Population: Maldives Bureau of Statistics, Census 2022, Table P3. Addu City adds six islands, of which Hithadhoo is the largest at 13,759. Inside the Malé area, Maafannu has 47,036 residents, Hulhumalé Phase 1 35,859, Henveiru 34,012, Hulhumalé Phase 2 29,855, Galolhu 28,484, Machchangolhi 27,706 and Vilimalé 6,755. Another 66,313 people (12.87%) live on non-administrative islands, mostly resorts and industrial islands. Where available, exits come from Malé and Kulhudhuffushi; open one in our IP checker before relying on its island, since geolocation databases disagree at town level.

Networks

Networks behind Maldives mobile proxies and home lines

APNIC Labs puts 55.18% of Maldivian users on Dhiraagu and 37.35% on Ooredoo, 92.53% between them. Raajjé Online, run by Focus Infocom, and Satlink follow on fixed lines. CAM, the regulator, publishes no split by operator: it counted 854,844 mobile subscriptions in August 2026, 616,421 of them prepaid (72.11%), and 109,647 fixed broadband subscriptions.

Users: APNIC Labs, 1 November 2026, 60-day window. IPv6: APNIC to 2 November 2026, when 16.80% of Maldivian users were IPv6-capable, against 65.69% for Southern Asia. CAM’s licence list gives Dhiraagu and Ooredoo all telecom services nationwide, Focus Infocom internet services nationwide and SatLink internet on every island outside Malé City; small ISPs such as Bingepro in Addu hold licences island by island. Satlink, despite its name, sells fibre. Starlink (1.57%), Cloudflare (0.50%) and hosting networks are left out. Network keys are offered on US, UK and German logins only, so a lookup’s ASN is how you tell these apart.

One Maldivian session, with the atoll kept beside the island

This login holds one exit (-cc-mv) for 30 minutes. The script tests the country first, names the network from the ASN and adds the region to any island name that repeats across atolls.

-time- takes 60 to 21600 seconds; drop -sid- and every request gets a new exit. Lookups may spell a town differently from the census, so normalise names before you match them against REPEATED.

A Maldivian quirk

Fourteen island names repeat across atolls, and Malé has several spellings

Census 2022 lists 186 administrative islands under 171 names. Fourteen names occur in more than one atoll: Meedhoo in Raa (1,872 residents), Dhaalu (1,118) and Addu (1,892), Hithadhoo in Addu (13,759) and Laamu (1,108), Thinadhoo in Gaafu Dhaalu (6,217) and Vaavu (258). A town field alone cannot separate them, so group results by atoll and island together.

Atolls go by two names as well. The census writes Hadhdhunmathi where GeoNames has Laamu, Addu where it has Seenu, and Male’ Atoll where it has Kaafu. “Maale” in the census means the four city wards with Hulhumalé, Vilimalé and Hulhulé, and excludes Male’ Atoll. CAM writes Male’ and place lists write Male, so map all of them to one spelling before you join a lookup to census figures.

Language differs by site: Mihaaru and Avas publish in Dhivehi, set right to left, while The Edition and Avas’s English section use English.

Maldivian rules on personal data, computer access and betting sites

A Data Protection Bill reached Parliament in May 2026. All 66 MPs present backed it at first reading, and it went to the Committee on Information and Communication Technology (MMTV, 22 June 2026). We found no later report of its passage. As drafted it covers controllers, processors, data subjects’ rights and cross-border transfers, and the Information Commissioner would at first act as Privacy Commissioner.

Press reports (The Edition, MV+, December 2024) describe the Sixth Amendment to the Penal Code, ratified that month, as making unauthorised access to a computer system an offence, along with interception, interference, misuse of devices and computer-related forgery and fraud, with access under a court order or lawful permit exempt. We did not read the gazetted text. The Telecommunications Law 2015 and CAM’s regulations are published in Dhivehi, apart from CAM’s English extract of the law’s objects; we did not read them, so we cannot say whether they touch proxy or VPN use. CAM has blocked online betting sites on police directives since July 2024, and such sites are not a supported use.

Maldives proxy questions

It sends your requests out through a Maldivian connection, so sites treat you as a visitor in the country. Use one to read iBay ads, follow rufiyaa prices at Asters, count resort vacancies on Job-Maldives, run Google results with gl=mv or view your own ads and pages from a Maldivian IP.

2K+ residential IPs in the pool, October 2026. The figure moves as homes go on and off line. Mobile IPs have no count of their own: mobile exits run on Dhiraagu and Ooredoo where the pool has them, and the order page shows availability.

Logins on this page pick the country, -cc-mv. Any atolls and islands on offer appear in the dashboard generator, where available. Open an exit in our IP checker before you rely on its island, because databases disagree at town level.

Homes and phones on the networks people use: Dhiraagu and Ooredoo, with 92.53% of users in APNIC’s estimate, and smaller ISPs such as Raajjé Online and Satlink. You cannot choose one in the login, as network keys are limited to the US, the UK and Germany. In a lookup, AS7642 means Dhiraagu and AS55944 means Ooredoo.

Residential and mobile are the options for this country; the order page lists the countries with static IPs. Rotating residential exits suit listings and shop prices. Mobile, at $0.50 more per GB, is for pages built for phones, which made 73.97% of Maldivian page views in October 2026. For your own accounts, within each platform’s rules, use a sticky session.

On the pricing page. Residential traffic costs $3.49 per GB on the smallest orders and $1.69 from 1,000 GB; mobile runs from $3.99 to $2.19. Traffic does not expire. A free trial exists, and the same page gives its current terms.

We can only answer in part. The Telecommunications Law 2015 and CAM’s regulations are in Dhivehi and we did not read them; the English sources we read set no rule on proxy or VPN use. Press reports say unauthorised access to a computer system has been a Penal Code offence since the December 2024 amendment. Betting sites are blocked and not supported, and a Data Protection Bill was in committee at the last report we found, dated 22 June 2026. Not legal advice.

Someone you cannot identify runs a free proxy and can read, alter and keep whatever passes through it, passwords included. Check one with a lookup: Maldivian lines print AS7642, AS55944, AS24016 or AS136238 with country MV, while Datacamp or Akamai, which also turn up in APNIC’s Maldivian table, are server networks.

Enter gate.aeonproxy.com, port 7000, the username ap_a1b2c3-cc-mv and your password in the HTTP proxy settings of a browser extension, app or script. Add -sid-mle01-time-7200 to the username to keep one exit for two hours. SOCKS5 is covered in the docs.

Fourteen names repeat in Census 2022. Hithadhoo in Addu has 13,759 residents and Hithadhoo in Laamu 1,108, so read the region with the town. GeoNames uses other atoll names too: its Seenu is the census’s Addu, and its Laamu is the census’s Hadhdhunmathi.

Local shops and ISPs quote rufiyaa under two labels: Asters prints Rf6,499 and Satlink MVR 920, so a parser has to accept both. Tourism businesses earn US dollars, and rules from late 2024 make them convert part of those earnings. The rufiyaa has stayed near MVR 15.40 per dollar for over a decade (Corporate Maldives, March 2025). Resorts, hotels, guesthouses and spas have charged 17% TGST since 1 July 2025.
