144K+ residential IPs in the pool, October 2026, on Orange, Play, Netia, Vectra and a long tail of local networks; residential from $1.69 and mobile from $2.19 per GB. Ask for Poland with -cc-pl, then narrow it to a voivodeship or a city.
Polish household addresses in the pool, October 2026.
Forty exits through our gateway on 26 October 2026 came from 24 cities in 15 of the 16 voivodeships.
19 of 24 voivodeship requests and 19 of 24 city requests were placed where asked by ipinfo.io.
One session key holds the same Polish exit for up to an hour; without one, every request rotates.

Similarweb’s September 2026 ranking of Polish e-commerce sites has no Amazon or eBay in its top five. Allegro comes first, then OLX, the Otomoto car marketplace, the Ceneo price-comparison site and the retailer Empik. In preliminary figures, Allegro reported PLN 18.5 billion of Polish gross merchandise value for the second quarter of 2026, up 12% on a year earlier.
Price work in Poland therefore runs through those sites. Search is mostly Google (89.56% in September 2026, StatCounter), with Bing at 7.38%, so a Polish rank check needs a Polish exit plus Polish-language parameters.
Two habits set Poland apart from its western neighbours: desktop still had 56.07% of Polish page views in September 2026, and Opera held 11.72% of the browser market, close behind Safari. Match your test browsers to that mix.
Geolocation databases and our login keys both use English names for the voivodeships, such as Mazovia and Lesser Poland. Warsaw is the only Polish city above a million people.

Populations: GUS, cities with county status, 31 December 2025. Of the 40 exits our 26 October 2026 sample placed in Poland (ipinfo.io), Warsaw had 5, Poznań and Katowice 4 each, Łódź and Wrocław 3 each, Szczecin and Kraków 2 each, and 17 other towns one each. Region keys accepted that day: mazovia, lesserpoland, silesia, greaterpoland, lowersilesia, pomerania and lodzvoivodeship.
Orange alone reaches a quarter of Polish internet users. Play appears under its company name, P4, on three networks, one of them the former UPC network, which the registry still labels “P4 Play UPC PL”.

Share of users: APNIC Labs, 24 October 2026; IPv6-capable share: APNIC’s Poland table, 25 October 2026 (for Netia and Play mobile, the largest ASN). The last column counts exits among the 40 exits our 26 October 2026 sample placed in Poland, not each network’s size in the pool; the rest came from small local ISPs such as Beskid Media, InfaNET and Skyware.
Fixed internet users by access technology in 2025, from the market report UKE, the telecoms regulator, published in June 2026. There were 10.1 million fixed users.
Fibre’s share of fixed services runs from 77.5% in Podkarpackie to 49.3% in Warmińsko-Mazurskie. With 1,974 companies selling fixed internet at retail (UKE, end of 2025), small ASNs keep turning up among Polish exits; one of our test exits came from a Poznań housing cooperative’s network.

Keys carry the voivodeship and city in English and without diacritics, such as -st-lesserpoland and -city-krakow. ipinfo.io answers in Polish spelling, so the check below compares against that.

https://ipinfo.io/jsonAPNIC measured only 19.7% of Polish users as IPv6-capable on 25 October 2026. The mobile networks are almost all IPv4: T-Mobile 0.41%, Play 0.35%, Plus 0.19%. Fixed networks split, with Play’s ex-UPC network at 65.1%, Vectra at 48.6% and Orange at 45.3%, while Netia stays under 1%.
A Polish phone therefore reaches most sites from an IPv4 address shared with other subscribers behind the carrier’s NAT (our reading of the figures; operators publish nothing on it). Of 12 mobile exits we sampled on 26 October 2026, six were Play (AS39603 and AS201019) and two each came from Plus, Orange and T-Mobile. Orange’s mobile exits share AS5617 with its home broadband; ipinfo shows a “public-gprs” hostname on them.
By users, UKE splits the 2025 mobile market as Play 29.4%, Orange 27.2%, T-Mobile 20.0% and Plus 19.8%. 5G reached about 95% of households, the faster 3.6 GHz layer 68%, mostly in large cities.
Personal data falls under the GDPR and Poland’s data protection act, enforced by UODO. Public sources do not remove the duties: UODO fined Bisnode just over PLN 943,000 for not telling people that it had compiled their details from public business registers; in September 2023 the Supreme Administrative Court upheld the duty to inform those running businesses and read the “disproportionate effort” exception narrowly. The fine itself went back to UODO to be set again.
Polish ISPs also apply two block lists. Under the 2023 act on electronic communications abuse, operators that are party to CERT Polska’s warning-list agreement may drop the listed phishing domains from their DNS (125,113 domains on 26 October 2026). The Ministry of Finance keeps a register of illegal gambling sites, 58,944 domains that day, and the Gambling Act makes playing at an unlicensed online casino an offence for the player wherever the connection comes from. That use is not supported.

An exit IP inside Poland, so websites answer as they would a Polish visitor: prices in złoty, Polish search results, offers shown only in Poland. Teams use one to watch Allegro, Ceneo or Otodom, check Polish rankings and test their own sites and ads.
144K+ residential IPs in the pool, October 2026. We publish no count of Polish mobile IPs; in a sample of 12 mobile exits on 26 October 2026 they came from Play, Plus, Orange and T-Mobile.
Yes. Region keys: -st-mazovia, -st-lesserpoland, -st-silesia, -st-greaterpoland, -st-lowersilesia, -st-pomerania, -st-lodzvoivodeship. City keys, where available: -city-warsaw, -city-krakow, -city-wroclaw, -city-poznan, -city-lodz, -city-gdansk, -city-katowice. On 26 October 2026, 19 of 24 region and 19 of 24 city requests were placed where asked by ipinfo.io. Postcode targeting is not offered.
Keys follow the English names that geolocation databases use. Logins with mazowieckie or masovian voivodeship were rejected with 407 in our check, while mazovia worked. Łódź is the exception to remember: its region key is lodzvoivodeship, because the database calls it Łódź Voivodeship.
Residential exits are home connections, so they follow the networks Poles use. The 40 exits our sample placed in Poland spread over more than a dozen networks: Netia 8 exits across two ASNs, Orange 7, Play 7 across its fixed and mobile ASNs, then INEA, Vectra, T-Mobile and small local ISPs. The table above gives each network’s share of Polish users from APNIC.
Not with a key. ISP and carrier targeting exists only in the US, the UK and Germany. In Poland, look up the ASN of each exit (one request, as in the code above) and keep the sessions that match.
Rotating residential exits suit price and listing collection on Allegro, OLX and Ceneo. Mobile exits fit app and mobile-ad checks on Polish carriers. An ISP proxy keeps one static address for the whole rental, for logged-in work on your own accounts.
We found no Polish rule aimed at proxies as such. What you do through one is judged as if you did it directly: the GDPR covers personal data, and the Gambling Act makes playing at unlicensed online casinos an offence for the player. This is not legal advice.
A free proxy is a server run by someone you cannot identify, and it sees every request you send through it. If you test one, look up its ASN first and never send a login through it.
In a browser or proxy extension, enter gate.aeonproxy.com, port 7000, a login such as ap_a1b2c3-cc-pl and your password; in code, pass the same values as an HTTP proxy. A free trial exists, and the pricing page shows the current terms.
Geolocation data sometimes names a Warsaw district as the city; we have seen Mokotów, Ursynów and Wola. Count those as Warsaw in your checks, and expect Polish letters in names such as Kraków, Wrocław and Łódź.
