https://ipinfo.io/jsonCambodia’s Law on Personal Data Protection is still a draft in the sources we read, the latest from the Ministry of Posts and Telecommunications dated 23 June 2025. Article 32 of the Law on Electronic Commerce (Royal Kram NS/RKM/1119/017, 2 November 2019) requires anyone holding personal information in electronic form to protect it with reasonable safeguards, and bars anyone from accessing, copying, extracting or modifying data held by another person in bad faith or without permission. Article 60 sets one to two years in prison and a fine of 2,000,000 to 4,000,000 riels.
The 2009 Criminal Code punishes fraudulently entering or staying in an automated data processing system with one month to one year in prison and a fine of 100,000 to 2,000,000 riels, and more when data are deleted or the system is disrupted. We found no Cambodian rule on VPN or proxy use, whether a registration, a licence or a ban. Betting and casino sites are not a supported use.

A proxy whose exit address is on a Cambodian network such as Metfone, Smart or Cellcard, so websites see a visitor in Cambodia. Khmer24 and Realestate.com.kh then show their listings as local buyers see them, and Google answers gl=kh queries from inside the country.
30K+ residential IPs in the pool, October 2026. Mobile exits are offered on Metfone, Smart and Cellcard where the pool has them, without a separate count; the order page lists what is available today.
Logins name the country only, -cc-kh, and the dashboard generator shows the provinces and cities on offer, where available. Placement is coarse, since MaxMind’s GeoLite puts most addresses of the main networks in Phnom Penh or gives no city, so check each exit in our IP checker.
From homes and phones on Metfone, Smart and Cellcard, which reach 89.47% of Cambodian users in APNIC’s estimate, and on ISPs such as MekongNet, Ezecom, Online, SINET and WiCAM. The login cannot pick one, since ISP and carrier keys cover the US, the UK and Germany only; look for AS38623, AS45498 or AS17976 in the lookup.
Hardly. APNIC counted 0.48% of Cambodian users as IPv6-capable on 30 October 2026, and Ezecom, the highest of the main networks, was at 0.34%. Expect a target to serve you its IPv4 version.
Rotating residential exits cover classifieds, property listings and search. Mobile exits on Metfone, Smart or Cellcard cost $0.50 more per GB and suit app checks; test iPhones too, as iOS had 35.71% of Cambodian mobile traffic in September 2026. For your own accounts, within each platform’s rules, an ISP proxy holds one static address; the order page lists Cambodian stock.
No Cambodian text we read licenses or bans proxy or VPN use. For scraping, the rules that apply are the 2009 Criminal Code, which makes fraudulently entering an automated data processing system an offence, and Article 32 of the 2019 Law on Electronic Commerce, which forbids copying or extracting data held by others in bad faith or without permission. Not legal advice.
Free proxy operators are seldom known by name, and they can read and store what passes through, logins included. Look the address up first: a Cambodian line shows Metfone, Smart, Cellcard or a local ISP, while a hosting company or Cloudflare means there is no home or phone connection behind it.
Your extension, app or script needs four values: host gate.aeonproxy.com, port 7000, username ap_a1b2c3-cc-kh and your password. With -sid-pnh01-time-7200 added to the username, the same exit stays for two hours. SOCKS5 is covered in the docs, and the pricing page has the current free-trial terms.
Both, together with the rate. Smart prints a riel figure next to each dollar price but converts at 4,100 riels per dollar on some phones and 4,200 on others, while Realestate.com.kh and Cellcard quote dollars alone.
