Why Lebanon
A dollar market where Google answers almost every search
Lebanese shops and listing sites quote US dollars. On 31 October 2026 every price on the home pages of OLX / dubizzle Lebanon, realestate.com.lb, PC and Parts and Tamina Online was in dollars, and Spinneys Lebanon listed its groceries in dollars under a header reading 1.00 USD = 89,700 LBP.
Ranked by Ahrefs’ estimate of organic search traffic for October 2026, olx.com.lb is 38th among sites in Lebanon and the only Lebanese site in the top 100’s shopping category, beside shein.com at 41st and amazon.com at 52nd. Gold-price pages rank high too: goldprice.org is 17th.
StatCounter gives Google 95.66% of Lebanese searches for September 2026 and 99.00% of those on phones. Computers produced 51.93% of page views that month, and Android had 72.82% of mobile traffic. SERP proxies covers rank checks with gl=lb.

Lebanon’s statistics office, CAS, estimated 4,842,470 residents in its 2018–2019 household survey, 1,406,560 of them (29.0%) in Beirut and the Baabda and Matn districts next to it. Exits are chosen by country with -cc-lb; open the dashboard generator to see which governorates and cities it offers.

Networks
Ogero, IDM and Terranet lead a long list of licensed ISPs
Ogero, the state fixed operator, has the largest share of Lebanese users in APNIC Labs’ estimate, 10.67%. IDM and Terranet follow, and the mobile networks touch and Alfa have 4.47% and 4.25%. The twelve networks below add up to 51.09%; dozens of small ISPs have under 1.4% each.

Users: APNIC Labs, 29 October 2026, an estimate per network, so the column does not sum to 100%. IPv6: APNIC, to 30 October 2026. Hosting and VPN networks are left out. Network targeting is a US, UK and German option, so a Lebanese exit’s network is known from the ASN in its lookup.
Reading a Lebanese lookup
Registry names, shared mobile addresses and two spellings of every region
- Lookups name touch and Alfa after the companies behind them: “AS38999 Mobile Interim Company no.2 sal” and “AS57513 Mobile interim company 1 S.A.L.”.
- Each mobile address carries many users. Divided by the IPv4 addresses each network announces, APNIC’s user estimates come to about 163 users per address on touch and 103 on Alfa, against about 5 on Ogero and on IDM.
- Region names change with the database. ipinfo.io prints Beirut, Mount Lebanon and North Lebanon, where other lists have Beyrouth, Mohafazat Mont-Liban and Mohafazat Liban-Nord; the Python tab accepts both.
- Of 24 addresses on the main Lebanese networks that we looked up on ipinfo.io on 31 October 2026, it placed 11 in Baabda, so treat that town as provisional until our IP checker agrees.

A Lebanese exit, checked by country and named by network
The login holds -cc-lb and a six-hour session. The script drops any exit outside LB, can keep one in a governorate you name, and tells a mobile exit from a fixed one by its ASN.

Dollar price tags, pound receipts
Retail moved to dollar price tags in 2023 and kept the pound on the receipt, so any pound figure needs the rate the shop posted that day.

Banque du Liban moves the official rate from 1,507.5 to 15,000 pounds per dollar.
Dollar shelf prices
Supermarkets start pricing in US dollars under a Ministry of Economy decision. The rate hangs at the entrance, on the shelves and at the tills, the invoice gives the total and VAT in pounds, and customers may pay in either currency.

Central Council decision 48/4/24 of 15 February 2024 sets 89,500 pounds per dollar from 31 January 2024.

Lebanese law on personal data and computer crime
Law No. 81 of 10 October 2018 on Electronic Transactions and Personal Data creates no independent data authority. Whoever collects and processes personal data must inform the Ministry of Economy and Trade and hold its permit (article 95); security, court and health data need a minister’s licence (article 97). Processing without a permit, or disclosing data to unauthorised people, is punished with 1 to 30 million pounds and/or three months to three years (article 106). Sellers’ names and numbers on OLX are personal data; leave them out.
Article 110 of the same law punishes fraudulently accessing or staying in an IT system with three months to two years and/or 1 to 20 million pounds, and article 72 makes IT service providers keep users’ traffic and identifying data for three years. Law 81 says nothing about VPNs or proxies, and we found no other Lebanese rule that licenses, registers or bans their use.

Lebanon proxy questions
A Lebanon proxy sends your requests out through an address on a Lebanese network such as Ogero, IDM or Terranet, so the sites you open see a visitor in Lebanon. Use one to collect dollar prices from OLX, Spinneys or realestate.com.lb, check google.com.lb results or test your own site from inside the country.

Not by name in the login: -cc-lb picks Lebanon as a whole, and the dashboard generator lists the governorates and cities on offer, where available. To keep to one area, filter on the region ipinfo.io returns, as the Python tab does: Beirut, North Lebanon for Tripoli, South Governorate for Sidon and Tyre. Databases often disagree about towns, so check each exit in our IP checker.
From Lebanese homes and phones on the networks most people use: Ogero, IDM and Terranet fixed lines, the touch and Alfa mobile networks, and small licensed ISPs such as Masco Group, T.H. Global Vision and Energy Bridge. Choosing a network at login works only in the US, the UK and Germany; here the ASN of each exit tells you which one it is on.
Mostly dollars. OLX, realestate.com.lb and Spinneys price in US dollars, and supermarkets have been allowed to since March 2023, with the rate posted in store and the receipt total in pounds. Store rates can differ from the official 89,500: Spinneys showed 89,700 on 31 October 2026. Keep the posted rate next to any price you convert.
Lookups print the registry name of the network. AS38999, Mobile Interim Company no.2 sal, is touch, and AS57513, Mobile interim company 1 S.A.L., is Alfa. Both announce few IPv4 addresses for their users, so one mobile address carries many phones.
Rotate residential exits for listings, prices and search results. Mobile costs $0.50 more per GB and is for app tests and phone layouts; Android had 72.82% of Lebanese mobile traffic in September 2026. An ISP proxy gives you one fixed IP for as long as you rent it, for your own accounts within each platform’s rules; Lebanese stock is on the order page.
Using one is not addressed by any Lebanese rule we found. Law No. 81 of 2018 makes fraudulent access to an IT system a crime (article 110) and requires a permit from the Ministry of Economy and Trade to process personal data (article 95). Not legal advice.
A free proxy’s operator is unknown to you, and that operator sees every request you send and may keep it. A real Lebanese home or phone line sits on Ogero, IDM, Terranet, touch, Alfa or another local ISP; if a free “Lebanese” proxy resolves to a hosting company instead, it is a rented server. Never log in through one.
