get(asn, geo.get("org")))
    html = requests.get("https://www.digicelpacific.com/mobile/nr/bundles",
                        proxies={"http": proxy, "https": proxy}, timeout=30).text
    print(re.findall(r"AUD \$\d+", html)[:6], {name: html.count(name) for name in SPELLINGS})

On a pool this small a run can end with no exit. Wait and run it again later.

A Nauruan quirk

A second operator, a first cable and a new legal name

Search for Nauru and Naoero both: naurugov.nr has Naoero in its heading and Nauru in its page titles, and the domain ending is still .nr. The second operator and the cable arrived in the same two years.

Neotel launches

The government’s digital strategy dates Neotel’s 5G network to this month. Before the cable, that strategy says, the country relied mainly on satellite.

Cable lands

The East Micronesia Cable lands in Nauru, a month after Tarawa.

Digicel doubles a plan

Super Magmein $30 goes from 25 GB to 50 GB at the same price, until further notice.

Naoero in law

The Constitution (Amendment) (No.2) Act 2026 replaces “Nauru” with “Naoero” in the Constitution and written laws.

Cable live

Cenpac’s Naoero Fibre Cable Division reports the link to Guam live, starting with its cable users and moving on to mobile and home customers.

Cybersecurity Act

Act No 38 takes effect and sets up the Naoero Cybersecurity Authority.

Nauru’s cybersecurity, cybercrime and communications acts

Nauru has no general data-protection act that we could find, and the government’s 2025 digital strategy lists data protection among reforms still to come. The Naoero Cybersecurity Act 2026 (No 38, in force since 17 September 2026) covers part of the ground: section 43 tells public bodies, operators of critical infrastructure and other prescribed entities to protect personal data, and section 44 has them report breaches to the Naoero Cybersecurity Authority. Under the Communications and Broadcasting Act 2018 (No 21), which the Naoero Communications Authority enforces, service providers keep subscriber details and communications confidential (sections 48 and 49).

Section 6 of the Cybercrime Act 2015 (No 14) sets up to 7 years for wilful access without lawful excuse to a protected computer, such as one serving communications infrastructure, public utilities or public safety. Section 18 covers spam, falsified headers included. The 2018 Act requires a licence to sell communication services to the public (section 34), a general rule that names neither VPNs nor proxies, and provides for take-down notices and filtering (sections 102 to 104). A phrase search of RONLAW on 5 November 2026 found “VPN” only in gazetted trademark notices and job adverts, and we found no act that registers, licenses or bans people who use proxies or VPNs. The Gaming Act 2011 regulates gaming, and we do not support gambling sites.

Nauru proxy questions

Your requests leave from a Nauruan IP address on a home or mobile line, so sites answer as they would to someone on the island. That covers Digicel plans in Australian dollars, naurugov.nr notices and google.nr results.

44 residential IPs in the pool, October 2026, so a rotating login meets the same addresses again quickly. They are household connections and the set moves during the day. One Digicel bundle price, a Gazette notice on naurugov.nr or one google.nr search fits; high-volume collection does not. Mobile is not counted separately, so see the order page.

This login selects Nauru as a whole, with -cc-nr. Look in the dashboard generator for any district on offer, where available, and look the exit up in our IP checker, because databases can disagree on the place.

The local companies are Digicel, Cenpac and Neotel, the last with no line of its own in APNIC’s table. We publish no split of the 44 by network, and a login cannot choose one: ISP and carrier keys are limited to the US, the UK and Germany.

Digicel and Neotel are the two mobile operators, and mobile exits run on them where the pool has them. Availability is on the order page. We found no published shares for either.

Nauru has these two, and the order page lists the countries with static IPs. Residential is $0.50 per GB cheaper and handles official pages and search. Mobile suits sites built for phones, which made 60.41% of Nauruan page views in October 2026.

At the smallest tier a GB of residential is $3.49, and at the largest $1.69. Mobile is $3.99 to $2.19. ISP IPs at $4.00 and datacenter IPs at $2.00 per month exist only in the countries on the order page. Every tier and the current terms of the free trial are on the pricing page.

Yes. An act certified on 12 May 2026 replaced “Nauru” with “Naoero” in the Constitution and written laws, and government pages now print both. Digicel Nauru still uses the older form. The login key stays -cc-nr.

We read the Cybercrime Act 2015, the Communications and Broadcasting Act 2018 and the Cybersecurity Act 2026 and searched the government’s legal database. We found no act that registers, licenses or bans proxy or VPN users. Not legal advice.

The owner of a free proxy is unknown to you and can log or rewrite your traffic, passwords included. A quick test: a Nauruan line shows country NR, and Digicel shows AS140504 and Cenpac AS55722. A hosting company in that field points to a rented server.

Your client needs host gate.aeonproxy.com, port 7000, the username ap_a1b2c3-cc-nr and your password. For 30 minutes on one address, the username becomes ap_a1b2c3-cc-nr-sid-aiwo1-time-1800. The docs cover SOCKS5, browsers and apps.
