Why Belgium

One small market that shops in two languages

Similarweb’s September 2026 list of the busiest Belgian shopping sites reads bol.com, 2dehands.be, amazon.fr, coolblue.be and 2ememain.be. Two of those five are one classifieds platform under two names: 2dehands in Dutch and 2ememain in French, linked by a language switch and run by Marktplaats. Amazon’s only entry in that list is amazon.fr.

Price or ranking work therefore needs one pass per language. The news sites in the national top 50 split the same way: hln.be and vrt.be for Dutch readers, rtbf.be and lesoir.be for French ones. Google handles 87.88% of Belgian searches and Bing 8.61% (StatCounter, September 2026); phones and computers are almost level, at 49.63% and 47.87% of page views.

An exit in Flanders does not make a site answer in Dutch, nor does Liège guarantee French. Pick the region for the market you care about, then set hl=nl or hl=fr, the site’s own language path and an Accept-Language header to match. Our guide to local ranking checks shows the search side.

Coverage

Brussels, Antwerp, Ghent, Liège: where the exits landed

Geolocation databases split Belgium into three regions, Flanders, Wallonia and Brussels Capital, and our region keys follow them. Provinces have no key. Six cities have one.

Population: National Register, 1 September 2026; the Brussels row adds up the capital region’s 19 municipalities (the City of Brussels alone has 199,313). ipinfo.io placed all 40 exits of our 27 October 2026 sample in Belgium: 18 in Flanders, 13 in Wallonia, 9 in Brussels Capital, one of them as Anderlecht. Both region misses were Brussels requests, placed in Antwerp and Liège. Of the six city misses, two Brussels requests landed in Antwerp, one each in Gent and Liège, a Ghent request in Ninove and a Liège request in Namur.

Networks

The networks Belgian homes and phones use

Proximus, Telenet, Orange and VOO carry 97.6% of Belgian internet users in APNIC’s estimate. Orange took control of VOO in June 2023, so a VOO cable line now looks up as “Orange Belgium SA”.

Share of users: APNIC Labs, 25 October 2026; IPv6-capable share: APNIC’s Belgium table, 26 October 2026. The last column counts the 40 residential exits of our 27 October 2026 sample and is no measure of each network’s size in the pool. Digi’s ASN is registered to DIGI ROMANIA S.A., and lookups print that name.

Mobile Belgium

Mobile networks, and Orange’s low IPv6 rate

BIPT, the telecoms regulator, counted 12.69 million active SIM cards in Belgium at the end of 2025, excluding machine connections. Proximus, Orange and Telenet with their second brands held about 93.7% of them; independent virtual operators had 6.3%, and Digi, which launched in December 2024, had 91,000 customers. Half of the SIMs that use data generate 5G traffic.

Our mobile login gave 12 Belgian exits on 27 October 2026: Telenet 5, Orange 4, Proximus 2 and Lycamobile, a virtual operator, 1. The networks differ sharply on IPv6. APNIC measured Proximus at 85.7% and Telenet at 86.5% IPv6-capable, while Orange Belgium stood at 22.0%, which leaves about four in five Orange customers on IPv4 alone. Belgium as a whole reached 71.80%, behind only France and Germany in Western Europe.

For developers

Ask for Ghent, accept “Gent”

Region and city keys follow -cc-be: -st-flanders, -st-wallonia, -st-brusselscapital, and the cities brussels, antwerp, ghent, liege, charleroi, leuven. ipinfo.io answers in whichever language its data uses, so the check compares against its own spelling.

Brugge, provinces such as East Flanders and brussels as a region key were refused with 407 in our check. You cannot ask for Proximus or Telenet with a key, since network targeting exists only in the US, the UK and Germany; the org field of the lookup names the network.

A Belgian quirk

Four years that redrew the network map

Belgium still runs mostly on cable. HFC carried 51.3% of fixed broadband lines at the end of 2025, and fibre covered 35.7% of households in January 2026, against an EU average of 74.1% in July 2025 (BIPT).

Orange takes VOO

Orange Belgium closed its purchase of 75% minus one share of VOO, the cable operator in Wallonia and Brussels. The registry now lists Orange Belgium as the holder of VOO’s AS12392.

BASE arrives in Wallonia

Telenet’s budget brand began selling home internet over VOO’s cable under a 15-year wholesale deal signed in 2023.

Digi launches

The Romanian group entered the mobile market, and by the end of 2025 its fibre was active in Brussels, Liège, Charleroi and Ghent. Mobile revenue fell for the first time since 2020, by €49.9 million to €2.98 billion in 2025, which BIPT puts down to price pressure after its arrival.

Telenet and VodafoneZiggo

Plans were announced to combine Telenet and the Dutch operator VodafoneZiggo into one company, Ziggo Group, to be listed in Amsterdam.

A shared fibre plan for Flanders

Proximus with Fiberklaar and Telenet with Wyre signed final agreements to wire about two million homes and businesses, 85% of them by mid-2028. When BIPT reported in July 2026, the deals still needed the Belgian Competition Authority’s approval.

Data protection and gambling rules in Belgium

In Belgium the GDPR is supplemented by the act of 30 July 2018 on the protection of natural persons with regard to the processing of personal data, and the Data Protection Authority (Gegevensbeschermingsautoriteit, Autorité de protection des données) enforces both. A name or phone number on a public listing is still personal data, so a project that reads prices, stock and rankings should leave those fields out.

Belgium has no rule on proxies or VPNs as such that we could find. Under Belgian law, a player who knowingly gambles on a site without a Gaming Commission licence can be fined €26 to €25,000, multiplied by the statutory surcharges, whatever the connection. We do not support that use.

Not legal advice. Scraping rulings elsewhere: our 2022–2026 case guide.

Belgium proxy questions

A proxy whose exit address is in Belgium, so Belgian sites show you what a local visitor sees: bol.com prices, Immoweb listings, Belgian Google results. You need one to follow those sites or to test your own shop and ads in Belgium.

81K+ residential IPs in the pool, October 2026. The number moves daily as home connections come and go. We publish no count of Belgian mobile IPs; our 12 mobile test exits of 27 October 2026 came from Telenet, Orange, Proximus and Lycamobile.

Yes. Region keys: -st-flanders, -st-wallonia, -st-brusselscapital. City keys, where available: -city-brussels, -city-antwerp, -city-ghent, -city-liege, -city-charleroi, -city-leuven. In our 27 October 2026 test, ipinfo.io put 22 of 24 region requests and 18 of 24 city requests in the place asked for. Provinces have no key, and a -city-bruges check the same day returned Ghent exits 6 times out of 6.

Choose the region: Flanders for the Dutch-language market, Wallonia for the French-language one. The language a site serves still comes from your request, so set the site’s language version, an Accept-Language header and, for Google, hl=nl or hl=fr.

Household lines, so the same networks Belgians use. Of the 40 residential exits in our 27 October 2026 sample, Proximus had 19, Orange Belgium 12, Telenet 7 and VOO 2. The networks table above gives each one’s share of Belgian users from APNIC.

Orange Belgium has controlled VOO since June 2023 and is now the registered holder of VOO’s network, AS12392. Lookups print “Orange Belgium SA” for it; the host name, ending in voo.be, still shows the cable origin.

Rotating residential for prices, listings and search. Mobile for app tests and phone pages on Belgian carriers. A static ISP address when your own account, used within the platform’s rules, should see the same IP for weeks; the order page shows whether one is available for Belgium.

No Belgian law we know of targets proxies or VPNs. The rules follow what you do: the GDPR and the act of 30 July 2018 for any personal data you collect, the gambling law for betting sites, and each site’s own terms. This is not legal advice.

You cannot see who runs a free proxy or what it keeps, and its operator can read everything you send. APNIC’s Belgian user table includes hosting networks such as CDNEXT (1.30%), and a “Belgian” proxy on one is a server. Our IP checker shows the network behind an address.

Any tool that takes an HTTP or SOCKS5 proxy works: host gate.aeonproxy.com, port 7000, the username ap_a1b2c3-cc-be plus your keys, and your password. The Python tab above does it in code. A free trial exists, and the pricing page shows the current terms.

Geolocation data names Belgian places in Dutch, French or English: Gent, Liège and Antwerp all appear. Brussels exits can come back as one of the capital’s 19 municipalities, so match Brussels on the region “Brussels Capital” and treat Gent as Ghent.
