Residents: INSTAT, Population and Housing Census 2023; each municipality includes its villages. Exits come from all 12 counties, from towns such as Kavajë, Sarandë, Pogradec, Peshkopi, Kukës and Bajram Curri as well. Lookups print suburbs and villages as cities (Kashar, Paskuqan, Nikël), and geolocation databases often disagree about towns, so check where an exit sits in our IP checker before relying on it.
APNIC Labs places 14.88% of the users it counts under Albania on One Albania’s two networks and 11.79% on Vodafone Albania’s two. Its Albania table also counts Kosovo, whose networks (Telkos, IPKO, Artmotion and others) hold 46.64% of it, so these shares understate each operator’s weight inside Albania.

Users: APNIC Labs, 29 October 2026; IPv6: APNIC, to 30 October 2026; registered addresses: RIPE Database. Expect IPv4 from most Albanian exits. Network keys are a feature for the US, the UK and Germany only, so tell One Albania from Vodafone by the ASN.
AKEP counted more than 733,000 fixed broadband subscriptions at the end of 2025, about 75% of them on fibre to the home or building. Six companies hold about two thirds of the market.
AKEP, Raporti Vjetor 2025. On mobile, Vodafone had 56% of active mobile broadband users and 54% of data volume in 2025; 5G reached more than 70% of the population on one network and more than 60% on the other.

Each login holds the country key -cc-al and a session part. The script opens up to eight sessions, skips any exit outside Albania and keeps the first one in the county you ask for, then turns the ASN into a network name.

https://ipinfo.io/jsonLaw No. 124/2024 “On Personal Data Protection”, approved on 19 December 2024 and written to match the GDPR, replaced the law of 2008. The Commissioner for the Right to Information and Personal Data Protection supervises it. A breach of the processing principles or the consent rules can cost up to ALL 2 billion or 4% of a company’s worldwide annual turnover, whichever is higher (article 94). Under it, sellers’ names and phone numbers in MerrJep or Njoftime ads count as personal data, while asking prices and listing counts do not.
Article 192/b of the Criminal Code punishes unauthorised entry into a computer system, or entry past the limits of a permission, through broken security measures: a fine or up to three years in prison, and three to ten years when the system is military, serves national security, public order or health, or has another public role. Albanian law, as far as we could find, says nothing about VPN or proxy use. Sports betting is legal only online, through a small number of licensed companies under a 2024 law; betting sites are not a supported use.

An Albania proxy sends your requests out through an address on an Albanian network, so websites answer as they would for a local visitor. People use one to follow asking prices on MerrJep and Century 21 Albania, in lek and euros, or to see how google.al ranks a page for searchers in Albania.
301K+ residential IPs in the pool, October 2026, a figure that shifts with the homes online at any moment. Mobile has no count of its own; One Albania and Vodafone Albania exits are sold where the pool has them, and the order page lists today’s stock.
The login sets the country, -cc-al; counties and cities, where available, are listed in the dashboard generator. For a single county, filter on the region field of the lookup, as the Python tab does with “Durrës County”; the capital’s county reads “Tirana”. Lookups often name a suburb instead of the town, so confirm the place in our IP checker.
Homes and phones on One Albania and Vodafone Albania, the two mobile operators and the two largest fixed providers, and on fixed networks such as ASC, Abissnet, Digicom and Nisatel. Network keys exist only for the US, the UK and Germany, so read the ASN in each lookup: AS42313 and AS50616 are One Albania, AS21183 and AS50973 Vodafone.
The key -cc-al asks for Albania, and geolocation services give Kosovo its own code, XK, although APNIC’s statistics count Kosovo users under Albania. To be sure of every exit, check its country: the Python tab drops any exit whose country is not AL.
Record both, with the currency. Car and property ads on MerrJep switch between EUR and LEK from one listing to the next, shops price in lek, and some sellers write old-lek amounts, ten times the current unit, in their titles. Take the price field and its currency, then convert at a single dated rate.
Listings, prices and search results need nothing more than rotating residential exits. App checks and phone layouts call for mobile exits on One Albania or Vodafone; test on an iPhone first, since iOS was ahead of Android in Albania every month from October 2025 to September 2026. If you run your own accounts within each platform’s rules, an ISP proxy keeps one static address for the rental; the order page lists Albanian stock.
We found no Albanian law that bans, registers or licenses proxy or VPN use. Unauthorised entry into computer systems is covered by article 192/b of the Criminal Code, and personal data you collect by Law No. 124/2024. Betting sites are not a supported use. Not legal advice.
Whoever operates a free proxy can read and keep whatever passes through it, logins included, and nothing tells you who that is. Look the address up first: One Albania, Vodafone or a local fixed ISP means an Albanian line, a hosting company means a server, and XK means Kosovo. Keep passwords away from it.
Any HTTP client will do, from a browser extension to a few lines of Python. Enter host gate.aeonproxy.com, port 7000, user ap_a1b2c3-cc-al and your password. Add -sid-tia01-time-3600 to the user name and the exit stays the same for an hour. SOCKS5 settings are in the docs; current free-trial terms are on the pricing page.
