Forty exits through our gateway on 27 October 2026 came from eight cities in Lagos, Rivers and Delta states and the FCT.
Every state request landed in the state asked, and 23 of 24 city requests in the city, as ipinfo.io placed them.
Sessions can stay on one exit for up to an hour; otherwise every request rotates.

Nigerians go online through mobile networks. In August 2026 the Nigerian Communications Commission (NCC) counted 158.1 million mobile internet subscriptions and 227,910 fixed ones, and licensed ISPs reported 420,989 subscribers in the second quarter. StatCounter put 75.22% of Nigerian page views on mobile in September 2026.
Two names lead Ahrefs’ October 2026 ranking of Nigerian shopping sites by estimated monthly search visits: Jiji with about 2.2 million and Jumia with 1.3 million, well ahead of Amazon’s UK and US stores. A Nigerian exit sees their naira prices the way a local shopper does.
Google handled 98.28% of Nigerian searches in September 2026 and Bing 1.41%, so rank tracking means google.com.ng results from a Nigerian address (SERP method). Opera held 14.28% of the browser market and iOS 15.67% of mobile, worth matching in test browsers.
Nigeria has 36 states and the Federal Capital Territory. Its census counts states and local government areas, not cities, so the figures below are state populations. Geolocation databases write some states with the word State (Rivers State, Oyo State) and some without (Lagos, Delta), and call the capital territory FCT.
| State (main city) | 2006 census | 2022 projection | Exits in our sample of 40 | Keys |

Populations: 2006 census and 2022 projection by state. In our 27 October 2026 test ipinfo.io placed all 24 state requests in the state asked and 23 of 24 city requests in the city; the one miss was a Lagos request placed in Ifo, Ogun State. Ibadan requests worked although the untargeted sample held no Oyo exit. Names refused with 407 that day: rivers, oyo, kano, kanostate, lagosstate, ogun, ogunstate and federalcapitalterritory.
Four mobile operators share Nigeria’s 197.2 million lines, and MTN alone has more than half. Fixed, wireless and satellite ISPs serve a few hundred thousand subscribers between them, with Spectranet and Starlink the largest.

State keys are the database names in lowercase without spaces: -st-lagos, -st-fct, -st-riversstate, -st-oyostate. City keys drop spaces too, as in -city-portharcourt and -city-benincity, while ipinfo.io keeps them.

https://ipinfo.io/jsonShare of mobile subscribers by network generation in August 2026, from the NCC, with the figure a year earlier beside each.
Nigerian networks carried 1,756,405 TB of data in August 2026, up from 1,532,173 TB in June (NCC).
Nigeria’s mobile line count fell by a fifth in one month of 2024 and had climbed to 197.2 million by August 2026. One operator was renamed; its registry name was not.
Operators are told to fully block SIM cards not registered to a National Identification Number after 28 February 2024, Developing Telecoms reports.
The NCC’s count falls from 216.7 million GSM lines in April to 171.8 million in May. Globacom’s total drops from 62.1 million to 21.8 million in the same month.
The operator unveils its new name in Lagos, after LH Telecommunication acquired a 95.5% stake (Arise News). Its addresses stay under AS37076, registered to Emerging Markets Telecommunication Services.
MTN has 102.6 million of them, up from 84.6 million in December 2024, and Airtel 67.4 million.
ipinfo.io shows registry names, so a T2 exit reads EMTS, and APNIC and routing tools list MTN as VCG-AS and Airtel as VNL1-AS.
Lagos State had 30 of the 40 exits in our sample, and lookups of the operators’ own address blocks lean further. We checked 12 random blocks per operator on ipinfo.io on 27 October 2026: 11 of Glo’s were placed in Lagos and all 12 of T2’s, while MTN’s spread over Lagos, Port Harcourt, Abuja, Jos and Warri. When the city matters, ask for it and check it.
IPv6 is close to absent. APNIC measured 5.78% of Nigerian users as IPv6-capable on 26 October 2026, with Glo at 0.05%, so phones on these networks use IPv4, and by our reading many of them share one public address (operators publish nothing on it). Spread requests over several sessions. Starlink is the exception at 63.7%, and six of our 40 sample exits came from it.
The Nigeria Data Protection Act, signed on 12 June 2023, set up the Nigeria Data Protection Commission (NDPC). Data controllers and processors of major importance must register with it (section 44). Under section 48 the NDPC can order a penalty or remedial fee of up to the greater of ₦10 million and 2% of the previous year’s gross revenue for those controllers, and the greater of ₦2 million and 2% for others. Its General Application and Implementation Directive has applied since 19 September 2025, replacing the older NDPR rules.
The Act does not mention proxies or VPNs, and we found no other Nigerian rule on them. Collect listing fields, leave sellers’ names and phone numbers out, and stay on public, logged-out pages.

144K+ residential IPs in the pool, October 2026. We publish no Nigerian mobile count; a sample of 12 mobile exits on 27 October 2026 came from Airtel (9) and MTN (3).
Yes. State keys: -st-lagos, -st-fct, -st-riversstate, -st-oyostate. City keys, where available: -city-lagos, -city-ikeja, -city-abuja, -city-portharcourt, -city-ibadan, -city-benincity. On 27 October 2026 ipinfo.io placed 24 of 24 state requests and 23 of 24 city requests where asked. Kano and Ogun have no key.
Keys copy the region names geolocation databases use: FCT for the capital territory, Rivers State and Oyo State for those two. Logins with rivers, oyo or federalcapitalterritory were refused with 407 in our check, while lagos works without the word State. For the city of Abuja, use -city-abuja.
In our sample of 40 residential exits on 27 October 2026, MTN had 19, Starlink 6, Airtel 4 and IP Express 2; ipNX, FiberOne, MainOne, KKON, NGCOM, WIOCC and Internet Solutions Nigeria had one each. No Glo or T2 exit turned up in that sample.
Not with a key. ISP and carrier targeting exists only in the US, the UK and Germany. In Nigeria, look up the ASN of each exit (AS29465 is MTN, AS36873 Airtel, AS37148 Glo) and keep the sessions you want.
Residential exits suit price and listing collection on Jiji, Jumia and Konga. Mobile exits fit app and mobile-web checks, which matter where three in four page views come from phones; mobile costs $0.50 per GB more at every tier. An ISP proxy keeps one static address for a whole rental; the order page shows whether Nigeria is available.
Using one is not regulated as such by any Nigerian law we found. The Nigeria Data Protection Act covers personal data whatever tool collects it, with penalties of up to 2% of annual gross revenue or a fixed naira sum, whichever is greater, and each site’s terms apply. This is not legal advice.
A free proxy is run by someone you cannot identify, and whoever runs it can read what passes through. Check the ASN of any free exit and keep passwords away from it.
Your browser’s proxy settings, an extension or your code need four things: host gate.aeonproxy.com, port 7000, a login such as ap_a1b2c3-cc-ng and your password. You can try it free first; the pricing page shows the current trial terms.
9mobile renamed itself T2 in August 2025, but its addresses still sit under AS37076, registered to Emerging Markets Telecommunication Services, and ipinfo.io shows that name. The NCC counted 3.6 million T2 lines in August 2026, 1.8% of the market.
