Population: Namibia Statistics Agency, 2023 census main report, Tables 2.1 and 4.5. Those tables are used here; the report’s text prints Windhoek as 486,301 and Walvis Bay as 102,592. GeoNames writes //Kharas as Karas Region. Where available, exits come from towns such as Windhoek, Walvis Bay, Swakopmund, Ongwediva, Tsumeb, Oranjemund, Oshakati, Rundu, Otjiwarongo and Mariental. Networks

MTC, Telecom Namibia and Paratus far ahead of the small ISPs

APNIC Labs estimates 38.96% of Namibian internet users on MTC’s network, 43.25% on Telecom Namibia’s two ASNs and 28.15% on Paratus. No other home or mobile network passes 0.5%.

Users: APNIC Labs, report of 1 November 2026; its estimates overlap and the whole list adds up to 112.41%. Telecom Namibia adds AS36996 (35.24%) and AS36999 (8.01%). IPv6: APNIC to 2 November 2026, when 0.11% of Namibian users were IPv6-capable, the lowest in Southern Africa. The NUST academic network, the government network, Click Cloud Hosting, Cloudflare and Akamai are left out. Network keys are a US, UK and German option, so a Namibian exit’s network shows only in its ASN.

For developers

One exit per network, sorted by ASN

Each session keeps its -cc-na exit for 30 minutes. The script opens sessions until it holds one exit per network, drops addresses whose lookup country is not NA, and folds Telecom Namibia’s two ASNs into one name.

import requests, uuid

# Country key only. GeoLite spreads Paratus's AS33763 over seven countries, so the

def one_exit_per_network(wanted=("MTC", "Telecom Namibia", "Paratus"), tries=24):

        proxy = f"http://ap_a1b2c3-cc-na-sid-{sid}-time-1800:PASS@{GATE}"
        try:

        except requests.RequestException:

    return found

for network, proxy in one_exit_per_network().items():
    print(network, proxy)

Session length is in seconds, from 60 to 21600, and a login with no -sid- rotates per request. GeoLite places parts of AS33763 outside Namibia, so the country test comes before the ASN.

A Namibian quirk

N$ and rand at par, with different letters on the tag

The Bank of Namibia states that the Namibia dollar is pegged to the South African rand one to one. A Namibian IP address meets both labels, one rand to one N$: iStore Namibia starts its iPhone range at N$16,999.00, and HiFi Corp’s main store lists an iPhone 15 at R 15,999.

South African chains sit high in Namibian search. In October 2026 Ahrefs Top ranked clicks.co.za 54th, dischem.co.za 55th, incredible.co.za 67th and hificorp.co.za 75th, with the newspaper site namibian.com.na at 66th.

Store the currency label with each figure so that South African and Namibian offers stay apart, and compare them at 1:1. Registered suppliers in Namibia charge VAT at 15%.

Privacy, draft bills and online gaming rules in Namibia

Namibia has no general data-protection act and no national data-protection authority. Article 13 of the Constitution protects privacy in homes and communications, and a Data Protection Bill is in preparation; a cabinet committee had approved it by early 2026 (Windhoek Observer). Names and phone numbers in listings are best left out of what you collect.

Section 117(1)(p) of the Communications Act 8 of 2009 makes it an offence to gain access to a broadcasting or telecommunications service protected by technological means, with up to five years in prison, a fine of up to N$20,000, or both. Section 76 lets the Minister list, by regulation, equipment and software that can prevent lawful interception, and possessing or dealing in listed items without a permit is an offence. The titles on CRAN’s regulation pages show no such list, though we did not open the gazettes on its site one by one. Using anything so listed without a permit is not supported. No act we read names proxies or VPNs.

A draft Cybercrime Bill went to stakeholders in February and March 2026 and was still a draft in the latest source we read, an IPPR paper of July 2026. IPPR says the text does not explicitly criminalise VPN use and argues that some sections could be used to do so. Section 73 of the Gaming and Entertainment Control Act 13 of 2018 bars online games without authorisation, so gambling sites are not supported here.

Namibia proxy questions

It is an IP address on a Namibian network, most often MTC, Telecom Namibia or Paratus, that your traffic leaves through, so local sites see a visitor in Namibia. Typical jobs are N$ property and car prices, google.com.na rankings, retailers’ Namibia pages and checks on your own site.

Treat 20K+ residential IPs in the pool, October 2026, as a snapshot, because households connect and disconnect. No separate count exists for mobile: mobile exits run on MTC, Telecom Namibia and Paratus where the pool has them, and you can see availability on the order page.

The login shown here selects the country with -cc-na. For regions and towns, see what the dashboard generator offers, where available. Confirm an exit’s town in our IP checker, because GeoLite gives Paratus’s blocks no town at all.

Households and phones on MTC, Telecom Namibia and Paratus, each with more than a quarter of Namibian users in APNIC’s estimate, and on small ISPs such as Oryx Fibre, Rocketnet, Afsat and Africa Online. You cannot choose one in the login. Only the ASN in a lookup shows which one you have.

Residential and mobile are the options for Namibia, and the order page names the countries with static IPs. Residential, the cheaper of the two, fits listings, shop prices and search results. Mobile adds $0.50 per GB and fits phone pages and apps; Android ran 81.56% of Namibia’s mobile page views in October 2026.

Buy them on the pricing page: residential from $3.49 down to $1.69 per GB, mobile from $3.99 down to $2.19, and ISP at $4.00 or datacenter at $2.00 per IP a month where those are on sale. A free trial exists, and that page has its current terms.

Two sections of the Communications Act matter: 117(1)(p) on gaining access to a protected telecommunications service, and 76 on software the Minister may list. CRAN’s published regulation titles show no such list, we did not open every gazette, and using listed software without a permit is not supported. No Namibian act we read names proxies or VPNs. There is no general data-protection act yet, and a draft Cybercrime Bill was still under discussion in July 2026, so check its status for long-running work. Not legal advice.

You do not know who runs one, and that person can read and change what passes through, passwords included. AS37009, AS36996, AS36999 or AS33763 with country NA points to a Namibian line; a name like Click Cloud Hosting points to a server.

Use gate.aeonproxy.com, port 7000, as the HTTP proxy in your tool, and log in as ap_a1b2c3-cc-na with your password. To keep one exit for two hours, extend the username with -sid-wdh01-time-7200. SOCKS5 and other setups are covered in the docs.

Both appear. Property24’s Namibian edition, NamAuto and iStore print N$, and South African stores such as HiFi Corp print R. The Bank of Namibia pegs the two one to one, so keep the label and compare at par.

GeoLite also places parts of Paratus’s AS33763 in Angola, Zambia, Botswana, South Africa, Mozambique and Rwanda, so test the country before the ASN. Paratus began mobile service on 2 September 2025, built on LTE alone, so an AS33763 exit can be a phone or a fibre line.
