Why Guinea-Bissau

Small checks on prices, notices and pages in Portuguese

Prices

CFA francs, fixed to the euro

Telecel’s site writes FCFA and TAP’s Guinea-Bissau page XOF, for the same franc the BCEAO holds at 655.957 to the euro across eight West African states. Capital News, citing INE, reported annual inflation of -0.7% for September 2026, the lowest of the eight.

Notices

Recruitment and tenders in the press

O Democrata has an Anúncios section. On 5 November 2026 its front page carried a recruitment call for national consultants, and notices from years back stay online.

Operators

Two companies, both selling internet

ARN names Telecel Guiné-Bissau and Orange Bissau as the only mobile operators, and says both sell fixed and mobile internet access. It counted 23,980 subscribers to 3G and 4G boxes and USB sticks in the third quarter of 2025.

Search and devices

Google on phones, some Bing on desktops

StatCounter gives phones 83.91% of page views in October 2026 and Android 92.13% of mobile traffic. Google had 97.19% of searches, and Bing 16.38% on desktops. Rank checks are explained under SERP proxies.

Coverage

Bissau, Gabú, Bafatá and the nine Bissau-Guinean regions

INE’s last completed census, of March 2009, enumerated 1,449,230 people, corrected to 1,520,830 after a follow-up survey. Mapping for the fourth began on 1 March 2025, and until it reports the shares here rest on INE’s projection for 2026. A login names the country, -cc-gw, and the dashboard generator lists any regions and towns on offer.

Regions: INE, projection 2014 to 2063, trend scenario. Towns: Census 2009 as corrected, printed by citypopulation.de from INE. Exits can come from Bissau, Gabú, Bafatá, Quinhámel and Catió, where available. A town may have none at a given moment, and sources differ: a lookup of 12 addresses on the two networks at ipinfo.io on 5 November 2026 printed Bissau for all 12, while GeoLite places Telecel’s block 154.73.60.0/22 in Bafatá, Buba, Bubaque and Gabú. Open the exit in our IP checker first.

Networks

Telecel and Orange Bissau, the networks behind Guinea-Bissau mobile proxies

ARN’s line count is the one to use for market share: 72% Orange Bissau, 28% Telecel. APNIC Labs’ table of 2 November 2026 reads differently, with 74.75% of users on Spacetel, Telecel’s registered name, and no row at all for Orange Bissau. The table gives no reason for the gap.

Users: APNIC Labs, 60-day window. IPv6: to 3 November 2026, when 13.63% of users in the country were capable, against 9.31% for Western Africa. Lines: ARN’s observatory for the third quarter of 2025, the newest we could read, with 3G at 47.0% of the population and 4G at 34.7%. Merged IPv4 announcements (RIPEstat, 5 November 2026): Orange Bissau 4,096 addresses and Telecel 1,536, about 40 APNIC users to each Telecel address. Starlink (43.82%) and Cloudflare (0.64%) are left out. Network keys exist for US, UK and German logins only.

For developers

Hold one Bissau-Guinean exit and convert its CFA prices

Each try opens a 20-minute session on -cc-gw. The script accepts an exit only when the lookup reads GW, prints Telecel for Spacetel’s ASN and converts FCFA at the fixed euro rate.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"
# Country key only. Telecel lines still answer as AS327769 "Spacetel - Guine-Bissau",
# and two other countries have Guinea in their name, so compare the country code exactly.
NET = {"AS327769": "Telecel", "AS37559": "Orange Bissau"}
FCFA_PER_EURO = 655.957                        # the fixed BCEAO rate

def bissau_exit(tries=15):
    for _ in range(tries):
        login = f"ap_a1b2c3-cc-gw-sid-{uuid.uuid4().hex[:8]}-time-1200"
        proxy = f"http://{login}:PASS@{GATE}"
        try:
            info = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        except requests.RequestException:
            continue # timed out: try another session
        if info.get("country") != "GW":
            continue # outside Guinea-Bissau: skip it
        asn = info.get("org", "").split(" ")[0]
        return proxy, NET.get(asn, info.get("org")), info.get("city")
    return None, None, None # none free in this run: try again later

def in_euros(fcfa):
    return round(fcfa / FCFA_PER_EURO, 2)

proxy, network, town = bissau_exit()
if proxy:
    print(network, town, in_euros(10000))

In a pool of this size a run can end with no exit, so the function may return nothing; wait and call it again. Session length runs from 60 to 21600 seconds, and dropping -sid- rotates the address. ISP and carrier keys are for US, UK and German logins.

A Bissau-Guinean quirk

One network under three names, and Crioulo beside Portuguese

MTN and Telecel announced the transfer of MTN Guinea Bissau, the company called Spacetel, in August 2024, with ARN’s approval. ARN’s reports and the operator’s own site now say Telecel, yet APNIC, RIPEstat and ipinfo.io still print AS327769 as “Spacetel - Guine-Bissau”. ARN’s coverage files from December 2023 still say MTN. Treat all three as one network when you join sources.

INE’s 2009 census found that 90.4% of Guinean nationals speak Crioulo, 27.1% Portuguese and 5% French. The local sites we read publish in Portuguese, and Telecel adds English. Use hl=pt-PT for searches and record the language beside each page you store.

Guinea-Bissau’s ICT law and the ECOWAS data act

Lei n.º 5/2010 of 27 May 2010 is the base law for networks and services, with ARN as regulator; we read it in Portuguese, the language of the official text. Article 2 defines no VPN or proxy. Article 61 puts private telecoms networks under general authorisation, Article 64 asks anyone offering Internet services to register with ARN, and Article 113 treats running a network or service without authorisation, or intercepting messages without it, as administrative offences that ARN fines. These duties fall on those who run networks or offer services, and the texts we read do not register, license or ban people who use a proxy or VPN.

We found no national data protection statute, but our search reached only secondary sources and not the Boletim Oficial, so that does not prove none exists. ECOWAS Supplementary Act A/SA.1/01/10 of 16 February 2010 on personal data bears Guinea-Bissau’s signature, so keep names and phone numbers out of what you store. We did not read the 1993 Penal Code, and we could not open the Council of Europe’s profile of the country’s cybercrime law.

Not legal advice. Case law on scraping from 2022 to 2026 is in our court-case guide.

Guinea-Bissau proxy questions

A Bissau-Guinean IP address that your traffic leaves from, on a home or mobile line there. It lets you read O Democrata’s notices, see CFA prices as a local visitor does, or check how your own page or ad looks from the country.

291 residential IPs in the pool, October 2026. A figure that small means rotation comes back to the same addresses, and since they are people’s home connections the set shifts during the day. Plan for one look at O Democrata’s notices, a TAP fare in XOF or a Google result with gl=gw, and not for collecting in bulk. Mobile has no count of its own; the order page shows availability.

Logins here select the country, with -cc-gw. Regions and towns, where available, are listed in the dashboard generator. Look the exit up in our IP checker before you trust its town, because databases can place the same block in different ones.

Telecel and Orange Bissau, the two operators ARN lists, where the pool has them. Households connect through the same two companies. Neither can be picked at login, since network keys are a US, UK and German option. A lookup prints AS327769 for Telecel and AS37559 for Orange Bissau.

Those are the two options here; the order page lists the countries that have static IPs. Residential is cheaper by $0.50 per GB and covers price checks and news sites. Mobile suits pages built for phones, which had 83.91% of page views in October 2026.

Residential starts at $3.49 per GB and reaches $1.69 at 1,000 GB or more; mobile runs from $3.99 to $2.19. Every tier and the current free trial terms are on the pricing page.

The Portuguese text of Lei n.º 5/2010 does not mention proxies or VPNs, and its duties to register or hold an authorisation fall on those who run networks or offer services. We did not read the 1993 Penal Code, so we cannot speak for it. Intercepting messages without authorisation is an administrative offence under Article 113. Not legal advice.

The operator of a free proxy is usually unknown and can log or alter your traffic, including logins. With only two local networks the check is short: AS327769 or AS37559 with country GW is a local line, and a hosting company’s name in that field is a rented server.

In your browser extension, app or HTTP client, set host gate.aeonproxy.com, port 7000, username ap_a1b2c3-cc-gw and your password. To hold the exit for six hours, append -sid-bxo01-time-21600 to the username. The docs explain SOCKS5.

Spacetel is the registered name of the company MTN sold to Telecel, and it stays on AS327769 in the registries. Accept the exit on its country field, GW, as the Python tab does, and read the name as Telecel.

They are three separate countries with three separate login keys, and this page covers Guinea-Bissau alone, whose capital is Bissau. For the others, see Guinea proxies and Equatorial Guinea proxies.
