Why Israel

Local retailers next to global marketplaces

Similarweb’s September 2026 ranking of Israeli shopping sites puts AliExpress first, then the retailer KSP, Super-Pharm and the Yad2 classifieds site. Its marketplace list holds AliExpress, Amazon, Temu and eBay, and one Israeli name, Shufersal.

Israeli price data comes from both sides: what KSP or Shufersal charge, and what AliExpress or Amazon show a visitor with an Israeli address.

Phones made 61.48% of Israeli page views that month and Android ran 70.86% of them. Samsung Internet held 6.65% of the browser market, more than Edge and Firefox together.

Coverage

Tel Aviv, Jerusalem and Haifa, district by district

Six district names work as region keys. ipinfo.io names two districts after their main cities, Tel Aviv and Haifa, and the others “… District”. The last column counts where 40 untargeted exits through our gateway landed on 27 October 2026, placed by ipinfo.io. By city: Jerusalem 5; Karmi’el, Nazareth and Rishon LeTsiyyon 4 each; Tel Aviv and Petaẖ Tiqva 3 each.

In the targeted test, four Tel Aviv district requests came out in Rishon LeTsiyyon and one in Petaẖ Tiqva, both in Central District; three Jerusalem requests went to Netanya; Haifa requests went to Northern District towns such as Nazareth, Karmi’el and Safed. Of 19 city misses, 12 stayed in Central or Tel Aviv district; five Haifa requests were placed in Nazareth.

Networks

Bezeq, Partner, Cellcom and HOT carry most Israelis

Four groups reach most Israeli internet users. Bezeq leads on fixed lines, with Pelephone as the group’s mobile network. Partner and HOT carry home and mobile traffic alike, and both turned up in our mobile sample.

Share of users: APNIC Labs, report of 25 October 2026. APNIC’s per-network shares overlap and add up to more than 100%, so read each as that network’s reach. IPv6-capable share: APNIC, to 26 October 2026. The exit columns count our 27 October 2026 samples, not network sizes in the pool; four home exits came from smaller providers. Mobile subscribers in company reports: Cellcom 3.69 million and Pelephone 2.71 million (Q2 2026), Partner 2.70 million (Q1 2026).

For developers

Ask for Petah Tikva, then match ipinfo’s spelling

Keys are English names in lowercase with the spaces removed: -st-centraldistrict, -city-petahtikva. ipinfo.io answers in its own transliteration, “Petaẖ Tiqva” or “H̱olon”, so the check compares against those strings.

import requests, uuid
GATE = "gate.aeonproxy.com:7000"
# login keys are plain ASCII; ipinfo.io spells some cities with diacritics
SPELLING = {"telaviv": "Tel Aviv", "jerusalem": "Jerusalem", "haifa": "Haifa",
            "petahtikva": "Petaẖ Tiqva", "netanya": "Netanya", "beersheba": "Beersheba",
            "ashdod": "Ashdod", "ramatgan": "Ramat Gan"}

def israeli_exit(city, tries=8):
    for attempt in range(1, tries + 1):
        sid = uuid.uuid4().hex[:8]
        proxy = f"http://ap_a1b2c3-cc-il-city-{city}-sid-{sid}-ttl-60:PASS@{GATE}"
        geo = requests.get("https://ipinfo.io/json", proxies={"http": proxy, "https": proxy}, timeout=20).json()
        if geo.get("country") == "IL" and geo.get("city") == SPELLING.get(city):
            return proxy, geo, attempt # this URL keeps the exit for up to 60 minutes
    return None, None, tries

proxy, geo, attempts = israeli_exit("petahtikva")
if proxy:

# 176.228.XX.31 Petaẖ Tiqva Central District AS12400 Partner Communications Ltd. after … tries

On 27 October 2026 only 5 of 24 city requests matched, so allow several attempts per city, or accept any Israeli exit when the city does not matter. The five exits at the top of this page had round trips of 59 to 66 ms between the exit and Frankfurt, where our gateway runs.

An Israeli quirk

Nearly two in three Israeli users have IPv6

APNIC Labs measured 64.52% of Israeli users as IPv6-capable on 26 October 2026, against 43.82% worldwide and 26.08% across Western Asia.

PelephoneMobile, AS1611688.6%

HOTHot-Net, AS1284982%
PartnerFibre and mobile, AS1240067.1%

Bezeq InternationalAS855116.1%

IPv6-capable share of each network’s users, APNIC Labs, to 26 October 2026. A site logging the IP version of Israeli visitors sees mostly IPv6 from Bezeq, HOT and Pelephone users and far less from Cellcom ones, so compare exits from two networks before you judge how it treats Israeli traffic.

Privacy law and blocked sites in Israel

Personal data in Israel falls under the Privacy Protection Law, 5741-1981, overseen by the Privacy Protection Authority. Amendment 13, in force since 14 August 2025, brought the law closer to the GDPR and gave the Authority powers to investigate and to impose administrative fines, which, the law firm Meitar notes, may reach millions of shekels in severe or repeated cases. Courts may award up to NIS 10,000 per violation without proof of damage, and data collected in breach of the law may not be used.

Prices, stock and listings carry little personal data; names and phone numbers need care, since the amendment widened the duty to tell people what is collected about them. We found no Israeli rule aimed at proxies or VPNs. Since 2017 district courts can order Israeli ISPs to block sites that organise illegal gambling, and reaching such sites through our exits is not supported.

Not legal advice. Scraping rulings, 2022–2026.

Israel proxy questions

It is an Israeli IP address that your requests leave from. Sites then treat you as a local visitor, with shekel prices and Hebrew search results. You need one for tracking Yad2, Zap or KSP, checking Israeli rankings, or reviewing your ads and pages as people in Israel get them.

223K+ residential IPs in the pool, October 2026. We publish no count of Israeli mobile IPs. In a sample of 12 mobile exits on 27 October 2026 they came from HOT, Partner, Wecom, Pelephone and Cellcom.

Keys exist, but our results were weak. Regions: -st-telaviv, -st-centraldistrict, -st-jerusalem, -st-haifa, -st-southerndistrict, -st-northerndistrict. Cities, where available: -city-telaviv, -city-jerusalem, -city-haifa, -city-petahtikva, -city-netanya, -city-beersheba, -city-ashdod, -city-ramatgan. On 27 October 2026 ipinfo.io placed 8 of 24 district requests and 5 of 24 city requests where asked. Treat Israel as a country-level target and check each exit’s city.

Rishon LeTsiyyon, Petaẖ Tiqva and Netanya belong to Central District, both in CBS statistics and in ipinfo.io, so an exit there counts as a miss for the Tel Aviv key. Four of our Tel Aviv district requests landed in Rishon LeTsiyyon, and half of all district misses were placed somewhere in Central District. For work across the wider Tel Aviv area, use the country key and check the city of each exit. A key for Rishon LeZion itself is refused.

Of the 40 home exits in our 27 October 2026 sample, 16 were on Bezeq, 7 on Partner, 7 on HOT, 2 each on Bezeq International, Cellcom and K.M.A, and four on small providers. APNIC’s user shares per operator are in the networks table.

There is no Israeli network key; we offer ISP and carrier keys for three countries only, the US, the UK and Germany. Filter afterwards instead: one ipinfo.io lookup per session shows the ASN, and you keep the exits you want. AS6810 is Bezeq, AS12400 Partner, AS12849 HOT and AS1680 Cellcom.

For Yad2, Zap and KSP prices, rotate residential exits. For apps and mobile pages, take mobile exits, since phones made 61% of Israeli page views. ISP proxies give you a fixed address you rent by the month, which suits long sessions on your own accounts; whether Israeli ones are in stock is shown on the order page.

We found no Israeli law aimed at proxies or VPNs. What you do through one is judged as if done directly: the Privacy Protection Law and Amendment 13 cover personal data, and court-blocked gambling sites stay off limits. This is not legal advice.

Whoever runs a free list can read and log what passes through it, and you have no way to know who that is. If you test one, check its ASN, since an address on a hosting network is not a household, and keep passwords and personal data away from it.

Any client that takes an HTTP proxy works. Point it at gate.aeonproxy.com on port 7000, log in as ap_a1b2c3-cc-il with your password, and add a session key if one exit should last. The tabs above show Python and cURL. Free-trial terms are on the pricing page.

Use an Israeli exit and add gl=il and hl=iw to the search URL; Google’s documentation lists iw as the code for Hebrew. Keep one sticky session for the whole keyword batch.
